Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. As the protracted nature of the Syrian conflict continues and its impact on neighboring countries and host communities is more severe, there is an increasing recognition among all partners that the development challenges arising from the crisis need accelerated actions and enhanced capacity in order to be addressed. In this respect, UN Women is contributing to the United Nations processes to support the Government of Jordan’s efforts and the UN humanitarian response to the Syrian refugee crisis and its impact on the Jordanian host communities. UN efforts have supported the preparation and adoption of a National Resilience Plan (NRP) for 2014-16 and a Jordan Response Plan 2016-18 to the Syria Crisis (JRP), which provide a coordinated and coherent multi-sectorial national response to the crisis.

To this end UN Women is providing protection related services in Jordan’s hosting communities and refugee camps. These include support to enable self-reliance – in the form of livelihoods – and protection/sexual and gender based violence related services.

To support the Government of Jordan in its response to the Syria crisis, UN Women is recruiting a consultant to serve as a Protection Specialist – supporting protection related interventions in Jordan’s hosting communities and refugee camp settings. The consultant will serve as a member of the Response, Recovery and Resilience Team within the UN Women Country Office and will be responsible for supporting the team’s work in this area.

Duties and Responsibilities

Under the supervision and guidance of the UN Women Jordan Recovery Specialist, who serves as the head of the Response, Recovery and Resilience Team, the consultant will support the role out of UN Women’s protection related work as it relates to livelihood support in camp and non-camp settings.

Under the overall supervision of the UN Women Recovery Specialist the consultant will undertake the following tasks:

Support protection related interventions as they relate to UN Women’s livelihoods engagement

This includes:

  • Supporting partners in the integration of SGBV principles in livelihoods work, including building early warning systems for increased household violence and linking partners to service providers and referral networks;
  • Strengthening UN Women’s protection referral services in Za’atari camp and serving as UN Women’s protection focal point, liaising with UNHCR on camp related protection issues and referrals;
  • Maintaining documentation on SGBV related trends and instances, as they pertain to UN Women and partner/contractor work;
  • Trend analysis, best practice and research on protection principles and programming.

Support to partner capacity development on issues of gender equality and women’s rights – ensuring that partner interventions equally address the needs of women and men, and promote empowerment.

This includes:

  • Maintaining up to date training materials – in Arabic – to be used for trainings on gender equality mainstreaming for humanitarian and development partners;
  • Providing quarterly trainings to partners or ad hoc as requested;
  • Providing technical assistance on issues of gender equality and humanitarian action/development programming as needed.

Support UN Women’s refugees and host communities’ related knowledge and communication production.

This includes:

  • Support to product development for donors and resource mobilization;
  • Support research and data analysis – including the production of in house knowledge products on protection and refugee related issues;
  • Support to documenting programme learning, policy research and analysis;
  • Support to undertaking events.

Results/Expected Outputs include:

  • Monthly progress reports;
  • Monthly analysis of protection trends and referrals by UN Women and partners;
  • Quarterly gender equality and humanitarian action/development trainings.

The position will be remunerated based on an “all inclusive” monthly lump-sum (week-ends and public holidays are not included).

The selected applicant will be requested to submit a “Statement of Good Health” from a recognized physician prior to commencement of work, certifying that the individual is in good physical and mental health and is capable of undertaking the related consultancy and if required to travel is fit to travel and has had the required inoculations for the country or countries to which the individual is to travel. The individual shall take full responsibility for the accuracy of that statement.

The duration of the assignment will be 6 months and the duty station will be Amman, Jordan with travel to field operations as required. The consultant is expected to carry out his/her functions from the UN Women premises. Office space and equipment will be provided by UN Women.

  • Ability to use critical thinking, conceptualize ideas, and articulate relevant subject matter in a clear and concise way;
  • Ability to communicate effectively with and relate to people of different cultures, demonstrating an ability to see issues from other perspectives;
  • Strong expertise in research, data analysis and concise, strategic writing.

Required Skills and Experience

Education: 

  • Undergraduate degree (bachelor) in social sciences or public administration from a reputable University.

Experience: 

  • Minimum 5 years’ experience in on issues of gender equality and protection in a protracted humanitarian crisis;
  • Experience dealing with government agencies, non-governmental organizations and civil society;
  • Experience working on gender equality, women’s rights and human rights issues within a transition setting;
  • Experience providing training in Arabic and English to a multi-disciplinary audience;
  • Experience providing technical assistance on gender equality issues in these settings is also an asset;
  • Strong knowledge of fundamental protection principles and best practices for providing safe and confidential protection referrals;
  • Ability to deliver high quality training in Arabic and English on a range on gender, protection and humanitarian issues.

Language:

  • Fluency in English and Arabic.
