Background

Community Based Flood and Glacial Lake Outburst Risk Reduction Project is a joint initiative between The Government of Nepal (GON) and United Nations Development Programme (UNDP). The project is being implemented under National Execution/Implementation Modality (NEX/NIM) by Department of Hydrology and Meteorology (DHM) under Ministry of Science, Technology and Environment (MoSTE) as the lead Implementing Agency. The major source of funding to this project is from the Least Developed Countries Fund (LDCF) managed by Global Environment Facility (GEF). The project contributes to NAPA Profile 3 ‘Community-Based Disaster Management for Facilitating Climate Adaptation’ and Profile 4 ‘GLOF Monitoring and Disaster Risk Reduction’. The project duration is for four years from 2013 to 2017. This project aims to help the GON to overcome some of the key barriers to manage the growing risks of Glacial Lake Outburst Floods (GLOF) in the High Mountains and flooding in the Tarai and Churia Range of Southern Nepal through a strong emphasis on community engagement, empowerment and social inclusion.

Duties and Responsibilities

The APA will work under the direct supervision of AFO and close guidance of NPM. The APA will also work closely with other PMU Staff to ensure smooth administrative, programmatic and secretarial functions of the project. Specifically, the APA will:

  • Maintain/handle and keep records of all administrative functions carried out by the Project.
  • Provide programmatic & logistical support for conducting training, workshops, meetings and project audit.
  • Manage travelarrangements for Staffs and project consultants as required.
  • Operate and manage Office front desk/reception including correspondence.
  • Maintain records/stock of good and stationnairesprocured including Good Receipt Note(GRN)
  • Supervise the use and movement of official equipments
  • Provide support to AFA in maintaining the projects assets, vehicle log books and inventory lists.
  • Manage vehicle pool and office equipment.
  • Manage appointments with visitors and clients for NPM
  • Administrative arrangements and distributions of all publications.
  • Facilitate goods demanded by staff members on taking approvals from concerned authority and place purchase order.
  • Ensure minimum stock of stationery and other office operational items.
  • Carry out additional works as required by AFO, NPM & NPD to meet the project objectives.

Required Skills and Experience

 Education:

  • Intermediate level in business administration, social science, or relevant fields. Bachelor's degree is preferred.

Expereince:

  • At least 5 years of work experience in administrative and programme related tasks.
  • The candidate must be computer literate and be able to prepare reports both in English and Nepali.
  • The candidate must be willing to travel to project sites, take up additional responsibilities as per need and be able to meet the deadlines.
  • Prior working experience with NEX Project would be an advantage
