Background

The United Nations Development Programme, acting as an implementing agency of the Global Environment Facility, is providing assistance to the Ministry of Environment and Disaster Management in the preparation and implementation of the GEF Medium Size Project “Ensuring global environmental concerns and best practices mainstreamed in the post-conflict rapid development process of Sri Lanka through improved information management.”

Data and information management is critical for understanding the current status and dynamic changes in the environment and disaster trends in the country.  Consistent and regular monitoring, research and data analysis provide the essential foundation for adequate policy response as well as timely and appropriate decision-making processes.  The proposed project addresses data and information gaps towards evidence based decision making in the areas of Biodiversity, Climate Change and Land Degradation.

 Scope and Objective :The consultancy has following components;

  • Assist the Ministry of Disaster Management and the programme management unit to coordinate with key partners and stakeholders of the project ;
  • Liaise with the key partners and stakeholder agencies to coordinate stakeholder consultations, workshops and capacity development activities.

Duties and Responsibilities

  • Liaise with key partners and stakeholder agencies of the project and organize consultations, workshops, public dialogs and capacity development activities;
  • Assist the Ministry of Disaster Management to liaise with key stakeholders of the project.

Expected Outputs

  • Inception workshop of the project organized;
  • Stakeholder consultations conducted;
  • Other workshops and events conducted;
  • Capacity Building activities conducted.

Required Skills and Experience

Education:

  • Post-graduate degree in communication, information management, natural resource management, development economics, disaster management or relevant field.

 Experience:

  • Minimum of ten (10) years’ experience in training and capacity development in the areas of environment, disaster management and data management for sustainable development and /or natural resources management.

 Language:

  • Proficiency in both spoken and written English, and Sinhala.

Financial Proposal

  • All Inclusive Lump Sum Fee (Professional Fees): (LKR);

Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee/Daily Fee” financial proposal including his/her consultancy and professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

 For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above.

 Timeframe

The envisaged time frame of the consultancy is from 01 Feb 2016 - 30 January 2017.

 Payment Services

Payments will be based on milestone detailed below. Financial proposal should include field travel costs, meeting costs and other contingencies involved.

  • Inception workshop conducted  - 10% ( 28th February 2016);
  • Project stakeholder engagement plan developed in consultation with key stakeholders – 10% ( 30th March 2016);
  • Complete 03 stakeholder consultations and produce reports – 20% ( 30th  June 2016);
  • Coordinate 03-05 dialogs on information sharing – 20% ( 10th Aug. 2016);
  • Coordinate 03 training programmes – 20% ( 30th Nov. 2016);
  • Submit the year end project progress report – 10% (15th Jan. 2017).
