Indonesia is the third largest emitter of CO2 and the world’s largest emitter from agriculture, forestry and other land use. Over the past five years, Indonesia’s annual deforestation rate has averaged around 1 million hectares which contributes more than 80 percent of Indonesia’s estimated annual emissions.
 
In this contexts, on May 26, 2010 the Governments of Indonesia and the Kingdom of Norway signed a Letter of Intent to establish a Partnership for REDD+ (Reducing Emissions from Deforestation and Forest Degradation) to tackle greenhouse gas emissions from deforestation and forest and peat land degradation. REDD+ is a global mechanism which provides an opportunity for developing countries like Indonesia to move towards a sustainable green economy. For Indonesia it also offers a way to achieve the Indonesian government’s voluntary commitment to the world to reduce emissions as much as 26 percent or up to 41 percent with international support by 2020.
 
The current transition arrangement of the Partnership, will build on the achievements of the results of the first phase, while preparing the start of Phase 2 (2016-2018) of the Partnership in 2016. With the disbandment of the REDD+ Agency earlier in 2015, the Ministry of Environment and Forestry must now continue to honor previous commitments entered into during REDD+ Interim Phase, while putting in place the remaining elements of the REDD+ architecture required for Phase 2. The transition toward Phase 2 from October 2015 to June 2016, approved by both Indonesia and Norway serves this dual purpose. Over the course of nine months of implementation and after delivering the key programmatic and operational results, institutional arrangements and capacity will be in place for Indonesia to move into the Phase 2 of the Partnership for REDD+, with the continued support of the Norwegian Government and of UNDP.

Following the decision of the Director of the UN Development Group in consultation with the Government of Indonesia, the UN Office for REDD+ coordination in Indonesia is phased out by end March 2016. In light of this decision, the coordination role of the UN Country Team, led by the UN Resident Coordinator, advised by UNDP Country Director must be strengthened.

Under the supervision of the UNDP Head of Environment Unit, on behalf of the UN Resident Coordinator, the UN Coordination Officer (REDD+) strengthens the coordination capacity of the UN Country Team and REDD+ program, analyzes political, social and economic trends and provides inputs to the implementation of REDD+ especially related to other UN agencies but also other Development Partners and the civil society. The Officer ensure effective coordination of stakeholders - cross-agencies or other development partners - involved in the implementation of REDD+ in Indonesia.  The officer ensures effective advocacy of UN activities related to REDD+ in close consultation with UNIC and the information/ communication focal points of the UN system.  The officer seeks to expand the support-base for REDD+ in Indonesia among the Indonesian government and international community.

The Officer works in close collaboration with the Project Management Unit of the national REDD+ Programme, UNDP Country Office, UNCT members, programme and operations teams of the Agencies, and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful coordination of the REDD+ implementation in Indonesia.

Duties and Responsibilities

Functions / Key Results Expected

Summary of Key Functions:

  • Ensure effective coordination of stakeholders - cross-agencies or other development partners - involved in the implementation of REDD+ in Indonesia;
  • Ensures effective advocacy of UN activities related to REDD+ in close consultation with UNIC and the information/ communication focal points of the UN system;
  • Expands REDD+ support-base in Indonesia for the Indonesian government and international community;
  • Ensures facilitation of knowledge building and management.

Ensure effective coordination of stakeholders - cross-agencies or other development partners - involved in the implementation of REDD+ in Indonesia, focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country on REDD+ in coordination with relevant national counterparts;
  • Effective participation in the work of the UNDP managed transition arrangement especially dousing on coordinating the input of the UN System and other international actors to the national programme;
  • Effective participation in the work of planning and monitoring of the REDD+ Programme and provision of periodic reports as necessary;
  • Identification of strengths and weaknesses in UN Agencies programmes in the context of REDD+ implementation;
  • Preparation of high quality documents summarizing the cross-agencies implementation of REDD+. Provision of advice on adjusting strategies and implementation modalities.

Ensures effective advocacy of UN activities related to REDD+ in close consultation with UNIC and the information/ communication focal points of the UN system focusing on the achievement of the following results:

  • Preparation of multi-stakeholder events such as thematic Dialogues Series and joint government workshops;
  • Completion of report to communicate / update progress of the transition arrangement preparation of Phase 2 of the REDD+ Partnership, in close consultation with UNIC and including the issuance of a monthly newsletter;
  • Effective arrangement of regular forums and events on issues related to REDD+ with media, NGOs, communities, etc, as required by the REDD+ Project Management Unit and senior management of UNDP;
  • Completion of data collection related with advocacy e.g.  inputs for speakers notes, talking points, speeches of the RC system from major advocacy events related with REDD+ in close consultation with the UNCT and partners;
  • Effective monitoring and updated information of the UN website for REDD+ related content.

Expands REDD+ support-base in Indonesia for the Indonesian government and international community, focusing on the following results

  • Securing engagement of strategic partners for the programme;
  • Development of partnerships with IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society;
  •  Analysis and research of information on donors, preparation of reports on donors strategies.

   Ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification and synthesis of best practices and lessons learnt directly linked to country policy goals related to REDD+ or natural resources management in general;
  • Provision of referral services for agencies without field representation to access national institutions and processes and for national partners to access the expertise of agencies without field representation;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings to UN staff on coordination issues.

Required Skills and Experience

Education:    

  • Master’s Degree or equivalent in International Affairs, International Relations, Political Sciences, Environmental Sciences, Social Sciences, or related field. Bachelor degree with additional years of experience would be acceptable.

Experience:    

  • 2 years of relevant experience at the national or international level in coordinating complex streams of work between organizations of various   nature (UN Agencies, bilateral and multilateral agencies, civil society and private sector), providing coordination, communications, outreach or advocacy support;
  • Knowledge about the UN and RC systems would be an advantage;
  • Knowledge or expertise of REDD+ and/or implementation of REDD+ projects,  would be preferable in particular with specific knowledge on the context of the Asia Pacific region;
  • Experience in assessing concept notes and project proposals, preferably related to climate change and natural resources management;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language:

  • Native level written and spoken English is required;
  • Working proficiency in Indonesian is highly desirable.
