Background

The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan.  BPPS provides technical advice to country offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas.  BPPS works closely with UNDP’s Crisis Response Unit (CRU) to support emergency and crisis response.  BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results based management and performance monitoring with more effective and new ways of working.  BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

UNDP’s Istanbul International Center for Private Sector in Development (IICPSD), within BPPS, is leading UNDP’s strategic offer to partner and work with the private sector. This offer follows an inclusive business approach and is based on UNDP past and present experience of working with the private sector at Country Offices, as well as, via existing global programs (e.g. GEF). The Private Sector in development and Resilience Consultant, based in Istanbul, Turkey and reporting to the IICPSD Director and in consultation with the Global Program Advisor Private Sector, will support the unit in implementing the new Private Sector and Foundations strategy, especially setting up private sector initiatives in selected countries and managing UNDP’s global community of practice on private sector. This will be done in collaboration with UNDP’s Regional Hubs, Country Offices, Global Policy Centers and HQ Bureaux.

Duties and Responsibilities

Managing the global community of practice for private sector programming and sustainable and inclusive business (time allocated for this estimated 20% of total consultancy time):

  • Design and work plan for the global community of practice (COP) for private sector programming and sustainable and inclusive business;
  • Manage webinars and COP activities and provide timely support to members;
  • Contribute to knowledge creation and dissemination together with policy teams, RSCs and COs through analytical work, developing tools, capturing lessons learned, and developing strategies;
  • Promote internal understanding and visibility of UNDP’s Private Sector work in suitable fora and opportunities for UNDP to showcase its private sector and development work.

Setting up private sector initiatives globally and in selected countries (time allocated for this estimated 50% of total consultancy time):

  • Support the different UNDP offices on building private sector resilience against crises and engaging the private sector in recovery efforts (e.g. Syria crisis response);
  • Work with the Global Program Advisor Private Sector to establish a new global program to engage private sector in preparedness, response and recovery to crisis;
  • Manage the G20 Inclusive Business Platform website;
  • Provide targeted support to the Country Offices, regional and headquarters units, based on demand;
  • Provide materials and briefings for Country Offices;
  • Facilitate private sector-related projects within UNDP (e.g. participate in working groups that aim at improving the rules and regulations).

Support to the IICPSD (time allocated for this estimated 30% of total consultancy time):

  • Support the unit in writing briefings, reports, strategic planning and periodic reporting;
  • When applicable, contribute to the programming and design of global private sector activities;
  • In collaboration with the BPPS teams in the Regional Hubs, support the integration of technical advice into programmes and projects that responds to country office needs;
  • Support the unit in preparations for the World Humanitarian Summit and other major events.

Expected Outputs and Deliverables

Global community of practice for private sector programming:

  • Prepare a work plan for the COP by June 2016 and continue to increase the number of participants;
  • Organize three webinars in June 2016, October 2016 and February 2017 for the COP on relevant subjects based on demand and facilitate the online space;
  • Source and develop knowledge materials for the COP (fact sheets, brochures, intranet etc.).

Private sector initiatives globally and in selected countries:

  • Support five to ten UNDP teams or COs based on demand (especially Ebola crisis countries and Syria crisis countries);
  • Contribute to the establishment of a new global program on private sector and crisis, by December 2016;
  • G20 Inclusive Business Platform website maintained and update throughout the year;
  • Ensure a wide circulation and follow up of the new Private Sector and Foundations strategy, the circulation;
  • Contribute to at least two knowledge products or strategies one by June 2016 and another by January 2017;
  • Contribute to at least one to two materials and briefings for Country Offices.

Support to the IICPSD:

  • Progress reports about the consultancy on a monthly basis;
  • Provide technical inputs to approximately three briefings or management reports each quarter;
  • Contribute to the preparations of the World Humanitarian Summit by May 2016 and one to two other major events by March 2017;
  • Any other tasks defined by the IICPSD Director.

