Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the supervision of the UN Women Country Representative, the Deputy Country Representative provides strategic guidance and direction to the Country Office (CO). The Deputy Country Representative supports the UN Women Representative in the overall management of the CO. The incumbent is responsible for substantially contributing to the design, implementation, management and oversight of the country programme and to the operations supporting its implementation to ensure effective and efficient delivery of results as planned in UN Women’s Strategic Plan and the Country Office’s plans. The incumbent is expected to bring innovative thinking which fits and adapts to the changing environment to the strategic development of the programme portfolio, and to help raise resources to fund it. He/she also plays a key role in ensuring effective use and management of UN Women resources (material, financial and human) in compliance with UN women programming and operational policies and regulations.

Duties and Responsibilities

Advisory and Technical Services:

  • Advise, support, guide and provide input to assure quality control in the formulation of relevant, high quality, results-based and rights-based country programmes and projects;
  • Provide strategic and specialized technical advice to the Country Representative on the development of systems, processes and mechanisms to support effective programme planning, implementation, monitoring and timely progress reporting including oversight of the Review process;
  • Provide guidance for the CO and the UNCT on implementation of the gender score card and associated gender markers into the UNCT UNDAF preparation and processes;
  • Assist with the development, review and evaluation of funding proposals and oversee the preparation of donor proposals and reports to ensure quality, compliance with requirements as per established rules, regulations, including the commitments under relevant UNDAFs and the UN Women global Strategic Plans. Take timely action to take any corrective action to meet standards for submissions;
  • Prepare policy documents, briefs and other strategic papers/materials for the Country Representative for use in the development and presentation of a coherent regional perspective to help define regional strategic and plans of action for implementation;
  • Assess the country level annual work plans and present the Country Representative with recommendations and conclusions to assist in development planning.

Programme management, monitoring and oversight:

  • Recommend and establish program monitoring standards, criteria and other indicators for measuring and assessing progress/results;
  • Monitor the progress on mutually agreed results frameworks and performance indicators and take timely support, action and/or decisions as required;
  • Lead the annual process of gathering information and prepare reports for HQ on progress of programme implementation, assessing results and identifying areas for Country Representative action and/or decision to ensure achievement of results as planned and in accordance with UN Women goals and objectives and accountability framework;
  • Identify areas that may require improvement and capture best practices/lessons learned, using corporate monitoring tools, as such as the Balance Score Card, Atlas Snapshot and Dashboard, Staff Surveys, Audits and other corporate reports. Take action to improve areas of weakness;
  • Ensure timely and quality reporting to donors;
  • Ensure substantive and good quality proposals following the established rules, and regulations, and adhering to the Strategic Plan and Annual Work plans;
  • Ensure sustainable and solid relations developed with counterparts, resulting in the enhanced reputation and credibility of UN Women.

Advocacy and Support to UN Coordination, joint programming and reform:

  • Support the Country Representative in establishing and maintaining effective consultations with governments, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on programme development and implementation, resource mobilization and sustained partnerships;
  • Support the Country Representative on UN and donor coordination on gender equality matters, including collaboration and interaction on common issues and activities such as the CCA/UNDAF process as well as other relevant UN and bilateral donor programmes to ensure the active participation of UN Women in these processes to advance gender equity and women’s human rights, facilitation of joint programming in the area of gender and women’s human rights.

Knowledge management and capacity building:

  • Identify lessons learned and areas of emphasis to guide programme improvements and future strategic development planning;
  • Manage the process of collecting and sharing lessons learned on gender equality and women’s empowerment to build knowledge and capacity of partners and stakeholders;
  • Design and implement capacity building training activities to enhance skills and knowledge in results based management; results based reporting and budgeting, and systematic quality assurance;
  • Oversee cutting-edge research and knowledge generation to inform and advise national development priorities and commitments for gender equality and women’s empowerment, ensure the integration of regional and global contexts and developments;
  • Contribute to global and regional programme knowledge networks and practices, and development of knowledge products;
  • Empower, and help develop international and national programme staff, under the incumbent’s supervision, providing them with managerial direction, guidance and leadership;
  • Identify lessons learned from resource and staff management to ensure effective change management as required in adapting the programme and CO to meet changed circumstances.

Office Management/Resources and Operations:

  • Under the overall responsibility of the Country Representative, provide day-to-day supervision of the operational services, i.e. human, financial, procurement and IT services of the UN Women Country Office and country programmes and projects, ensuring compliance of all services according to rules, regulations, processes and procedures and UN Women’s accountability framework;
  • Manage the formulation of the annual CO work plan and monitor implementation;
  • Develop and facilitate an integrated results-based approach to the work of the Country Office using the annual work plan as the road map;
  • Communicate standards of performance, and assign responsibilities and accountabilities for achieving results;
  • Propose and secure annual allocations for the country programme, and ensure the efficient and effective use of such resources in compliance with UN Women financial rules, regulations, and procedures;
  • Ensure an ethics-based approach to management of all human and financial resources.

Required Skills and Experience

Education:

  • Advanced university degree (Master or equivalent) in international development, public administration, public policy or other relevant social science fields.

Experience:

  • A minimum of 7 years of relevant professional experience that combines intellectual, strategic and managerial leadership in development programmes with a strong focus in the area of gender equality and women’s empowerment at the international level, preferably in developing countries within the UN system, Agencies, Funds or Programmes;
  • Several years field based experience working with multi-cultural teams required.

Language:

  • Proficiency in written and spoken English;
  • Knowledge of another UN working language is desirable.
