Background

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.

The strategic priorities of the 2016-2020 UNICEF Indonesia Country Program Document include the need for evidence-based advocacy to ensure the rights of the most vulnerable children are addressed in policy formulation, while identifying and emphasizing the importance of child and youth participation in the process of generating such evidence and knowledge.  Key partners beyond government will include faith-based, adolescent, youth and other civil society organizations, academia, research institutions, the media, influential individuals as well as the private sector, both at national and sub-national level. Existing networks and alliances will be convened to coalesce into a coalition for children in Indonesia to support the implementation of the National Agenda for Children and enhance the realization of children’s rights.
Among the groups specifically addressed are adolescents and young people. Given Indonesia’s  huge youth population, with approximately 81.3 million children under 18 and nearly half of the population being youth, tapping into the huge potential of young people and partnering with them on the issue of social development and children’s rights, youth and adolescents are an important group for UNICEF. UNICEF Indonesia adapted the U-Report platform which was originally developed by UNICEF Uganda, using Twitter instead of SMS to capitalize on Indonesia’s vibrant social media environment.
U-Report in Indonesia and the additional youth oriented innovation initiatives of the Innovation Lab hinge on effectively engaging and empowering young people to participate as active citizens, develop solutions to local problems and engage in affirmative social action. To further this aim, UNICEF Indonesia needs dedicated national expertise to facilitate the functioning of the U-Report Indonesia programme, manage its growing community and maintain meaningful engagement.

For almost 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development. UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS. UNICEF is funded by the voluntary contributions of individuals, businesses, foundations and governments.
The National UN Volunteer will be placed in the Communications cluster, working directly on the U-Report Indonesia programme and the related partnership with Pramuka. Specifically, the key tasks will focus on youth and adolescent engagement and participation in U-Report Indonesia, community management digitally and offline, content production and management, and partner coordination especially with Gerakan Pramuka the main implementation partner of the programme.
Under the direct supervision of the Programme Specialist (Innovation) and (temporarily until the Specialist is on board supervised by the) Communications Chief, the UNV will need to work closely with the Innovation Lab Lead, the Education and Adolescents Development (EAD) cluster & other relevant colleagues within UNICEF, and major partner Gerakan Pramuka, and other youth organization partners as well.
The UNV is also expected to work with the relevant partners internally and externally to support coordinated content generation and distribution for UNICEF and its partners working on U-Report, as much of this is linked to reaching out to young people through dissemination of relevant information.

 

Duties and Responsibilities

Under the direct supervision of the Programme Specialist (Innovation) (temporarily under the supervision of the Communications Chief) the UN Volunteer will undertake the following tasks:

1.    Support the management and implementation of a youth engagement strategy with a specific focus on using U-Report Indonesia to create  space for young people to express themselves.
2.    Manage online and offline U-Report community activities.  
3.    Manage and coordinate U-Report campaigns, produce interactive content and surveys, and coordinate survey content with UNICEF programmes, Gerakan Pramuka, the U-Report community and partners.
4.      Coordinate and manage U-Report activities, particularly Gerakan Pramuka and UNICEF partnership activities, and activities of the  Pramuka cyber team.
5.     Coordinate and facilitate the core programme partnership with Gerakan Pramuka and the collaboration on U-Report Indonesia to include:  

  • Be located at Gerakan Pramuka 2-3 days a week to manage, coordinate partnership activities, develop content, and facilitate partnership activity implementation.
  • Facilitate engagement with Gerakan Pramuka and U-Reporters on key child rights issues agreed upon through a partnerships cooperation agreement (PCA).
  • Coordinate and facilitate work between UNICEF & Pramuka to implement a U-Report growth plan including capacity trainings delivered by Pramuka for U-Reporter engagement and sign up.
  • Coordinate and maintain clear communication between the UNICEF Innovation Lab, Pramuka working group, and with the Pramuka Cyber Team for the facilitation and implementation of U-Report and programme activities.

6.    Coordinate processes to produce & document lessons learnt and good practices on U-Report Indonesia.
7.    In collaboration with Pramuka and UNICEF generate assets and content (in Bahasa Indonesia) for

 

Competencies

Results/Expected Output:

  • Youth engagement and growth plan implemented, daily operation of U-Report Indonesia facilitated.
  • Implementation of specific UNICEF programmes (including to end violence against children, stop open defecation dtc.) through a partnership with Gerakan Pramuka supported.  
  • Offline & online community engagement of U-Reporters successfully executed and youth engagement against established targets maintained.
  • Innovation Initiatives documented, in line with the knowledge management priorities of the Innovations team.
  • Bahasa Indonesia content developed as necessary on U-Report for Facebook and Twitter platforms, in collaboration with the Social Media Specialist.
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

 

Required Skills and Experience

Qualifications/Requirements:

  • A first University Degree in one of the following fields: social sciences, Communications, Advertising, Community Development, International relations, Social Media, project management.
  • At least 2-3 years of experience in an Advertisment Agency, youth network or NGO, project management, doing Social media campaigns & online and offline community management.  
  • Capacity to lobby and persuade others to partner with the UNICEF Indonesia Innovations Lab.
  • Capacity to liaise and work collaboratively with Gerakan Pramuka, service providers, networks, government, community and young people.
  • Strong presentation and facilitation skills.
  • Strong communication skills both oral and written in Bahasa and English.
  • Strong skills with using social media platforms, Online communities, digital tools, digital media production

Living Conditions:
The position will be based in the capital, Jakarta, where basic living needs, including accommodation, banking facilities, medical facilities and telecommunications/internet services are readily available. All staple foods can be found in the markets, eg: rice, meat, vegetables, fruit, cooking oil, salt, etc. Many imported goods are available in Jakarta and other places throughout Indonesia. Jakarta has many good restaurants with good health standards and most guesthouses provide food. In Indonesia the most used means of transportation are taxi or local bus. Mobile phone is the most dependable tool to be in-touch with colleagues and friends. Internet service is readily available and affordable at most places.

Conditions of Service:
A 12-month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to IDR 6,783,000; settling-in-grant (if applicable); life, health, and permanent disability insurance; resettlement allowance for satisfactory service will be provided, along with travel to and from the duty station (if applicable).
