UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the overall guidance of the UN Women Country Representative and direct supervision of the Deputy Representative, the Programme Specialist provides technical expertise and exercises overall responsibility for planning, implementing, and managing UN Women Bangladesh Country Office (BCO) interventions on preventing violence against women and women’s economic empowerment.  She/he works in close collaboration with the programme and operations team, UN Women Regional office and HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.     

Duties and Responsibilities

Summary of Key Function:

  • Provision of top quality advisory and programme development services on ending violence against women and promoting economic empowerment;
  • Management of country programmes on EVAW and economic empowerment and day-to-day guidance to the related programme teams;
  • Inter-agency Coordination Support in portfolio;
  • Strategic partnerships and resource mobilization support related to portfolio;
  • Advocacy support and Knowledge building and management.

Provide advisory and programme development services on EVAW and women’s economic empowerment:

  • Analyze and research the political, social and economic situation in the country related to ending violence against women and promoting women’s economic empowerment;  
  • Monitor and analyze the programme environment, making timely readjustment of programme interventions as needed;
  • Identify areas for support and interventions related to ending violence against women and promoting women’s economic empowerment with particular focus on the links between these two issues as well as the links to other aspects of gender equality;
  • Design and formulate country based programme initiatives within the area of responsibility, translating UN Women’s priorities into local interventions;
  • Provide programme advisory support to the Office Management within the thematic area/portfolio assigned.

Manage country programmes on EVAW and economic empowerment and provide day-to-day guidance to the related programme teams:

  • Exercise overall responsibility for planning, implementation, management, and coordination aspects of the programmes /projects under her/his responsibility, under the guidance of the Country Representative;
  • Ensure effective application of RBM tools and monitoring achievement of results;
  • Manage the portfolio of on-going programmes/projects through technical monitoring, administrative and financial supervision and capacity development of team members.  Ensure an effective monitoring system to track progress on program results and indicators and to facilitate learning from progress and challenges;
  • Lead programmes/projects appraisal and evaluation in area of responsibility according to results-based management requirements;
  • Coordinate, support and supervise the activities of BCO programme colleagues, project teams, experts and consultants working on EVAW and economic empowerment;
  • Responsible for the timely preparation and quality control of all substantive technical reports, briefs and required documents;
  • Ensure timely production and submission of all partial and/or progress reports by all members of the project team, contractors and project partners;
  • Conduct field visits to supervise, support, coordinate and monitor field level activities of portfolio.

  Inter-Agency Coordination Support in area of responsibility:

  •  Provide substantive support to the Country Representative on inter-agency coordination activities in areas of responsibility;
  •  Participate in and support Inter-Agency processes, e.g. Common Country Analysis (CCA)/UNDAF processes, and similar exercises related to the RC system ensuring that gender concerns in areas of responsibility are clearly reflected and mainstreamed in process;
  • Prepare substantive inputs to inter-agency programme development and advocacy strategies based on analysis of the gender equality dimension of  the context and evidence on the issues;
  • Prepare analytical and regular progress reports on UN Womens’ program experiences in support of UN women inter-agency coordination role.   

Strategic partnerships building and resource mobilization Support:

  • Implement the Office partnerships and resources mobilization strategies to achieve programme outcomes within the areas assigned;
  • Create and coordinate partnerships with the relevant civil society organizations, UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector,  etc. Determine programmatic areas of cooperation, based on strategic goals  of UN Women, gender equality priorities in the country and ability to engage development partners;
  • Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities.
  • Analyze and research information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing;
  • Follow up on resource on mobilization activities for fund raising for new projects in coordination with the UN Women Representative.

Advocacy support and facilitation of knowledge building and management:

  • Provide coordination and substantive support in the establishment of advocacy networks at national level and linkages to international networks relevant to preventing violence against women and women’s economic empowerment;
  • Support and implement relevant, high-impact advocacy activities and campaigns with key partners;
  • In collaboration with colleagues and partners, identify and synthesize best practices and lessons learnt directly linked to programme country goals in the sectorial/thematic areas assigned;
  • Proactively contribute to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Master’s degree in International Development, Gender studies, Human Rights, Applied Anthropology, or in other related Social Sciences.

Experience: 

  • Minimum 5 years progressively responsible programme managaement experience at the national or international level, preferably in the field of gender equality and women’s rights, with responsibility for the design, planning, implementation, monitoring and evaluation of development projects; and
  • Establishing effective relationships among international organizations and national governments;
  • Specialized knowledge and proven experience in preventing violence against women is essential.  Knowledge/experience in promoting women’s economic empowerment is a distinct advantage;
  • Prior experience in the UN System will be an asset;
  • Specialized knowledge and proven experience in one of preventing violence against women or promoting women’s economic empowerment is essential.  Knowledge/experience in both is a distinct advantage.

Language:

  • Excellent written and spoken  English and Bangla is required.
