Background

Under the overall supervision of the Head of Office, the incumbent reports to the Head of the Reporting and Public Information Section, OCHA Philippines. The national HAO/PI shall provide timely and appropriate public information, advocacy and reporting assistance to OCHA Philippines, members of the Humanitarian Country Team and the Government of the Philippines in the areas of humanitarian response, coordination and preparedness. 

Duties and Responsibilities

Media relations and public information

  • Develop and maintain networks and relations with national and locally-based international media, including promoting and explaining the role of OCHA, address inaccurate reporting, and assist in all aspects of media relations;
  • Research and draft written articles and other information communications products, to include press releases, briefings, presentations, news items, web stories etc;
  • Organize events and/or implement activities, including those related to the Humanitarian Communications Group, comprising humanitarian UN agencies and NGOs, and travel outside Manila as required to conduct media-related activities and provide public information support to field operations;
  • Track, research and analyze information relevant to the work of OCHA in the Philippines; gather relevant information from diverse sources and help assess news value and other potential impact; maintain the OCHA Philippines social media accounts, including Twitter and Facebook;
  • Shoot photographs and video content, write captions and upload output to photo-sharing and other online platforms;
  • Support with ad-hoc translation of OCHA short/urgent documents/correspondence into local languages, act as interpreter during meetings/press briefings with Philippine media and proofread OCHA information products;
  • Assist in training staff on public information/media-related issues and reporting;
  • Assist in organizing the production, clearance and dissemination of OCHA Philippines information products/humanitarian news to various stakeholders/audiences through national and locally-based international media and other communication channels, including by helping to maintain media lists.

Advocacy, reporting and communications

  • Prepare concise reports, humanitarian updates, and other internal briefing documents; draft speaking notes and presentations for the Head of Office; contribute to the compilation, drafting and proof-reading of situation and other operational reports on key humanitarian developments to keep senior OCHA management abreast of humanitarian developments in the Philippines;
  • Recommend actions to support the advocacy strategies and plans of OCHA Philippines and the Humanitarian Communications Group; assist in drafting Key Messages aligned to the advocacy priorities of the Humanitarian Coordinator and Humanitarian Country Team;
  • At the request of the head of section, provide timely analysis of humanitarian developments and challenges, including follow up to local and international media stories and other publications;
  • Develop and maintain OCHA database on media and media personalities, and assist with outreach to non-media stakeholders and communities;
  • Support the Reporting and Public Information Section by performing other duties as may be assigned.

Required Skills and Experience

Education: 

  • Advanced university degree (Master’s degree) in journalism, political science, social science, international studies, public administration or a related field.

Experience:

  • At least 3 years of relevant professional experience;
  • Experience in public information, journalism, communications, management of humanitarian emergencies or a related area. Prior experience with the UN system is an advantage.

Language requirements:

  • Fluency in oral and written English and Tagalog;
  • A knowledge of other local languages an advantage (e.g. Visayan);
  • Knowledge of another UN working language is an asset.
