Background

Under the direct supervision of Batken Area-Based Development Programme Manager and respective Component Coordinators at PMU level the Engineer will be responsible for implementation of engineering and construction infrastructure activities of the Programme.

Duties and Responsibilities

  • Provide advisory support in working with engineering and construction infrastructure components of programme (including hydraulic engineering projects), including review, provision of comments to submitted engineering and construction infrastructure and hydraulic engineering projects, calculation of budgets, technical expertise of estimates, construction plans and specifications of constructional equipment to be procured within projects/programme;
  • Prepare the Bill of Quantities and Material Specifications before preparation and conduction of tenders for implementation of engineering and construction infrastructure projects (including hydraulic engineering components);
  • Provide technical support, technical specifications and necessary consultations during implementation of projects related to engineering and constructional works, procurement of constructional equipment and materials;
  • Perform technical and cost-efficiency assessment of the submitted local development projects, such as grant applications from stakeholders, during grant distribution;
  • Perform technical and cost-efficiency feasibility assessment during realization of works under grant agreements and implementation of programme activities;
  • Check and verify the compliance of construction materials and infrastructure works performed by grant receivers during implementation of activities under grant projects in accordance with Micro-Capital Grant agreements;
  • Provide consultation during evaluation of construction equipment and materials to be procured for beneficiaries, ensure that all technical documents and equipment response to civil engineering, construction and other applicable standards, provide recommendations and advice to the Programme implementing unit and prepare a draft of evaluation with recommendations for further consideration and technical error corrections;
  • Provide technical advisory support during preparation of information for conducting tenders in the frame of engineering and construction infrastructure projects;
  • Provide advisory support to programme personnel and beneficiaries in preparation of the respective technical documentation during implementation of engineering and construction infrastructure projects;
  • Ensure regular control over the quality of engineering and construction infrastructure projects and works and suspension of low quality works till the elimination of identified deficiencies if required;
  • Control over the quality of applied materials, goods, constructions for the subject of compliance with approved design estimation documentation;
  • Cross-check the compliance of supplied constructional and infrastructure materials, goods and equipment in accordance with technical specifications and standards;
  • Provide instructions to communities, where necessary, on elimination of identified violations in the engineering and constructional works and ensure control of the quality of eliminating deficiencies and shortcomings within set out deadlines;
  • Assess control-measurement of the volumes of conducted engineering and constructional work and their compliance with contracts;
  • Cross-check and sign the certificates of completion of engineering and constructional work provided by communities for payment;
  • Cooperate with local institutions for technical, environmental and sanitary control for joint work to implement the project successfully;
  • Provide advisory support on acceptance of completed engineering and construction  works and facilities, preparation of necessary technical documentation about facilities completed for use for submitting to working commission;
  • Ensure monitoring of each implemented engineering and construction infrastructure or reconstruction works and projects of Batken ABDP with providing timely recommendations (identifying problematic and weak areas);
  • Undertake field visits when needed;
  • Perform other relevant tasks as required.

Required Skills and Experience

Education:

  • At least Bachelor degree in civil engineering.

Experience:

  • At least 3 years of practical work experience as engineer;
  • At least 2 years of experience in development of infrastructure projects and design estimation documentation;
  • Valid qualification certificates on construction and assembly works;
  • Valid hydraulic engineering certificate issued by relevant authorities of Kyrgyz Republic is a high advantage;
  • Work experience in international organizations is an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Language:

  • Fluency in Kyrgyz and Russian;
  • Working knowledge of English.
