Background

The Bureau of External Relations and Advocacy (BERA) is responsible for UNDP’s external relations and advocacy functions. The Bureau leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP. These relationships encompass a wide range and number of key constituencies and development partners, that includes programme countries, existing and prospective donor countries/emerging economic powers, multilateral institutions such as the IFIs, the European Commission, civil society, the private sector, foundations, academia and think tanks, the wider UN system, various UN inter-governmental bodies, as well as global, regional and national media.

The Bureau of External Relations and Advocacy comprises the Directorate, including a Strategy and Innovation Unit, and the following groups: Communications; Resource Partnerships and UN System Affairs. In addition, BERA has Representation Offices in five major donor cities: Brussels, Copenhagen, Geneva, Tokyo and Washington.

Within BERA, the Communications Group leads and manages external communications through strategy, media, digital communications, marketing, branding and global storytelling. The Fundraising & Engagement team in the Communications Group leads on developing and implementing new programs to engage individuals in supporting and communicating about UNDP’s work in order to help raise UNDP’s global profile, build new audiences and raise funds for and awareness of the Organization’s corporate goals and priorities.

The fundraising Consultant will lead on the acquisition of the technology needed for UNDP’s individual fundraising platform, Digital Good Digital Good is UNDP’s pilot for fundraising globally from individuals through multiple receiving channels whether through traditional means or through online and digital communications. Through this programme, UNDP will engage with individuals, especially youth, to bring them into a deeper and more interactive relationship with UNDP’s mission. This will build a passionate global community of young supporters who feel ownership of UNDP’s mission and are invested in UNDP’s success while providing a new, unearmarked or lightly earmarked revenue stream for UNDP’s vital work to support the Sustainable Development Goals.

Additionally the Fundraising Consultant will help various aspect of the technology and platform, help with the procurement process needed for Digital Good work with third party vendors, help with knowledge management of the project and help implement an individual engagement plan that will allow UNDP to form a stronger relationship with potential donors and build a strong constituency of supporters worldwide.

The Fundraising Consultant will Report to the Manger, Engagement. The Fundraising & Engagement team is one of four teams in the Communications Group, along with Media, Online, and Marketing. 

Duties and Responsibilities

Under the Supervision of the Manger, Engagement and working closely with  the Digital Fundraising Specialist The consultant will specifically be called upon to support project management of Digital Good UNDP’s communications efforts in the following areas:

  • Serve as the Technology Lead of the Digital Good project;
  • Help Identify the technology and vendors needed to ensure the programme’s fundraising initiatives and goals are met;
  • Ensure that the technology stack is sustainable and can be rolled out in multiple markets with staff, budget, and functionality all considered;
  • Help Negotiate contracts and terms and conditions with vendors;
  • Contribute to the conceptualization and execution of individual fundraising projects;
  • Support building a long term online fundraising strategy and measurement plan;
  • Help organize and facilitate the creation of a marketing strategy and key messaging;
  • Develop and maintain the Programme’s databases and document libraries.

Identify partnership opportunities with the private sector and other UN agencies to promote Digital Good:

  • Support creation  of visual marketing and presentation tools (e.g. slide decks, infographics);
  • Perform other duties as related or assigned.

Expected deliverables:

  • Acquire best in class technology and insure sustainability of the technology chosen by March 16;
  • Analysis of organizational challenges and obstacles to implementation of Digital Good Action plan and roadmap for different phases of Digital Good rollout by April 2016;
  • Pilot Phase of Digital Good successfully implemented by June 2016;
  • Rollout of Digital to pilot UNDP Country Offices by August 2016.

Required Skills and Experience

Education: 

  • Master’s degree in Project Management, Marketing,  Communication, Journalism, Public Relations, Digital Communications, International Relations or related field.

Experience: 

  • Minimum five years of relevant experience at the national or international level in project management, digital media, journalism, communications or related field;
  • Demonstrated experience in speedy quality writing, analysis and problem solving;
  • Experience in using knowledge management tools and systems;
  • 5+ years’ experience with Technical product management, preferably for online fundraising products;
  • Experience negotiating contracts with technology vendors;
  • Experience managing web development cycles with multiple developers;
  • Experience using HTML, CSS, JavaScript, GitHub, SQL, & multiple CMS’s (Drupal, Wordpress, etc);
  • Experience with UNDP and UN system is highly desirable;

Language:

  • Fluency in spoken and written English;
  • Working knowledge of Spanish and/or French desirable.

Candidates short-listed for this position will be requested to submit a “Letter of Confirmation of Interest and Availability” form which includes the financial proposal which includes “all-inclusive” daily fee.

“All-inclusive” implies that all costs (excluding mission travel) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal.

Evaluation

The Evaluation panel will conduct a cumulative analysis in selecting the best candidate(s) weighted on the basis of 70% for technical expertise and 30% for the financial proposal.

Individual consultants will be evaluated using the Cumulative Analysis methodology.

When using this weighted scoring method, the award of the contract should be made to the individual consultant(s) whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.

Shortlisted candidates will be rated according to the following criteria: 

  • Previous digital fundraising experience based on cv/resume and examples of successful projects 35%;
  • Demonstrated experience and understanding of effective online fundraising technology 35%;
  • Demonstrated professional experience in web development 15%;
  • Demonstrated professional experience in the UN system or similar global organizations 15%.
