Background
The Building Sector Energy Efficiency Project (BSEEP) has for its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices.
This consultancy will facilitate the energy efficiency capacity building work targeted at policy makers enabling the development of a synergistic long term policy and target setting within the building sector in Malaysia and implementation roadmap for policy instruments for energy efficiency.

Duties and Responsibilities
Scope of Work
The main jobscope for the consultant will be to facilitate the development of a mid and long-term policy and target setting for a full-fledged national level energy efficiency adoption and implementation. The focus is to build capacity of policy makers to develop mid and long term policy and targets for the building sector through model development, reviews and best practices as well as adoption of energy efficiency technology and development of an implementation roadmap.
Formulation of a model to assess the possible carbon and energy impact of different policy measures
Develop a model on an agreed software with BSEEP team capable of quantifying and tracking changes in energy consumption, carbon dioxide emissions within the building sector. The model should provide a graphical and tabulated output of the different medium- to long-term scenario as well as comparison and analysis of these scenarios to assess their energy requirements, environment impacts, and possible social costs and benefits. The model must be able to provide and analyse different policy options separately or as part of an integrated framework. The model’s objective is to serve as an analysis tool that can compare options and feed into target-setting and strategic plan development. Building stock data is to be obtained from NAPIC while historical consumption and new building consumption data can be obtained from Tenaga Nasional Berhad and Green Building Index.
Formulation of a long term policy implementation plan and roadmap
Based on the policy and regulation work already developed and supported by BSEEP, the consultant is expected to formulate a comprehensive long term policy implementation roadmap and timeline for the complementary policy concepts, and schemes already developed by BSEEP. The implementation framework is required to provide details on the milestone targets as well as appropriate regulations, measurement, evaluation and verification procedures to monitor the progress of implementation as well as the details on the proper use of an energy management information system to support the implementation of the roadmap. The roadmap must be synergized with the financing roadmap that will be developed by BSEEP.
Dissemination of policy implementation plan and roadmap
Develop and deliver at least three (3) training workshops to government stakeholders, financial institutions and civil society organizations on the proposed policy implementation plan and framework to solicit support and commitment from the various parties on its final execution. This activity will include the design and preparation of the training materials and conduct of trainings. Synergy with the on-going preliminary Demand-Side Management project undertaken by UNDP and EPU is expected.
Sharing best practice and organizing a policy study mission
It is expected that a list of best practice and updated cases on a long-term policy on energy efficiency to be collated and analysed before finalizing a comprehensive policy study mission (with a justification). The proposed study mission will involve participation from key policy stakeholders which will be from the Economic Planning Unit and the Ministry of Energy, Green Technol;ogy and Water (MEGTW). The focus is to build awareness and capacity of policy makers in the lessons and experiences in the implementation and enforcement of the building energy efficiency regulations, long term policy planning and target setting process as well as implementing challenges across the different nation states. The consultant is expected to undertake all logistic arrangements and jointly participate in the delegation. Technical briefings are expected and extensive engagement is required as part of this mission with the appropriate partners.

The consultancy will take place from 15 February 2016 to 15 December 2016
Methodology
The consultant will report to the National Project Manager and will work closely with the BSEEP project team based at the Environment and Energy division of the Public Works Department, Kuala Lumpur. The consultant is expected to participate in the meeting with private companies, financial institutions and government agencies. Meetings with any government agencies will be guided by the BSEEP team as and when necessary. It is important for the consultant to submit drafts of the report and training materials prior to finalization. It is also important for the consultant to be aware of other policies and schemes that are being developed by BSEEP and the Government of Malaysia.
Expected Outputs
The consultant is expected to produce:
- One (1) comprehensive computer model capable of quantifying and tracking changes in energy consumption, carbon dioxide emissions within the building sector. The model should provide a graphical and tabulated output of the different medium- to long-term scenario as well as comparison and analysis of these scenarios to assess their energy requirements, environment impacts, and possible social costs and benefits. The model must be able to provide and analyse different policy options separately or as part of an integrated framework. It is recommended that the consultant to explore models familiar with the policy makers such as LEAP or MARKAL. Decision on the tyoe of model will be decided by the project team bfore embarking the analysis;
- One (1) comprehensive long term economic instrument implementation plan and roadmap that is in line with the already developed overall objective of BSEEP’s long term policy and targets. The implementation plan and roadmap must include a proposed timeline for the implementation of the financing schemes and incentives including economic benefits. The implementation framework is required to provide details on the milestone targets as well as appropriate measurement, evaluation and verification procedures to monitor the progress of implementation as well as the details on the proper use of an energy management information system to support the implementation of the roadmap;
- One (1) set of training materials and software use documentation to build capacity of policy makers on long range policy and target setting along with the necessary to build capacity of policy makers on the proper use of the model;
- One (1) report which consist of the list of best practice list on mid-long term energy policy with recommendation on organizing a policy study mission and with a post-mission final concluding report. It will include an itinerary, mission logistic arrangements and comprehensive mission and lessons learnt report from experiences gained in the selected country/ region based on their operational challenges in rolling out the mandatory building energy directives. The report must contain suitable recommendations and action plans for possible adoption in Malaysia as well as highlight the possible pitfalls that should be avoided by implementers in Malaysia.
Deliverables and Timeline
The consultant will be responsible for the delivery, content, technical quality and accuracy of the reports, presentation slides and training materials. All deliverables shall be submitted to UNDP Malaysia and BSEEP Project Management Unit at Environment and Energy division of the Public Works Department.

Required Skills and Experience
Education:
- Bachelors degree environmental management, engineering, policy development or related fields.
Experience:
- Minimum 5 years experience in policy development and energy efficiency projects;
- Experienced with development in long term building energy efficiency policy and target setting;
- Experienced in developing capacity building missions;
- Knowledgeable in energy policies, regulation and energy management procedures in Malaysia will be a major advantage.
Language:
- Proficient in English;
- Proficiency in Bahasa Malaysia will be an added advantage.
