Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Training Centre (TC) is dedicated to supporting the UN and other stakeholders to realize commitments to gender equality, women’s empowerment and women’s rights through transformative training and learning. Its mission is to become the leading UN Centre that contributes, through training for gender equality, to building a society that respects and promotes human rights for all women and men. The gender capacity-development programmes range from basic and introductory levels to specialized and advanced levels for diverse audiences with different backgrounds. In terms of capacity-development strategies and techniques, the Training Centre makes maximum use of on-line training techniques, paying special attention to e-learning courses and an active learning approach.

The UN Women Training Centre also promotes articulation and knowledge exchange among gender training specialists and other relevant groups and the development of tools and materials in the area of training for gender equality. It supports the documentation of existing good practices and innovative processes, as well as discussion and analysis of training methodologies and approaches directed towards contributing to ongoing capacity development as a concrete means for achieving gender equality and women’s empowerment.

In 2015, the UN Women Training Centre has carried out several activities to further articulate its conceptual framework on training for gender equality including the Expert Group Meeting on Training for Gender Equality (TfGE), the review of how TfGE has evolved from Beijing PfA in 1995, the Compendium of Good Practices, and the Typology on TfGE. In 2016, the Training Centre is commissioning a number of working papers to further strengthen the theoretical work of the Training Centre to inform our practices and the training field in general.

The objective of this consultancy is to support the Training Centre to further articulate conceptual work around training for gender equality including contextualizing theory of change and feminist pedagogy to guide the work of the Training Centre, develop a paper on quality assurance and guideline, develop a policy brief on TfGE, provide technical inputs to the evaluation paper, facilitate virtual dialogues, and review the Training Centre’s publications and conceptual papers in order to improve consistencies and synergies.

Duties and Responsibilities

Under the direct supervision of the Training and Capacity Development Specialist, the consultant will be responsible for the following deliverables:

  • Revised working papers on theory of change and feminist pedagogies to inform the Training Centre’s practices, including activities such as reviewing current drafts of working papers on theory of change and feminist pedagogies, conducting further research and literature reviews where relevant to update the papers, reorienting and contextualizing papers to meet the needs of the Training Centre, and revising the papers based on feedback from the Training Centre; due by 31 March 2016;
  • Paper on quality guidelines, including activities such as: reviewing existing materials, initiatives and literature on quality guidelines, assurance and standards in training for gender equality; developing a paper on quality guidelines relevant to the approach of the Training Centre; and revising paper based on feedback from the Training Centre; due by 15 April 2016;
  • Two virtual dialogues/online events, including activities such as: producing and revising concept note, preparing for and conducting Virtual Dialogues, moderating online discussions and producing reports of Virtual Dialogues, and revising reports and sharing reflections on Virtual Dialogues; due by 15 May and 20 October 2016;
  • Policy brief on training for gender equality, including activities such as: developing a policy brief on TfGE based on policy brief template and guideline provided by the Policy Division of UN Women. This policy brief should consolidate knowledge, experience, and lessons learned generated by the Training Centre; due by 30 June 2016;
  • Set of technical inputs and guidance for the working paper on evaluation for TfGE, including activities such as: providing technical inputs to the working paper on evaluation of training for gender equality. Technical inputs should be built upon the theory of change, pedagogical framework, and quality guidelines; due by 30 July 2016;
  • Set of recommendations for improving conceptual consistencies of Training Centre’s products and publications, including activities such as: reviewing Training Centre’s publications and conceptual papers to improve consistencies and synergies; due by 30 September 2016.

Required Skills and Experience

Education:

  • Advanced degree in education, gender or women’s studies, governance and leadership, public administration, human rights, international development, social sciences or related area.

Experience:

  • Senior-level consultant with a minimum of 15 years of experience in the field of gender equality and women’s empowerment, transformative leadership, and gender justice.
  • Minimum of 7 years of relevant experience in the field of training for adults, training of trainers, capacity building, and transformative education.
  • Proven experience in conducting research on training for gender equality.
  • Work experience in knowledge management and capacity development projects.
  • Experience in facilitating participatory, interactive, multi-cultural training for adults.
  • Work experience in coordinating participatory processes.
  • Experience working with civil society, NGOs and other development and cooperation organizations at national level
  • Familiarity with the UN system and specifically on gender equality and women’s empowerment within the UN system.

Language:

  • Excellent command of written and spoken English.
  • Competency in Spanish is an asset.
