Background

The Government of India has accorded high priority and adopted multifaceted development strategies to promote socio-economic growth of Scheduled Tribes (STs) constituting 8.6% of the India’s total population as their human development indicators with regards to health, education, gender and other indices are well below the national average.

The Ministry of Tribal Affairs being the nodal Ministry for overall policy, planning and coordination of programmes of development for the STs, has been pursuing the agenda of inclusive growth with the Central and State governments so that the critical gaps in the development of STs are addressed effectively.  Various schemes and programmes are being implemented such as Special Central Assistance to Tribal Sub Plan (SCA to TSP); Grant under Article 275(1) of the Constitution of India; Post-Matric Scholarship for ST Students; Development of Particularly Vulnerable Tribal Groups, Vanbandhu Kalyan Yojana etc. for development of the Scheduled Tribes in addition to the rights based legislation – Forest Rights Act 2006.

The partnership between the Ministry of Tribal Affairs (MoTA) and United Nations Development Programme (UNDP) focuses on strengthening institutional mechanisms to address the gaps in the development of tribal communities through effective implementation of Forest Rights Act (FRA), Tribal Sub-Plan (TSP), Vanbandhu Kalyan Yojana and facilitating Inter-ministerial coordination for effective integration of tribal agenda and convergence with different departments.

Within the scope of above, the Project Assistant will provide administrative and secretarial assistance to the project implementation The Project Assistant will report to the Joint Secretary, Ministry of Tribal Affairs & National Project Director (MoTA-UNDP Project) or his/her designate and will work in close collaboration with the National Project Manager and Project team members for resolving operational related issues and information exchange.

Duties and Responsibilities

The Project Assistant will be responsible for the following tasks:

  • Provide operational and coordination support for implementation of project activities;
  • Provide secretarial assistance in preparation of documents, guidelines and follow up;
  • Assist in collation and compilation of data and information from the concerned central and state governments/departments;
  • Draft routine correspondence, making and responding to routine verbal/written enquiries;
  • Support organization of workshops, seminars and Project Steering Committee meetings including logistic assistance such as travel arrangement and hotel bookings etc.;
  • Organize and systematize documentation and reference materials, including classifying and sorting important papers, locating new reference materials as required, preparing abstracts of reports and maintaining proper record of important files including project specific documentation and minutes of the project meetings;
  • Liaise with the UNDP and the Project Team on issuance and renewal of contract and related formalities including maintenance of leave records;
  • Prepare and maintain inventory of asset procured under the project;
  • Prepare database of the contracts issued for procuring goods and services, provide timely alert submission of deliverables and contract expiration & renewals;
  • Maintain record of expenditure incurred under the project;
  • Follow-ups with vendors for timely submission of deliverables and invoices for settlement of payments;
  • Perform any other tasks assigned from time to time by the Supervisor.

Required Skills and Experience

Education:

  • Bachelor’s Degree in Science, Commence, Art, Management and in any related field.

Experience:

  • Minimum 3 to 5 years of relevant experience in administration or programme support service in development sector;
  • Experience of working in the Government institutions or other international development organization will be an asset;
  • Experience in supporting information technology driven projects;
  • Should have computer knowledge in MS Office and other applications. 

Language:

  • Excellent knowledge of written and spoken English and Hindi is essential.

Remuneration package is Rs. 63,318/- per month (taxable). UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder and encourages work life balance.
