Background

UN Women Somalia is recruiting a Programme Associate for its Mogadishu Office. Under the supervision of the Programme Specialist, the Programme Associate works with and provides support to the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations. S/he contributes to research, programme implementation, including providing necessary operational, administrative and programmatic support. The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the UN Women Mogadishu office, with other UN Women Offices in Somalia, the UN Women Regional Office for Eastern and Southern Africa, and UN Women HQ as required.

Duties and Responsibilities

Provide programmatic and administrative support to the formulation of Programme Strategies:

  • Collect and present background information for the preparation of effective application of RBM tools;
  • Provide programme and administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Assemble briefing materials and prepare PowerPoint and other presentations for the programme unit;
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.

Provide administrative and financial support to Programme Management:

  • Support the Programme Team in the implementation of control mechanisms for development projects through monitoring of budget preparation and modifications;
  • Create projects in Atlas, prepare required budget revisions, revise project awards and the project status, and determine unutilized funds  and the operational and financial close of projects;
  • Provide  financial support to Programme Management;
  • Provide guidance to the executing agencies on routine implementation of projects, tracking use of financial resources;
  • Provide necessary information for the audit of programmes/projects and support implementation of audit recommendations;
  • Organize, compile and process information from donors, the Regional Office, and programme team, as inputs to various databases and documents;
  • Track and report on mobilized resources.

     Provide administrative support to Procurement Processes:

  • Prepare procurement plans for the country office and monitor their implementation;
  • Prepare procurement related reports; research and draft responses to enquiries for clearance by the Operation Manager;
  • Liaise with Management and Administration Division on procurement related issues;
  • Implement corporate procurement management policies and strategies in support of the operations of the RO and CO;
  • Review procurement requests and initiate procurement procedures for office and project equipment, supplies and services in a transparent and cost effective manner.

Provide administrative and logistical support to the General Operations of the Country Office:

  • Support the organization of shipments, customs clearance arrangements, and prepare documents for UN Women shipments (received/sent);
  • Perform a Buyer role in Atlas and prepare POs for travel activities;
  • Manage travel arrangements, including the preparation of travel authorizations, hotel arrangements, and processing requests for visas, identity cards and other documents;
  • Provide administrative support to conferences, workshops, and retreats;
  • Collect information for DSA, travel agencies and other administrative surveys, provide support to the organization of common services;
  • Provide necessary administrative support to maintenance of premises and common services.

Participate in the facilitation of Knowledge Building and Knowledge Sharing:

  • Support the synthesis of lessons learnt and best practices related to programme management and procurement;
  • Provide sound contributions to knowledge networks and communities of practice;
  • Support the organization of training for the office staff and partners on programme and operations related issues.

Required Skills and Experience

Education:         

  • Completion of secondary education required;
  • University degree or equivalent in Business or Public Administration is an asset.

Experience:       

  • A minimum of 6 years of administrative experience preferably in a large or international corporation or organization including one year experience working in support of programme planning, design, and implementation, preferably within the UN;
  • Experience in working in a computer environment using multiple office software packages, experience in an ERP such as ATLAS an advantage.

Language:           

  • Fluency in English and Somali required;
  • Knowledge of the other UN working knowledge is an asset.
