UNFPA JPO Programme

The UNFPA Junior Professional Officer (JPO) Programme is intended to provide on-the-job training for young professionals who wish to obtain practical experience in development assistance. It gives them an opportunity to acquire professional knowledge in population projects in a developing country.

Background information

While Bangladesh has achieved remarkable socio-economic development progress in the past decades, Bangladesh remains a Least Developed Country with an estimated 47 million people still living below the poverty line, out of the approximately 158 million population, with widening inequality.  The total fertility rate stayed at 2.3 children in 2014, with no decline since 2011.  The population density is the highest in the world, when excluding city states like Singapore.  Even when the TFR decreased to the replacement level (2.1) or below (1.9) UNFPA’s recent study projects the population to reach 206 million by 2041.  The country has one of the highest rates of child marriage in the world, with the highest adolescent birth rate in South Asia.  The maternal mortality ratio declined to an estimated 170/100,000 live births in 2013; but still an estimated 5,200 women die in pregnancy or childbirth every year.  62% of deliveries take place at home (2014 BDHS).  58% of deliveries are done without a skilled birth attendant.  The contraceptive prevalence rate was 62% for modern methods in 2014.  12% have an expressed unmet need for family planning.

Against this background, UNFPA’s 8th Country Programme for Bangladesh 2012-2016 (budget USD 70 million) supports the government in achieving the Millennium Development Goals especially MDG5 and the ICPD Programme of Action.  The Programme Team of UNFPA Bangladesh Country Office has four components, i.e. Sexual and Reproductive Health and Rights, Adolescents and Youth, Gender, and Population, Planning and Research.  The Country Office is located in Dhaka, with project offices located in several districts throughout the country.

In the context of the UNFPA Strategic Plan, the Bangladesh Country Office is focusing on the results-based management and quality delivery of programme results in the areas of all aforementioned programme components.  The JPO - M&E Officer will report to the international M&E Specialist and provide technical support and initiative in advising on the overall strategic planning and results based management.  S/he shall help establish and maintain monitoring system and tools for the CP and Country Office performance and results. S/he works in close collaboration with the Programme and Operations teams, as well as UNFPA’s Implementing Partners, other UN agencies, and external partners, to ensure the achievement of intended results and impact from the programme.

Duties and Responsibilities

The JPO – M&E Analyst will be based in UNFPA Country Office in Dhaka, and support initiatives and provide technical support in key areas for results-based programme and project management and M&E, including the following:

 

1. Monitoring and Evaluation

  • Assist baseline surveys, reviews, evaluations, and other assessment activities.
  • Contribute to the knowledge management on M&E, by ensuring that outcomes of M&E activities are properly documented, distributed and discussed
  • Help develop and maintain materials/tools and procedures to facilitate data collection for results monitoring and analysis as well as results reporting
  • Compile and analyze data on project indicators and inform the management, as well as present to the staff on a regular basis.
  • Assist with updating the Country Office’s overall M&E Plan, and support its implementation
  • Assist UNFPA’s projects with ensuring optimal data collection, analysis information sharing, and results reporting
  • Monitor and refine the M&E framework of UNFPA projects to maintain the international standard
  • Contribute to CP evaluations and office management audit

2. Strategic planning and programme management service

  • Assist with the annual target setting, and ensure accurate inputs to the end-year reporting on results
  • Contribute to the CO management’s strategic planning, with advice on programme/project management policies and procedures
  • Contribute UNFPA inputs for UN Development Assistance Framework monitoring, results reporting, and evaluation
  • Assist the annual review of the UNFPA Country Programme with the Government

3. Fundraising and advocacy

  • Assist the M&E Specialist with advising the management for further strengthening the programme/project management capacities
  • Conduct hands-on training for UNFPA staff and Implementing Partners on results-based project management and results reporting., for the maximum and optimal use of available RBM tools
  • Guide the Programme Units in preparing Work Plans in the right format with narratives and SMART indicators, targets and baselines
  • Review all draft UNFPA Work Plans and suggest revisions, for quality assurance
  • Provide technical and policy guidance to the UNFPA-supported projects to ensure they are managed in accordance with the corporate Policies and Procedures Manual (PPM) related to RBM
  • Contribute to the Operations Team with Project Assurance activities e.g. Spot Checks

4. Other corporate tasks:

  • Any other relevant activities/responsibilities as assigned by the Representative and/or Deputy Representative.

Required Skills and Experience

Education:

  • Advanced degree in Development Studies, International Affairs, Social Science, Political Science, Economics, MBA, or other related field.

Experience:

  • Minimum 2 years of professional experience, preferably in international development assistance.
  • Practical experiences and knowledge about M&E, programme/project management, planning, public administration, or statistical work, are strong assets
  • Knowledge of financial management and internal control systems is an asset
  • Excellent understanding about human rights-based approach.
  • Practical experiences in coordination and liaison with government offices and NGOs.
  • Sound knowledge about the UN System, multi-lateral or bilateral donor, and UNFPA mandates in particular, is an advantage.
  • Prior experience in working in a developing country(ies) or in a multi-national setting(s) with people from different cultural backgrounds, is an asset

Languages:

  • Strong English communication and presentation skills are essential. Knowledge of another working language(s) of the UN is an asset.
  • Ability to write clearly and concisely. Strong analytical abilities, and sound judgment

Other qualifications:

  • Teamwork spirit, client focus, good inter-personal communication and negotiation skills.
  • Pro-active and capable of effectively working independently with minimum guidance
