Background

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.


Under the direct supervision of the Country Manager, the incumbent will coordinate the advocacy, media/communications, and desktop publishing of UNODC’s Programme Office for Indonesia.

The Communication Officer will be responsible for contributing to institutional public communication efforts through good research, analysis of assigned topics and timely preparation and distribution information products to target audiences, organizing media events, conferences, etc, ensuring consistent application of appropriate policies, guidelines and procedures, and effectively liaising and interacting with colleagues and partners internally and externally.


Host Agency:    UNODC

UNODC is a global leader in the fight against illicit drugs and international crime. Established in 1997 through a merger between the United Nations Drug Control Programme and the Centre for International Crime Prevention, UNODC operates in all regions of the world through an extensive network of field offices. UNODC relies on voluntary contributions, mainly from Governments, for 90 per cent of its budget.

The three pillars of the UNODC work programme are:

  • Field-based technical cooperation projects to enhance the capacity of Member States to counteract illicit drugs, crime and terrorism
  • Research and analytical work to increase knowledge and understanding of drugs and crime issues and expand the evidence base for policy and operational decisions
  • Normative work to assist States in the ratification and implementation of the relevant international treaties, the development of domestic legislation on drugs, crime and terrorism, and the provision of secretariat and substantive services to the treaty-based and governing bodies

 

Duties and Responsibilities

Under the direct supervision of Country Manager and Liaison to ASEAN, the National UN Volunteer will undertake the following tasks:

  • Lead and advise the planning and design of plans and initiatives for common communications, advocacy and outreach initiatives, in line with the UN communication strategy;
  • Provide communications advice and support to the Representative Programme Coordinators in their respective capacities;
  • Track, research and analyze information on assigned topics/issues, gather information from diverse sources and help to assess news value and other potential impact, as well as to evaluate the effectiveness of information campaigns;
  • Produce monthly summary reports of projects and activities for relevant stakeholders and counterparts;
  • Draft/compile a specific type (e.g. print, broadcast, etc.), of information communications products for target audiences, to include press releases, media packets and reports, brochures, briefings, video clips, newsletters, websites etc;
  • Coordinate with UNODC Regional Office for Southeast Asia and the Pacific to maintain and update UNODC Indonesia’s website;
  • Develop and maintain UNODC Indonesia’s social media presence to include a dedicated webpage, twitter account and Facebook page;
  • Organize the clearance, production and distribution of information material, conduct photo and graphics research;
  • Prepare, on the basis of official UN documentation and other sources, initial drafts of articles or chapters for inclusion on UN newsletters, periodicals, reports and books;
  • Desktop publish, design, and print all official documents publications and promotional material for UNODC Indonesia;
  • In consultation with other team members, identify and propose information opportunities, activities and approaches, taking into account the situation/topic and target audience;
  • Identify key contacts/constituencies and opportunities for strategic partnerships to facilitate communication efforts and maintain working relationships with the same;
  • Manage the organization of conferences, seminars, press briefing, interviews, etc.; prepare briefing materials for the Country Manager for his participation in such events;
  • Respond to a variety of inquiries and information requests internally and externally and prepare related correspondence;
  • In coordination with relevant agencies, manage the organisation of international level events such as World Drugs Day, World AIDS day, International Anti-Corruption Day, Anti–Human Trafficking Day etc;
  • Work closely with United Nations Information Centre in Indonesia to develop UNODC Indonesia’s contribution to relevant press stories;
  • Facilitate knowledge building and knowledge sharing within UNODC Indonesia; and
  • Perform any other duties as assigned by the Country Manager.

Work implies frequent interaction with the following:

  • Programme Coordinators and other information specialists;
  • Officials of other UN agencies and missions; and
  • Counterparts and other representatives in international organizations, government, NGOs, media, business, and academia.


Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed;
  • Impacted the success of UNODC’s country programme within specific areas of cooperation, in particular, the impacted the design, operation and programming of activities as well as creation of strategic partnerships.

 

Required Skills and Experience

Qualifications/Requirements:

  • At least a Bachelor degree or equivalent in a relevant discipline, such as communications, journalism, public relations, computer science, design or related field;
  • Minimum of two years of professional experience in a relevant field, such as desktop publishing, communications, information management, for a development related organisation;
  • Fluency and excellent drafting skills in Bahasa Indonesia and English (written and verbal); and
  • Full working knowledge of printing procedures, graphics and web development software i.e. Corel draw, Illustrator, Photoshop, picture publisher, Final cut pro, Adobe reader, CMS.


Living Conditions:

The position will be based in the capital, Jakarta, where basic living needs, including accommodation, banking facilities, medical facilities and telecommunications/internet services are readily available.  All staple foods can be found in the markets, eg: rice, meat, vegetables, fruit, cooking oil, salt, etc.  Many imported goods are available in Jakarta and other places throughout Indonesia. Jakarta has many good restaurants with good health standards and most guesthouses provide food.  In Indonesia the most used means of transportation are taxi or local bus.  Mobile phone is the most dependable tool to be in-touch with colleagues and friends. Internet service is readily available and affordable at most apartment complexes. ATMs are everywhere in Indonesia and Western cards can usually be used to withdraw Indonesian Rupiah.

Conditions of Service
A 10 month contract (pending confirmed starting date); monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to IDR 6.783.000; settling-in-grant (if applicable); life, health, and permanent disability insurance; resettlement allowance for satisfactory service will be provided, along with travel to and from the duty station (if applicable).
