UNDP Afghanistan Mission statement

UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.                                                   

Organizational Context          

The Law and Order Trust Fund for Afghanistan (LOTFA) is a Programme implemented by the Government of Afghanistan through the Ministry of Interior Affairs (MOIA) with the support of the United Nations Development Programme (UNDP) in Afghanistan, and with funding from 17 bi-and multilateral donors. The Programme was established in 2002 to provide a funding channel for the international community to support the establishment of the ANP (Afghan National Police), particularly through the transfer of funding for ANP and prison guard salaries.

In 2011 the project expanded to include the provision of policy advice and capacity development support in the areas of institutional development of the MOIA; prison and police professionalization, and improvement of police service delivery. A new phase of the Programme containing two separate projects under a joint governance arrangement will be launched to be implemented in three phases between 1 July 2015 to 31 December 2016.

Project 1 will continue to support capacity development of the MOIA in order to ensure that the MOIA independently manages the function - human resources, finance and ICT - related to payroll operations to enable the transition of payroll management functions to the MOIA by 31 December 2016.

Project 2 will focus on police professionalization and on institutional development of the MOIA through two components. Component 1 will support ANP professionalization efforts by technical assistance in instituting appropriate legal frameworks, building the capacity for training and education and directly supporting the efforts to improve trust and confidence by introducing best practices and international standards in community oriented policing, human rights standards and gender equality in its service delivery. Component 2 improves the MOIA´s capacity for reform and assist in building accountable and efficient management and oversight capacities.

LOTFA, which is the largest project supported by UNDP globally, is located the Ministry of Interior Affairs in Kabul, Afghanistan.

The position

Under the overall and direct supervision of the Chief Technical Advisor of Police Professionalization Component, the Technical Specialist (Police Training & Education, LOTFA) is responsible for carrying out the functions and tasks as per this Terms of Reference (ToR). He/she will be working closely with the Institution Development component to ensure the cross-cutting issues of human resource planning and policies.

The incumbent will work in close collaboration and daily contact with the project partners in implementation of all tasks and activities of the ToR. All tasks will have to be conducted promptly and according to the project implementation plans. A key objective of this position is to systematically and effectively transfer technical knowledge to, and to build capacity of, the partner organizations and the individual counterparts in these organizations. The results of the knowledge transfer and capacity-building activities constitute the main criteria of performance assessment for this position.

The capacity-building activities depend on the area of work and may entail – but are not restricted – to the following:

  • Undertake research to identify best practices;
  • Help to locate and access knowledge and expertise;
  • Provide prompt and high-standard technical inputs to partner institutions;
  • Proactively initiate and stimulate dialogue around technical issues with staff in partner organizations.

Duties and Responsibilities

The Technical Specialist (Police Training & Education, LOTFA) in collaboration with the Head of the Ministry of Interior Affairs (MOIA) Training General Command (TGC), other administrative and operational units in the Ministry of Interior, LOTFA/MPD Project components, UNDP and other agencies and partners will perform the following key functions:

  • Lead and manage a Project Team of international and national staff within the Police Training and Education (PTE) Output of LOTFA’s Police Professionalization Component;
  • Oversee a review of MOIA training and education curriculum to meet current and projected police priority needs, including gender-responsive policing;
  • Assist in the enhancement of ANP Police career advancement/promotion policies and practices of the MoIA;
  • Empower, through the coaching and mentoring of key MOIA counterpart officers, an MOI TGC-led design, implementation and phased management/handover of key ANP education/training projects;
  • Plan and direct the four key research, analysis and project-based activities within the Police Training and Education (PTE) Output;
  • Control and maintain overall responsibility for the financial and material resources and equipment utilized under the project;
  • Oversee engagement of key public/private sector counterparts in ensuring enduring, sustainable partnerships with the MOIA;
  • Coordinate complex liaison and communication activities between the MOIA, PTE, public/private sector counterparts and vendors/suppliers;
  • Structure robust, meaningful, project-based activity reporting, monitoring and evaluation for all activities;
  • Synchronize all PTE outputs and activities within the broader aim of empowering the MOIA to provide effective police services in accordance with human rights and recognized professional policing standards;
  • Contribute to project and donor reporting requirements.

Impact of Results:

  • Through exposure to contemporary project-based management activities, and sound public/business administration principles, the MOIA TGC, at an institutional level, will have an enhanced capacity to fulfil its function as an effective Teaching/Learning division of the ANP;
  • An understanding of MOIA training and education requirements to meet current and projected police priority needs is clarified and responded to by MOIA TGC;
  • MOIA TGC has made a specific and measureable improvement in its development and career management of instructional staff;
  • MOIA TGC has implemented a program in support of staff development and career management for its officers in line with MoIA’s Human Resources policies.

Required Skills and Experience

Education:

  • Master degree in International Development, Political and Social Sciences, International Relations, and/or a related field;
  • Postgraduate qualifications in policing, intelligence, counter-terrorism, security or law is desirable;
  • Postgraduate qualifications in the field of education, preferably professional/adult education, and Tertiary Teaching is desirable.

Experience:

  • Seven years of relevant experience at the international level in supporting policy and institutional development in government institutions;
  • Proven experience in the mentoring and coaching of Police/Justice Sector personnel;
  • Hands-on experience in design, monitoring, evaluation and handover of development projects and establishing relationships among international and national civil society organizations and  government institutions;
  • UN experience in the post conflict context is desirable.

Language:

  • Fluency in English required; and
  • Fluency in Dari and/or Pashtu will be an asset.
