Background

Under the guidance and direct supervision of the UN Resident Coordinator, the UN Coordination Analyst strengthens capacity of the UN Country Team, and provides inputs to preparation of country programming products including the Common Country Assessment (CCA) and United Nations Development Assistance Frameworks (UNDAFs), supports the national strategies setting, provides assistance to development and implementation of the collaborative and joint programmes and monitors progress towards the Sustainable Development Goals (SDGs) and Global Conferences, provides support to agencies without field representation to access national systems and for national counterparts to access the expertise of agencies without field representation.

The UN Coordination Analyst leads the UN Coordination Unit. The UN Coordination Analyst works in close collaboration with UNCT members, programme and operations teams of the Agencies, UNDG staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful implementation of UNCT activities.

Duties and Responsibilities

Summary of Key Functions:

  • Implementation of country programme process and products;
  • Management of the CO programme;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy;
  • Provision of top quality policy advice services to the Government and  facilitation of knowledge building and management.

Ensure effective support to UNCT in preparation and implementation of country programming processes and products, including UNDAF and joint UN programmes focusing on achievement of the following results:

  • Establishment of effective mechanisms for monitoring UNDAF implementation based on the UNDAF Results Matrix and the UNDAF Monitoring and Evaluation Plan;
  • Provide advice to and participate in the work of UN teams, task forces, and thematic groups organized around the UNDAF outcomes;
  • Support the theme groups in developing joint programmes and facilitate information sharing;
  • Identification of strengths and weaknesses in UN Agencies programmes in the context of UNDAF, UN System reform and SDGs;
  • Provision of advice on adjusting strategies and implementation modalities, cost-effective and efficient implementation of joint UN programmes, common services and other UN functions.

Act as team leader for the UN Coordination Unit focusing on the achievement of the following results:

  • Coordination of the RC/RCO Work Plan, reports and proposals for funding preparation;
  • Coordination of substantive preparations and support provided for UNCT retreat to review the annual work plan and other UNCT meetings;
  • Monitoring of the Support to the Resident Coordinator (SRC) fund and other funds dedicated to UNCT activities. Approval of expenditures reports;
  • Provide day-to-day supervision of staff members and support the RC in annual results and competency assessments of staff in the unit. Approval of requests for leave and travel;
  • Provide substantive preparations for UNCT meetings and retreats, including follow-up on key actions and preparation of minutes;
  • Make sure the unit prepare direct assistant to the RC as required in terms of drafting correspondence, briefings and reports on issues relevant to the RC system;
  • Ensure RCO reporting requirements are timely met.

Ensures effective advocacy of UN activities in close consultation with the information/ communication focal points of the UN system, through the UNCG, focusing on the achievement of the following results:

  • Maintenance of the systematic information on RC system activities;
  • Arrangement of regular forums and events on issues related to UN activities with media, NGOs, communities, etc.;
  • Ensure effective coordination of UN events such as the UN-day;
  • Support for implementation of media and communication strategy/initiatives of the UNCT in close collaboration with the UNCG;
  • Collecting inputs for speaker notes, talking points, speeches for major advocacy events of the RC system in close consultation with the UNCT and partners;
  • Monitoring of the UN internet based tools maintenance.

Ensures creation of strategic partnerships and development/implementation of a resource mobilization strategy focusing on achievement of the following results:

  • Supports UNCT implementation of international and country commitments to aid effectiveness such as the Paris Declaration and the New Deal for Engagement with Fragile States;
  • Development of partnerships all development partners including Government institutions, bi-lateral and multi-lateral donors, private sector, civil society;
  • Analysis and research of information on donors, preparation of reports on donor strategies;
  • Support resource mobilization strategies and initiatives for the RCO.

Provides secretariat support to the Humanitarian Country Team focusing on achievement of the following results:

  • Supports the RC/HC to lead;
  • Convene and coordinate regular and ad hoc HCT meetings;
  • Ensure effective system if information sharing among humanitarian partners;
  • Support the coor9ndtaion among the different cluster;
  • Ensure communication and engagement with the OCHA regional Office in Asia Pacific.

Required Skills and Experience

 Education:

  • Master’s Degree or equivalent in Business Administration, Social Sciences, International Relations, Political Sciences or related field.

Experience:

  • 2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language:

  • Fluency in English and Tetum is required.
