Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Fund for Gender Equality (FGE) is a multi-donor initiative managed by UN Women that is dedicated to the advancement of high-impact gender equality programmes that focus on women’s economic and political empowerment at local and national levels.  The Fund is unique in its focus on sustainable strengthening of organizations that promote women’s human rights at the country level, building their capacity to drive and monitor the agenda for advancing gender equality and women’s empowerment in line with national development strategies.  It provides a mechanism for stimulating geared collaborative investment in gender equality and offers an opportunity to test out modalities for fast-tracking implementation.  It prioritizes support for women’s economic and political empowerment and the link between the two areas, which are often under-funded world-wide.

In just five years of grant-making, the Fund is already demonstrating strong impact and has proven itself to be an efficient and effective mechanism to align global and regional commitments to gender equality with tangible real-world results. To achieve its results, UN Women Fund for Gender Equality promotes a culture of management towards achieving development results.  Monitoring, research and evaluation is an integral part of this management approach allowing UN Women and the Fund to continuously track progress towards achieving developmental results.

The current Portfolio for the Arab World encompasses 15 programmes for over 9 million US$, covering   9 countries in the region. For Egypt, there are currently 3 ongoing programmes with possibility of increase up to 5 with the ongoing Fund for Gender Equality’s 2015 Call for Proposals. While the overall Portfolio is managed by the Regional Programme Specialist based at the Regional Office in Cairo, the incumbent will be mainly responsible of providing technical accompaniment and field monitoring to the FGE Egypt Portfolio of grants, as well providing overall key support to the FGE Regional portfolio, establishing synergies and cross exchange as needed.

To this end, the incumbent will be based at the UN Women Country Office in Cairo and will support the Country Office in the management of the Fund for Gender Equality Egypt Portfolio of programmes to facilitate better monitoring and reporting by grantees as well provide guidance as needed on FGE evaluations managed by Egypt grantees. In addition, the incumbent would support the Regional Specialist in the overall management of the Regional Portfolio and provide key support to the Country Office to align FGE Egypt Portfolio  to the CO annual work plans and strategic notes, supporting thus as necessary Country Office M&E functions.

Duties and Responsibilities

Key Monitoring Services  and  support to Evaluation exercises:

  • Provide technical assistance to grantees, including technical assistance in the design of grantees’ Performance Monitoring Frameworks (PMFs) or Logical Frameworks;
  • Assist FGE Regional Specialist and Grantees in providing lead technical and managerial assistance to undertake final evaluations of programmes;
  • Support FGE Regional Specialist to serve as liaison between Regional Office, Country Office, and Fund for Gender Equality;
  • Provide field technical backstopping to grantees and continuously identify capacity gaps and advise FGE on the required additional technical support for effective Programme implementation, taking mitigated actions as necessary;
  • Support the monitoring and assessment of progress based on results framework and monitoring schedules and in alignment with UN WOMEN strategic plan and Egypt office priorities;
  • Monitor programmes delivery and assess progress, ensuring adequate frequency and quality of technical accompaniment and monitoring supportprovided to FGE grantees in Egypt and as advised;
  • Continuous liaising and supporting the FGE Regional Specialist on implementation, technicalities and meeting assigned deadlines in alignment with the FGE global timeframes, policiesand reporting requirements;
  • Keep the UN Women Country Representative andFGE Regional Specialistupdated on the progress made towards the achievement of results;
  • Ensure continuous field assessment of performance in terms of the relevance of FGE results, sustainability, shared responsibility and accountability, appropriatenessand resource allocation;
  • Immediately flag issues of concern in the implementation of the projects and programmes and interfere in consultation with the FGE Regional Specialist to overcome hurdles and ensure effective and timely implementation;
  • Facilitate and participate, when necessary in national, regional and international FGE and UNW Egypt Office meetings and Workshops;
  • Liaise closely with grantees to effective and efficient implementation of FGE Porgrammes, and schedule periodic site visits and monitoring missions as necessary;
  • Support the exercise of financial reporting and budgeting for FGE projects, ensuring proper oversight and review of submitted financial supporting documents;
  • Flag any financial concerns to the FGE Regional Specialist and lead on audit exercises commissioned by the grantees to monitor their grant;
  • Support the organization of events planned by the Fund for Gender Equality and that of its grantees to fulfil programme implementation.

