Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of National priorities and efforts, building effective partnerships with government, civil society and other relevant actors.

In Nepal, UN Women is currently implementing its 2014-17 Strategic Note and Annual Workplan (country programme) which incorporates several thematic areas, including economic empowerment, governance and leadership, ending violence against women and girls, and peace and security. Across all of its work, UN Women applies its normative and coordination mandates, and works through strategic partnerships and on generating knowledge and evidence. UN Women is also engaged in the humanitarian response following the tragic earthquakes of 2015.

The Women, Peace and Security (WPS) Unit of UN Women Nepal is responsible for providing technical support to government, development partners and civil society organizations in the areas of women, peace and security including implementation of Nation Action Plan (NAP) on United Nations Security Council Resolutions (UNSCRs) 1325 and 1820 in line with the Nepal Country Office Strategic Note and Annual Work Plan (AWP) 2014-17. In order to reinforce the ongoing efforts especially with respect to the implementation of the NAP on UNSCRs 1325 and 1820, Women, Peace and Security unit, UN Women Nepal has been implementing “Strengthening Implementation of the Women, Peace and Security Agenda in Nepal: Towards Implementation of National Action Plan on UNSCRs 1325 and 1820 (SIWPSAIN)” project funded by the   Government of Finland. The project is executed by UN Women and being implemented through a number of partners such as Ministry of Women, Children and Social Welfare (MoWCSW), Training Centre Nepal (TCN), Saathi, Krishna Consultancy (KC), Search for Common Ground (SFCG), Local Development Training Academy (LDTA), three local partners (Backward Society Education (BASE), Community Development Society, Dalit Help Society, each one from Kailali, Doti and Bajhang districts. In addition to this, the WPS Unit is also responsible for activities under gender responsive humanitarian response. The Unit operates within the frameworks of UNSCRs 1325 and 1820, Convention of Elimination of Discrimination Against Women (CEDAW), Beijing Platform for Action (BPfA), Sustainable Development Goal (SDG), SG’s Seven Point Action Plan on Gender Responsive Peace Building, UN Peace and Development Strategy for Nepal, and the Nepal United Nations Development Assistance Framework 2013-2017 (UNDAF).

The WPS Unit is planning to organize various events with district level conflict affected women especially to strengthen their network and networking with various agencies. Unit is also planning to organize a sharing meeting to share the findings of its currently phased out project. The main aim of this is to highlight on the findings and recommendations, and discuss how the upcoming peacebuilding projects could learn from the past projects specially relating to the peacebuilding priorities, economic recovery initiatives for conflict affected women and girls. Similarly, UN Women Nepal is aiming to hold a consultative workshop to share the findings of the Global Study on good practices, implementation gaps and challenges, and priorities actions of the implementation of the UNSCR 1325 on women, peace and security with specific highlights on Nepal case by organizing a Global Open Day.

With the purpose of providing technical and logistic support and also to support the coordination effort of the WPS unit on the above women, peace and security initiatives specially in organizing different events, reporting of the upcoming events, UN Women is recruiting a local consultant to be based in the Kathmandu. She/he works in close collaboration with the programme and operations team of Women, Peace and Security Unit of UN Women Nepal and its UN, CSO, Development partners.

Duties and Responsibilities

Under overall supervision of Unit Manager of WPS Programme, the consultant will be responsible for providing logistic and coordination support to the WPS Unit in the upcoming events. He/she will work in close collaboration with the operations and programme/projects’ staff to exchange information and ensure consistent service delivery and work in a proactive manner to enhance women’s empowerment and gender equality. The consultant will perform the following tasks.

Support to SIWPSAN Project:

  • Support the unit in documentation, reporting, exit strategy processes and WPS event related in connection with sharing of evaluation findings;
  • Provide logistic and coordination support to the unit to organize various events planned under SIWPSAN Project specially in the far west region and at the national level.

Key Deliverables

The consultant will be responsible for the following deliverables:

  • Monthly work plans;
  • Event/workshop completion reports;
  • Press release of the event;
  • In-house meeting minutes;
  • Reports of district level and national level events;
  • Mission reports.

Duration and Duty Station

The duration of this assignment will be of four months. The main duty station for the assignment is UN Women County Office Nepal. The consultant may need to travel the project districts as and when required.

Schedule of Payments

Payment will be made on monthly basis upon satisfactory performance of the consultant. The monthly payment will be based on UN National Consultant Fee structure.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s) in social sciences, communication, political, media or international affairs (i.e. international development studies, gender/women's studies, and human rights). 

Experience:

  • At least 3 years working experience in the field of event management, logistic management, communication and information management;
  • Expertise and experience in women, peace and security, gender responsive peace buidling in the post conflict setting;
  • Sound knowledge of international standards on gender equality and women’s empowerment and related instruments;
  • A proven ability to liaise with a myriad of stakeholders and partners, including government, civil society, international organizations and grassroots organizations;
  • Prior experience of working with UN agencies will be an asset.

Language:

  • Excellent command of written and oral English and Nepali.

Evaluation of applicants:

The technical component is evaluated on the basis of its responsiveness to the Terms of Reference (ToR). Technically qualified consultants may be contacted for an interview.

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/ complaint/ acceptable, and
  • Having received the highest score in technical evaluation.

Technical evaluation criteria (including minimum qualifications):

  • Qualification (Max 10 points);
  • Expertise and experience in event management, communication and information management (Max 25 points);
  • Familiarity with women, peace and security agenda, gender responsive peacebuilding  issues (Max 25 points);
  • Knowledge of international standards on gender equality and women’s empowerment and related instruments(Max 25 points),
  • Work experience in similar assignments with development agencies (Max 15 points)

Maximum total technical score amounts to 100 points. Only candidates who have passed over the mandatory criteria and have accumulated at least 70 points under the technical evaluation will qualify to the next round of the evaluation.
