Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 Under direct supervisor of designated supervisor if applicable, the Programme Associate ensures effective delivery of the RO programme by entering and managing data and supporting programme implementation consistent with UN Women rules and regulations.

  The programme associate will work to support the successful implementation of the regional Swedish international development cooperation funded programme “women for women and men for women: towards positive change.” The programme associate will be working in close collaborating with the programme manager, and liaising with the project coordinators in Lebanon, Palestine, Egypt and Morocco.

The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the RO and UN Women HQs as required for resolving complex finance-admin related issues and exchange of information.

Duties and Responsibilities

Summary of Key Functions:

  • Support to formulation of programme strategies and implementation of the Project Work Plan;
  • Support to management of the RO programme;
  • Administrative support to the Programme Unit;
  • Facilitation of knowledge building and knowledge sharing.

Supports formulation of programme strategies and implementation of the Project Work Plan focusing on achievement of the following results:

  • Assists in the identification of implementing partners, and conducts IP Capacity assessment;
  • Support collection, analysis and presentation of background information for preparation of PAC submission;
  • Presentation of background information for formulation draft project documents, work plans, budgets, proposals on implementation arrangements;
  • Support in drafting programme reports and updates, including consolidation from country offices. 

Provides effective support to management of the RO programme focusing on the achievement of the following results:

  • Creation of a project in Atlas, preparation  of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project;
  • Provision of guidance to the executing partners on routine implementation of projects;
  • Presentation of information for audit of IPs, supports implementation of audit recommendations;
  • Support to the completion of FACE forms for programme partners.

Provides administrative support to the Programme Unit focusing on achievement of the following results:

  • Review projects Financial Reports;
  • preparation of all project requests (procurement, payments, other logistical support), ensure that correct COA and activities are selected and coordinate with Operations team as required;
  • Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas;
  • Assists in organizing events related to programme as required;
  • Coordination with operations team when/as required;
  • Perform any other duties are required.

Facilitation of knowledge building and knowledge sharing in UN WOMEN Regional Office, focusing on achievement of the following results:

  • Contribute to knowledge building and sharing with regards to management and operations within the Office;
  • Synthesis of lessons learnt/best practices and sound contributions to relevant knowledge networks and communities of practices;

Required Skills and Experience

Education:

  • Secondary Education, preferably with specialized certification in Accounting and Finance;
  • University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement.

Experience:

  • 7 years of progressively responsible administrative or programme experience is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language:

  • Fluency in English and language of the duty station.