Reporting and Knowledge Management Services:

  • Support close coordination relevant Egypt CO and the Regional Office programme staff to contribute to continued learning between FGE Egypt programmes and other UN WOMENinitiatives;
  • Similarly, liaise closely with the UN WOMEN Egypt office to identify and provide FGE written contributions and knowledge products;
  • Support the FGE in extracting critical lessons learned and good practices from final evaluation reports for Egypt and as appropriate, including as relates to monitoring and evaluation;
  • Support research on specific topics, when needed, aimed to knowledge sharing;
  • Update and maintain FGE Grantmaking and Knowledge Management Tracking tool with relevant grantee information;
  • Review and approve quarterly financial reports, and liaising with FGE finance specialist at HQ before final approval for grants and subsequent disbursements;
  • Review Grantees progress reports and provide feedback as needed to ensure evidence-based reporting and analysis and capturing of data for Egypt and as advised;
  • Produce Brief Assessment Reports based on the monitoring reports and progress pace of grantees, with general remarks and inputs to be followed. This short reports will be prepared as per UN Women and FGE schedule of reports;
  • Contribute to UNW Egypt Office and the Fund’s regional/country visibility, including but not limited to the preparation of press releases, success stories, and follow-up, as guided, to ensuring appropriate coverage of events;
  • Support theRegional FGE Specialist to identify good practices and select knowledge products, including continuous updates on country and regional Project success stories and lessons learned;
  • Support the writing of substantive reports and written contributions for various purposes, including inputs for donor reports, speeches and newsletters, Grantee Profiles, communication pieces, fund raising efforts and other needs.

Technical Assistance in Programme Development and planning:

  • Support the appropriate landing of FGEthird round of grantee programmes for Egypt, including liaising with Egypt CO and the Regional OfficeFGE, as needed;
  • Ensuring alignment of FGE Egypt programmes to the UN Women Country Office priorities, as well as fostering synergy and coordination with the Country office established and maintained, reflected in alignment of FGE programmes to Egypt CO annual work plan and SNs;
  • Assist the Regional Programme Specialist on FGE related tasks and assignments on country and regional levels, including Technical Assistance in the design of grantees’ Performance Monitoring Frameworks (PMFs) or Logical Frameworks as well Work plans;
  • Provide additional support as requested by the Egypt Country Director to support key M&E functions of the Country Office and / or as required by the FGE Regional Specialist for the Arab States.

Required Skills and Experience

Education:

  • Bachelor degree in Political/Social Science, Statistics, Social & Intl Development and Policy, monitoring and Evaluation or related fields;
  • Post graduate studies in political science or related field is an asset.

Experience:

  • Minimum of 5 years of relevant experience;
  • Relevant experience in socio-economic development project activities, especially on monitoring, reporting and evaluation;
  • Professional experience in addressing initiatives on gender equality and women’s empowerment;
  • Ability to interact with both organizations and general public, good interpersonal skills and organizational proficiency;
  • Experience with UN Agencies will be an advantage;
  • Sound experience in reporting of results;
  • Experience in monitoring and reporting on programmes related to development or/and gender equality is highly desired;
  • Experience in projects and programmes related to women’s economic and/or political empowerment is an asset;
  • Experience in managing budgets and expenditures in order to succesfully monitor financial implementation of programmes is necessary;
  • Experience in evaluations;

Language:

  • Very good communication and drafting skills in English and Arabic;
  • Fluency in both languages (comprehension, written, and spoken) is a requirement.
