Background

Two devastating earthquakes hit Nepal in April and May 2015. The death toll climbed to over 8,857, while more than 22,000 people were injured. Out of 75 districts, 33 are affected, 14 of which are heavily impacted. 602,257 houses were destroyed and another 280,000 damaged by the quake. Large portions of the affected population are still living in very basic emergency shelters with limited access to safe water supply and hygiene and sanitation facilities. Urban areas in the worst-affected districts are in ruins and public infrastructure is lost. Many frontline government services are struggling to resume and the livelihoods of millions of people have been affected.

Post Disaster Needs Assessment, conducted right after the earthquake with the Leadership of Government of Nepal and support from UN, WB, ADB, JICA and EU, has identified an ambitious agenda for reconstruction. This can only be achieved through coordination actions of all actors at various levels.

It is in this spirit that UNDP Nepal CO initiated its Early Recovery Initiatives immediately after the disaster. The objective of UNDP’s recovery programme is to provide immediate recovery assistance to the earthquake-affected population and assist the Government of Nepal to plan and manage the recovery process in a manner that systematically addresses underlying vulnerabilities in order for Nepal to return to sustainable development pathways. In addition to the immediate emergency assistance provided within the first 3 months, UNDP is assisting the Government of Nepal through a comprehensive recovery programme spanning three years by focusing on four main areas of work: (1) Supporting national recovery planning and implementation; (2) Recovering livelihoods and economic development opportunities of communities; (3) Restoring local governance systems and public service delivery; and (4) Helping to build a disaster-resilient Nepal under the leadership of the Government.
All these is done through close cooperation with the National and local governments, NGOs and CSOs Development Partners and other stakeholders. Where possible, UNDP CO is using existing programmatic channels of implementation.  

In view of the importance of recovery for the development agenda of Nepal, but also given its significance in UNDP programme, the Nepal CO has revised its organizational structure and set up an Early Recovery and Reconstruction Team to be led by the Assistant Country Director/Early Recovery Team Leader and consisting of the Recovery Coordinator and Programme Officer – Government Liaison for Recovery and Reconstruction.

Under the overall guidance and supervision of the Deputy Country Director (Programme), and direct supervision of the UNDP Assistant Country Director/Early Recovery, the Programme Analyst Government Liaison on Recovery & Reconstruction (GLR&R) will be responsible for facilitating implementation of UNDP’s Earthquake Recovery Programme with special emphasis on liaison with the Government and supervising UNDP ER coordinators in the affected districts. The incumbent will keep her/himself abreast of all the developments on recovery and reconstruction relevant to the implementation of Nepal´s recovery from the earthquake.
 
The Programme Analyst (GLR&R) will work in close collaboration with the Country Programme units involved in the recovery programme as well as other UN Agencies and the Resident Coordinators Office, UNDP HQ staff and Government officials, technical advisors and experts, IFIs, and bi-lateral donors and civil society to successfully implement the early recovery components of the UNDP program.                 

Duties and Responsibilities

  • Facilitate implementation of the Early Recovery and Reconstruction initiatives, UNDP’s Early Recovery programme and the strategy;
  • Develop strategic partnerships and ensure coordination with relevant stakeholders, specifically the Government of Nepal and local authorities on the issues related to early recovery and reconstruction;
  • Ensure provision of top quality early recovery policy advice services to the Government and local authorities, and facilitation of knowledge building and management;
  • Facilitate effective functioning of the Early Recovery Cluster and respective working groups under it; Ensure effective function of UNDP’s recovery coordination system at the district level;
  • Promote and prioritize gender and social inclusion considerations in all areas of programme work.

Facilitate implementation of the Early Recovery and Reconstruction initiatives, UNDP’s Early Recovery programme and the strategy:

  • Identify strategic and innovative recovery program areas that support the Government of Nepal with the implementation of the PDNA recommendations and Recovery and Reconstruction policy and programmes;
  • Coordinate and facilitate UNDP’s support to the National Reconstruction Authority and respective line ministries involved in the Recovery and Reconstruction in collaboration with program units and other UN Agencies.

Develop partnerships and ensure coordination with relevant stakeholders, specifically the Government of Nepal and local authorities on the issues related to early recovery and reconstruction:

  • Develop and implement partnerships with the Government of Nepal and local authorities to achieve recovery program outcomes;
  • Create and coordinate partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector and civil society;
  • Conduct research and analysis on donors, prepare briefs on possible areas of cooperation.

Provide top quality early recovery policy advice services to the Government and local authorities, and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of training for the operations/ projects staff on programme issues;
  • Professional growth through active learning.

Promote and prioritize gender and social inclusion considerations in all areas of programme work in line with the Country Office policy on gender and social inclusion.

  • Ensure that all projects under the earthquake recovery Programme prioritize gender and social inclusion considerations, both in terms of mainstreaming gender and social inclusion and setting specific programme targets where appropriate;
  • Work with the ER team members and other colleagues  ACDs to ensure that management of recovery projects is conducted with gender and social inclusion considerations given due priority.

Required Skills and Experience

Education:

  • Completion of Master’s Degree or equivalent in International Relations, Political Science, Economics or related Social Sciences.

Experience:

  • 2 years of relevant experience at the national and/or international level in international development issues;
  • Experience in post disaster and recovery work with a background in the analysis of socio-economic issues and related policy matters;
  • Experience in people management; the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

  • Fluency in English and Nepali languages.
