Background

Routine immunization (RI) against vaccine preventable diseases (e.g. measles, polio, TB, tetanus, diphtheria, and whooping cough) is one of the most cost effective interventions for reducing childhood illness and mortality. Universal Immunization Programme (UIP) is an ambitious programme of the Ministry of Health and Family Welfare (MoHFW) that aims to reduce morbidity and mortality due to vaccine preventable diseases (VPD). Joint Review Missions and Common Review Missions organized by Ministry of Health and Family Welfare on a regular basis) have noted that whilst UIP performance in India has improved overtime, there still remain a number of key constraints impacting immunization coverage in the country. Further, there are significant inequities in vaccination coverage in different states based on various factors related to individual (gender, birth order), family area (area of residence, wealth, and parental education), demography (religion, caste) and the society (access to health care, community literacy level) characteristics.

Some of the main constraints currently preventing India from achieving a quality immunization programme with universally high coverage rates relate to Cold Chain and Vaccine Logistics Management. There is limited cold chain infrastructure and capacity in many states – even for routine UIP vaccines. Systematic efforts to identify gaps and address issues in cold chain and VLM have been conducted in recent years.  Key constraints identified include:  inadequate and poor infrastructure, HR issues including technical capacities; weak monitoring and MIS issues; and Vaccine management. These constraints have led to high breakdown rate of equipment, overstocking and stock outs, inadequate monitoring and supervision, poor management thus hampering improved vaccine coverage.

The GAVI Alliance-funded Health System Strengthening (HSS) programme is one of the efforts of the Ministry of Health and Family Welfare (MoHFW) to improve the quality and level of immunization coverage in India.

UNDP under the GAVI HSS grant 2014-2016 will address some of the above mentioned issues by the development of an integrated and innovative solution that aims to provide real time information of vaccines stocks at the various level of the Routine Immunization Programme as well as have real time information on the temperature at the various levels of storage in three states of the country namely Madhya Pradesh, Rajasthan and Uttar Pradesh. Moreover, UNDP will strengthen the evidence base for improved policy-making on programmatic areas through a well developed and implemented national M&E plan and research framework.

For the specific purpose above UNDP intends to hire Individual Consultant to work under the direct supervision of Sr. National Project Manager, GAVI HSS, UNDP.

Duties and Responsibilities

Consultant will perform the following logistic and coordination support functions under the overall supervision of the National Project Manager, GAVI project:

  • Maintain record of the equipment procured under the project along with associated documentation (purchase order, invoice/bills etc.);
  • Prepare equipment delivery plan and coordinate the dispatch of equipment, print material (training modules, stock / issue registers etc.) and other items to the project states in consultation with UNDP, GAVI State Teams and Vendors;
  • Maintain inventorisation of the equipment and other items dispatched to the project states along with ensuring their receipts and other documentation required for release of the payments;
  • Prepare appropriate documentation required for initiating the Transfer of Title of the equipment in favor of states;
  • Coordinate with the UNDP Procurement for establishing contracts for the rental vehicles in the project districts under the GAVI project;
  • Logistical support for organizing meetings/events/training programmes under the project;
  • Any other activity as and when requested by Sr. National Project Manager, GAVI.

Expected Deliverables:

  • Inventory of project equipment;
  • Record of the equipment dispatched to different states;
  • Timely delivery of the equipment;
  • Documentation for the Transfer of Title prepared and initiated;
  • Contracts with the vehicle rental agencies in the project districts in place.

Required Skills and Experience

Education:

  • Graduate Degree or equivalent in Arts / Management / Administration / Financial Management / Public Administration;
  • Postgraduate degree would be desirable.

Experience:

  • At least 10 years of experience in any UN agencies, diplomatic missions or International NGOs;
  • Experience of working in a project management environment;
  • Experience in the usage of computers and office software packages (MS Word, Excel etc.).

Language:

  • Fluent in English.

  • Updated CV with contact details of 3 references;
  • Financial Proposal indicating all-inclusive per day consultancy rate. Prior approved travel expenses, if any, will be reimbursed as per actuals in line with UNDP rules.

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as response and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%.

Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the financial evaluation.

Criteria for Technical Evaluation:

  • Qualification – 10 marks;
  • Relevant Work Experience in logistics and support functions – 50 marks;
  • Experience of working with UN agencies, diplomatic missions or International NGOs – 10 marks.

Payment Schedule:

Payment will be made on monthly basis for the number of day worked on submission of progress report.
