Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to implement these standards. It stands behind women’s equal participation in all aspects of life, focusing on five priority areas: increasing women’s leadership and participation; ending violence against women; engaging women in all aspects of peace and security processes; enhancing women’s economic empowerment; and making gender equality central to national development planning and budgeting. UN Women also coordinates and promotes the UN system’s work in advancing gender equality.

Under the overall guidance and direction of the Deputy Regional Director (DRD) in the UN Women Regional Office for Asia and the Pacific (ROAP), the Country Programme Coordinator is responsible for coordinating the day-to-day planning, implementation, and management of UN Women’s work in the Philippines.   She/he works in close collaboration with project staff based in the Philippines, as well as with programme and operations team at ROAP, UN Women HQ staff, Government officials, the UN Country Team and the Resident Coordinator in the Philippines, as well as with multi- and bilateral donors and civil society, in order to ensure the effective delivery of UN Women’s composite mandate in the Philippines, encompassing its normative, operational and coordination functions.      

Duties and Responsibilities

Summary of fucntions:

  • Provision of top quality advisory and programme development services;
  • Day-to-day coordination and management of the Philippine Project Office;
  • Inter-agency coordination support;
  • Strategic partnerships and resource mobilization support;
  • Advocacy and knowledge management support.

In consultation and close coordination with ROAP, provide top quality policy advisory and programme development services:

  • Conduct analysis and research of the political, social and economic situation in the Philippines as they relate to the composite mandate of UN Women, and prepare substantive inputs to the UN Women programme planning process;
  • Undertake ongoing monitoring and analysis of the national policy and programme environment, identifying priority strategies and interventions based on developments in the country and proposing timely readjustment of interventions as needed;
  • Coordinate the design and formulation of country-based programme initiatives, translating UN Women’s global and regional priorities into local interventions;
  • Under the guidance of ROAP senior management, provide policy advisory and programme development support services to national counterparts within the thematic area/portfolio assigned, including in relation to the adoption and implementation of normative commitments.

Under the supervision by the ROAP, provide day-to-day coordination and management oversight to the Philippine Project Office team, providing ongoing technical, strategic and operational guidance to team members:

  • Under the overall guidance and oversight of the UN Women Deputy Regional Director, exercise responsibility to ensure the effective planning, management and coordination of the Philippine project office portfolio;
  • Ensure effective application of RBM tools and monitoring of achievement of results;
  • Manage and/or oversee the portfolio of ongoing programmes/projects through technical and financial monitoring, ensuring proper application of a monitoring system to track and report on progress on programme results and indicators;
  • Assist the ROAP with programmes/projects appraisal and evaluation at country level according to results-based management requirements;
  • Coordinate and supervise the day-to-day activities of country-based programme/ project staff, experts and consultants working as part of the technical assistance team;
  • Take responsibility for the timely preparation and quality control of substantive technical reports, briefs and required documents;
  • Ensure timely production and submission of progress reports by members of the project team, contractors and project partners;
  • Conduct field visits to supervise, coordinate and monitor field level activities of the programme portfolio.

Inter-Agency coordination support:

  • Under the leadership of the UN Resident Coordinator and in close consultation with UN Women ROAP, promote enhanced inter-agency coordination and accountability for gender equality at country level;
  • Take part in country level Comprehensive Country Assessment (CCA)/UNDAF processes and similar exercises related to the RC system, ensuring that gender concerns are clearly reflected and mainstreamed in process;
  • Prepare substantive inputs to CCA/ UNDAF and other documents thoroughly analyzing and researching the political, social and economic situation in the country;
  • Prepare analytical and regular progress reports on UN Women’s experiences in support of UN Women’s inter-agency coordination role.

Strategic partnership-building and resource mobilization support:

  • Support the development and implementation of the project office’s partnerships and resources mobilization strategies to achieve programme outcomes within the country;
  • Create and coordinate partnerships with relevant UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc;
  • Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities;
  • Conduct analysis and research of information on donors, prepare substantive briefs on possible areas of cooperation, and identify opportunities for cost-sharing;
  • Follow up on resource mobilization activities to support fundraising for new projects, in coordination with the UN Women ROAP.

Advocacy support and facilitation of knowledge-building and management:

  • Support the establishment and strengthening of advocacy networks at national level as well as linkages to international networks related to the country;
  • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners;
  • Identify and synthesize good practices and lessons learnt from programme/project interventions in the country;
  • Proactively contribute to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Master’s degree in International Development, Gender, Human Rights, Social Sciences, or in other related field.

Experience:

  • At least 5 years of progressively responsible experience at the national and/or international level in design, planning, implementation, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments, preferably in the field of gender and human rights of women;
  • Prior experience in the UN System and the Asia-Pacific region will be an asset.

Language:

  • Fluency in English and Tagalog is required;
  • Working knowledge of another UN official language is an asset.
