Background

With the declaration of the end of the Ebola outbreak, there is a need to maintain capacity to respond to the high probability of another outbreak, to manage residual risk, and support the Ebola recovery activities.  Phase III of the response is planned to conclude at the end of March, 2016. Many assets and surge capacity staff members connected to the response are leaving Sierra Leone in a coordinated manner. There is a residual threat of a re-emergence, i.e. the end of the outbreak does not infer that the virus is eliminated, and new challenges related to Ebola survivors must be addressed in a sensitive manner, alongside ongoing medical research and development. The Inter-agency Collaboration on Ebola (ICE) recently concluded that for a post-Ebola outbreak chapter, the role of mitigating against future threats and meeting newly emerging challenges within the UN’s architecture would systematically sit with the Resident Coordinator. This role will emerge alongside the Government’s internal reshaping of its Disaster Management Platform, including the re-tasking of its National Ebola Response Centre. All this is happening in parallel to global changes in the way the international community respond to zoonotic threats.

Duties and Responsibilities

This one year project aims to provide additional capacity to the Resident Coordinator during 2016 in order to coordinate Ebola issues across the UNCT and also partner with national authorities to respond / recover from Ebola issues in Sierra Leone. The Ebola crisis, and the subsequent UNMEER / OCHA / ICE transition back to a regular UNCT, highlighted the need for additional staff and assets to be available in-country inside the UN system to help ensure that Ebola does not take the country backwards again, including the requirement to cater for Ebola survivors, during the fragile recovery   period. Financed through the Global Multi-Partner Trust Fund (MPTF) for Ebola a dedicated ‘cell’ for Ebola response and recovery will be set up to assist the Resident Coordinator. This cell will be an Ebola Focal Point (p5) supported by an Administrative / Finance Officer and a driver.

The functions for the Administrative and Finance Officer are set out below:

  • Assist the Ebola Focal Point in following developments, issues, successes and failures that relate to Ebola, including the situation concerning survivors;
  • Assist the Ebola Focal Point to arrange partner meetings, take notes and administrate follow up actions, as directed by the Ebola Focal Point. Work with many partners, UN, INGO and Government to ensure maximum collaboration and prepedness to future Ebola events;
  • Assist the Ebola Focal Point to navigate, track and streamline the various funding channels across the UN system that togther form the UN Country Team’s contributions to the national response and recovery to Ebola, with particular attention to issues that relate to Ebola survivors;
  • Assist the Ebola Focal Point with the daily running of the project, ensuring that budgets, expenditures, procurements, vouchers and the assets register are all correct;
  • Draft reports for the donor, the MPTF, and follow up on monitoring and evaluation expectations as directed by the Ebola Focal Point;
  • Assist in the management of visits by HQ partners that have an Ebola focused mission to Sierra Leone;
  • During the absence of the Ebola Focal Point cover the functions of the Ebola Focal Point ensuring the Resident Coordinator remains briefed on key developments.

Required Skills and Experience

Education:

  • Master's degree in Social Science, Law, Public Administration, business or related field. A Bachelor's degree combined with 2 additional years of relevant experience will be considered in lieu of master's degree;
  • Prince2 Foundation/Practitioner desirable.

Experience:

  • Minimum 2 years of professional work experience in relevant field. Experience in the United Nations or other international organization is essential.

Language:

  • Fluent written and spoken English required.
