Background

The African, Caribbean, Pacific (ACP) Group of States, the European Union and the United Nations Development Programme (UNDP) have initiated a 3-year, €13.1 million capacity building program to build the profile and improve the management of Neglected Development Minerals in the Africa, Caribbean and Pacific Group of States. The sector includes the mining of construction materials (e.g. gravel, sand, clay and limestone), dimension stones (e.g. marble and granite), industrial minerals (e.g. gypsum, potash, salt, graphite) and semi-precious stones.

The programme seeks to develop a website tailored to its specific knowledge management needs targeting: a) four key stakeholders in the sector, including public stakeholders such as regulatory agencies and local governments; private stakeholders such as small-scale mining enterprises, associations, and business development centers; and social stakeholders such as civil society organizations and community groups; and b) other key players in the sector including key regional institutions in the ACP, multi-lateral and bi-lateral institutions, development partners, research institutions, academia, international and national NGOs, civil society actors, the financial services sector, private equity firms and other UN agencies.

This document contains the Terms of Reference (ToR) for the development of a website for the ACP-EU Development Minerals Programme.

Duties and Responsibilities

The web developer is expected to deliver six key deliverables spread as part of three phases.

Phase 1 – Design phase"

  • Deliverable 1: Create wireframes for the website;
  • Deliverable 2: Work collaboratively with a graphic designer to create a visual design for the website based on the wireframes.

Phase 2 – Implementation phase:

  • Deliverable 3: Create the website and implement the design;
  • Deliverable 4: Implement multilingual content;
  • Deliverable 5: Provide training and manual.

Phase 3 – Support and maintenance phase"

  • Deliverable 6: Launch, support, updates and hosting.

In light of the above there are two main phases of implementation:

  • Phase I – Creation and launch of the website, which should be accomplished by 31st March, 2016;
  • Phase II – Support and maintenance, which should be provided from 1st April, 2016 – to 31st March, 2017. 

Key outputs

The incumbent will be expected to:

  • Create an appealing design;
  • Realize all phases of the website;
  • Provide a short written manual of instructions for the main functionalities and content to be managed, followed by a short training session by video conferencing;
  • Provide regular support and design updates for the period of one year.

Technologies"

The website will be developed based on Drupal 8. Drupal 7 is only an option if key modules have no functioning Drupal 8 counterpart.

The website should follow standard best practices and will need to pass various standardized tests with regards to responsive design, loading speeds and search engine optimization (SEO).

Required Skills and Experience

Education:

  • Bachelors’ degree (or higher) in Computer Science, Information Systems, Information Management or related discipline.

Experience:

  • At least 4 years' experience in web/ software development and technical support at the national or international levels required (specific UN work experience would be an asset);
  • Have a proven record of Drupal and PHP development of at least 4 years;
  • Knowledgeable in integrating geo data services;
  • Proven experience in MySQL administration;
  • Experience and advanced knowledge of web design using: HTML, HTML 5, CSS, XML, Javascript and ability to setup and interact with web services (both SOAP/XML and JSON);
  • Experience in responsive web design;
  • Experience in managing LAMP based web server (configuration, security, patching);
  • Knowledge of web design, graphic design, online video publishing and animation software would be an asset;
  • Experience in developing social networking and knowledge management functionalities.

Language:

  • Fluency in English;
  • Knowledge of French an asset.

Step 1: Interested individual consultants must include the following documents when submitting the applications in UNDP job shop (Please note that only 1 (one) file can be uploaded therefore please include all documents in a single file).

  • Please provide samples of at least three (3) websites created in the last 3-5 years.

Step 2: Submission of Financial Proposal

Applicants are instructed to submit their financial proposals in US Dollars for this consultancy to procurement.be@undp.org using the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780. The proposals should be sent via email with the following subject heading: “Financial Proposal for Web Developer_Project Manager latest by January 31st, 2016. The financial proposals should cover two main phases separately: i) Website creation and launch; ii) Support and maintenance of the website (approx. 5 working days per month). Proposals received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, travel related expenses, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal.  The payment will be paid as a lump sum upon completion of the assignment.

Application Evaluation Process

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Technical Criteria weight: [70%]

Financial Criteria weight: [30%]

Only Individual Consultants obtaining a minimum of 49 points (70%) on the Technical evaluation will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 100 points:

  • At least 4 years’ experience in web/software development and technical support at the national or international levels required (specific UN work experience an asset) – 15 points;
  • Have a proven record of Drupal and PHP development of at least 4 years – 15 points;
  • Knowledgeable in integrating geo data services – 10 points;
  • Proven experience in MySQL administration – 10 points;
  • Experience and advanced knowledge of web design using: HTML, HTML 5, CSS, XML, JavaScript and ability to setup and interact with web services (both SOAP/XML and JSON) – 10 points;
  • Experience in responsive web design – 10 points;
  • Experience in managing LAMP based web server (configuration, security, patching) – 10 points;
  • Knowledge of web design, graphic design, online video publishing and animation software would be an asset – 10 points;
  • Experience in developing social networking and knowledge management functionalities – 10 points.

Financial Criteria – 30% of total evaluation – maximum 30 points:

The following formula will be used to evaluate financial proposal:

  • p = y (µ/z), where;
  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

UNDP will apply a fair and transparent selection process that will take into account both the technical qualification of Individual Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.