The Consultant shall report to the Director of UNDP’s Istanbul International Center for Private Sector in Development and the Global Program Advisor Private Sector in Istanbul. The Consultant will work closely with the colleagues in IICPSD, BPPS and UNDP in large, and liaise with UNDP Regional hubs and Country Offices, as appropriate.  The consultant is expected to have her/his own working computer/laptop. UNDP will provide consultant an office space, access to internet connection, telephone, etc. at no cost to consultant.

Payment Milestones and Timelines:

  • Payments will be made upon submission of a detailed time sheet and certification of payment form, and approval and confirmation by the Director of the Global Policy Center in Istanbul.

Duration:

  • The expected duration of work is 12 months, full time consultancy (5 working days a week). The consultant is expected to start 1 March 2016 and finish 28 February in 2017. The duty station is Istanbul, Turkey.

Missions and Duty Travels:

  • The assignment does not require the consultant to undertake duty trips.

Required Skills and Experience

Education:

  • Master's degree in Business Administration, International Relations, Economic Development or related field.

Experience:

  • Minimum of 5 years of experience in work related to private sector partnerships, inclusive business and engagement for development;
  • At least 3 years of experience in UN/UNDP;
  • Experience in working in a developing country setting.

Language:

  • Fluency in written and spoken English.

Evaluation Criteria:

  • Experience in setting up communities of practice and knowledge management with the field offices at UN/UNDP in the area of private sector development;
  • Experience in working in emergency/early recovery situation;
  • Experience in working with international organizations, development governments, donors, G20 in the area of private sector in development;
  • Experience in developing project documents, writing briefings, reports, periodic reporting;
  • Experience in working with inclusive business concepts.
  • Proficiency in at least one additional UN language is an added advantage.

Step 2: Submission of Financial Proposals

Applicants are required to submit their financial proposals in US Dollars for this consultancy to bpps.procurement@undp.org, using the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780. The proposals should be sent via email with the following subject heading: “Financial Proposal:  Consultant, Private Sector in Development and Resilience, BPPS/GPC in Turkey” by the application deadline. Proposals received after the deadline may be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive professional daily fee, and include a detailed breakdown of the cost. The term ‘all-inclusive’ implies that all costs (professional fees, assignment- and mission- related travel expenses as provided above, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal. The cost of the assignment shall be linked to the deliverables specified above and reflected in the Section B. of the Financial Proposal template.

Criteria for selection

Only those candidates who meet the minimum level of education and relevant years of experience requirements will be considered for the technical evaluation. The technical evaluation will include a desk review, and may also include interviews with short-listed (technically qualified) candidates.

Combined scoring method – where the qualifications and methodology will be weighted a max of 70%, and combined with the price offer which will be weighted a max of 30%.

Method: cumulative analysis method will be used to evaluate proposals.

When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive / compliant / acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria weight: 70 (70% of total obtainable scores).

Financial criteria weight: 30 (30% of total obtainable scores)

Only candidates obtaining a minimum of 49 (70%) points on technical part will be considered for the financial evaluation.

Criteria and scores for technical evaluation (total 70 points):

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.  The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable, and
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria - max. 100 points:

  • Experience in setting up communities of practice and knowledge management with the field offices at UN/UNDP in the area of private sector development-15 points;
  • Experience in working in emergency/early recovery situation-20 points;
  • Experience in working with international organizations, development governments, donors, G20 in the area of private sector in development-15 points;
  • Experience in developing project documents, writing briefings, reports, periodic reporting-10 points;
  • Experience in working with inclusive business concepts-20 points;
  • Interview-20 points.

Financial Proposal (30%)

The following formula will be used to evaluate financial proposal: p = y (µ/z) where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal (30 points);
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The award of contract will be made to the individual consultant who receives the highest combined score out of the weighted technical and financial criteria as specified above.

Important Note:

UNDP practices fair and transparent selection process that would take into account both the technical qualification of Individual Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores. UNDP retains the right to contact references directly.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org.
