Background

Under the direct supervision of Osh Area Manager on operational matters and Democratic Governance Programme Dimension Chief at PMU level on programme issues, Field Specialist on Local Self Government will be responsible for implementation of relevant activities under respective component at the field level.

Duties and Responsibilities

  • Provide technical assistance to LSGs, consultations and assistance in analysis’ and assessments’ conduction;
  • Be in close contact with Governor’s office and local authorities and be familiar with all activities provided in LSG area in the project sites;
  • Ensure regular needs assessment and conduct relevant training and consultations for target beneficiaries;
  • Regularly conduct monitoring of processes developments at grassroots level;
  • Disseminate relevant information among potential audience;
  • Provide input on the development/revision of manuals and guidelines within the programme;
  • Facilitate coordination of programme activities with all relevant institutions/partner organisations and projects at local level;
  • Ensure timely submission of all periodic reporting and requested information, feedback or comments to Osh ABD manager and respective Dimension chief, Democratic Governance Program at PMU level.

Required Skills and Experience

Education:

  • Bachelor degree in the field of social or applied sciences or other related field.

Experience:

  •  At least 3  years of relevant experience;
  • Experience of work in International Organizations is an asset;
  • Strong knowledge of local self-governance in the Kyrgyz Republic;
  •  Experience in the usage of computers and office software package ( MS Word, Excel, etc).

Language:

  • Fluency in Kyrgyz and Russian;
  • Working knowledge of English.
