Background

UN Women’s existing country program for Somalia, the Strategic Note 2014-2016, was revised at the end of 2015, reflecting the Somali New Deal Compact (2014-2016) and the UN Integrated Strategic Framework (2014-2016) which outlines UN’s support to the implementation of the Somali Compact. The Somali Compact including the Somaliland Special Arrangement outlines priorities for the Somalia Federal Government and the Somaliland authorities along five key peace and state building goals (PSG). The FGS has put in place extensive mechanisms under the Strategic Development and Reconstruction Fund (SDRF) as a way to mobilize and prioritize resources within a ‘Somali owned Somali led’ context. In 2016, the FGS will develop a National Development Plan (NDP) which will replace the Somali Compact that comes to an end in September 2016. UN Women provides support to the Ministry of Planning and International Cooperation in this context. The main focus of UN Women in Somalia in 2016 is to provide security for women through focus on rule of law and women’s political participation, as well as the development of a stronger focus on the UNSCR1325 on Women, Peace and Security and its subsequent resolutions. UN Women is also engaged in providing support to the federal level and state level ministries responsible for gender equality and women empowerment, and to the Ministry of Interior and Federal Affairs, as well as to civil society organization mainly engaged in promoting women’s political participation.

The purpose of the consultancy is to support UN Women Somalia in the consultation inside Somalia for the Strategic Note 2017-2019.The objective is to help ensure through dialogue and consultations that the 2017-2019 SN in a realistic manner further deepens and strengthens UN Women’s engagement in Somalia by promoting efforts that can lead to transformative change within key, prioritized areas.

The consultant will work under the direct supervision of the International Consultant (team leader) for the design of the Strategic Note 2017-2019, and collaborate with UN Women field based staff in the planning and implementation of the consultations. 

Duties and Responsibilities

  • Under the guidance of the Team leader, prepare a detailed work plan for consultations, including a relevant methodological approach that guides the consultations;
  • Organize interviews inside Somalia with key FGS officials, NGOs and UN stakeholders in Mogadishu, Hargeisa and Garowe, in close cooperation with UN Women Head Office in Mogadishu;
  • Conduct and facilitate all meetings and interviews as required, under the direct supervision and leadership of the Team Leader;
  • Prepare precise minutes from the interview and consultation meetings and share in a timely manner with the Team Leader;
  • Notify the team leader of any issues of concern that may transpire during the consultation process;           
  • Ensuring close liaison and collaboration with the Team Leader who sets out the agenda, consultation approach and design interview questions;
  • Providing relevant background analysis as required and requested by the Team Leader;
  • Ensuring well-prepared and well-facilitated meetings and capture the key essence as well as the important nuances transpiring during the consultations;
  • Operating in an inclusive manner with all partners and stakeholders.

 

Deliverables:

  • Under the guidance of the Team Leader, and in close coordination with the UN Women field team, provide support to identify stakeholders and prepare consultations. Delivery: List of stakeholders for consultations, agenda for meetings, background notes for the consultations including detailed questions for discussions;
  • Well-planned, well-facilitated dialogues/meeting as agreed with the Team leader;
  • Detailed and rich minutes/reports from the meetings capturing the essence and the discussion, potential focus areas, activities and milestones, and notes of issues of concerns going forward.

Required Skills and Experience

Education:

  • Master degree in political science, development studies, management, law or a relevant field.

Experience:

  • Minimum 4 years of facilitation and advisory service in a relevant field, and experience in consultations and dialogue;
  • Experience from similar assignments a significant advantage;
  • Knowledge of gender programming in Somali, including UN programming;
  • Demonstrated ability to plan, facilitate and lead meetings with a complex set of actors, and demonstrated ability to provide substantive written accounts in the English language;
  • Ability to work under a minimum of guidance, ability to drive a process forward in close consultation with colleagues;
  • High level of proficiency in computer systems, internet navigation and various office applications.

Language Requirements:

  • Fluency in written and oral Somali and English required.
