Background

UNDP supports the Government of India in its vision to achieve faster, and more inclusive growth. Guided by the Millennium Development Goals and the vision of the Eleventh Five Year Plan, UNDP promotes social, economic and political inclusion for the most disadvantaged.  The UNDP Energy and Environment (E&E) Unit works towards the goal of low-carbon, climate resilient development in India. The E&E unit supports the Indian Government to meet national commitments under the Convention on Biological Diversity, the Convention to Combat Desertification and the UN Framework Convention for Climate Change. The unit builds national capacity for conservation and sustainable use of natural resources, for expanding access to clean energy, for energy efficiency and management of polluting chemicals.

Cross-cutting themes of specific interest are capacity development, inclusion, technical support and South-South cooperation. In the thematic area of ‘Energy and Environment’, UNDP works in close alignment with the National Action Plan for Climate Change on energy efficiency and renewable energy.

On these sub-themes, UNDP works with the national and state governments, with local governments and community institutions and with NGOs and technical support agencies. On renewables, the objective is to expand access to, and provision of renewable energy, for poverty reduction and reducing GHG emissions. A range of technologies is supported, including bioenergy, solar power and thermal applications, small hydropower and related applications. On energy efficiency, UNDP works on specific sectors/technologies with major energy consuming industries and on major uses such as electricity and transportation.

UNDP is assisting Government of India in leveraging GEF funds and implementing “Energy Efficiency improvements in Commercial Buildings” (EECB) project. The Bureau of Energy Efficiency (BEE) is the implementing agency of the project. GEF-UNDP’s intervention aims to address the above barriers and assist the Government to implement and operationalize the Energy Conservation Building Code, ECBC. UNDP requires to hire a consultant to assist in below identified activities/tasks as well as to bring out project publications that the Implementing partner has requested UNDP to support.

Duties and Responsibilities

The Consultant shall coordinate, manage and execute tasks identified for developing project communication package, incentive scheme, coordinate international exposure visit, skill development initiative, etc. The consultant shall work from home.

The details of duties and responsibilities with task break ups and no of estimated days are given below;

Project documentation on energy efficiency in commercial buildings, a project brochure, a book, Audio-visuals” (50 days)

Consultant will:

  • Prepare ToRs/RFPs for producing the above documentation;
  • Support in selection process of consulting firm;
  • Participate in inception and other meetings;
  • Review conceptualization;
  • Review of each milestone outputs;
  • Monitoring & guidance in completing the tasks.

The outputs will be:

  • A brochure will be 4 pager, to be completed by March 2016;
  • A book of 150 pages to be completed by Oct 2016;
  • Audio-visuals will be of 8 min., 2 min., and 30 sec. The duration is from February to October 2016.

Preparation of Newsletter “Energy efficiency improvements in commercial buildings” (50 days)

Consultant will:

  • Design the content;
  • Manage to procure the content, review and revise;
  • Provide inputs to preparation of content including editors note;
  • Manage and liaise for layout, design and print;
  • Manage dispatch;
  • Be responsible to the timely release of each issue.

The outputs will be:

  • Production of Quarterly newsletter [Production and dispatch of 1000 copies hard copies, Uploading it on project website, BEE and UNDP website;
  • Create an e-group and circulate to the soft copy to the members [Get it circulated on UN Solutions Exchange with a short summary].

Web stories (10 days)

Consultant will:

  • Prepare two web stories;
  • Liaise with UNDP communications to finalise them.

Outputs will be:

  • One web story to be launched in April, Second in Oct.

Social media engagement (15 days)

Consultant will:

  • Develop content, contact generation, and blog management or;
  • Facilitate creation of EEB sub-group under the Solution exchange.

Outputs will be:

  • Blog creation with 25 interactions or facilitating creation of EEB sub-group and facilitating at least 15 questions, and 15 information sets.

Facilitate international information exchange (30 days)

Consultant will:

  • Pursue and set up a joint call with UNDP Russia, BEE, Indian Consultants, UNDP India;
  • Ideate and develop collaborative initiative in association with one or many SDAs;
  • Identify suitable Country/countries, institutions, governmental agencies, projects to visit;
  • Plan and propose a draft detailed itinerary for a min. of 10 days visit;
  • Plan and arrange logistical support;
  • Facilitate and manage the international exposure visit with nominated representatives from BEE/UNDP.

Outputs will be:

  • Facilitating interaction with selected ICEEB speakers to explore feasible best practices exchange and adoption, post ICEEB;
  • Facilitating an international training for selected project stakeholders.

Incentivizing 1million m2 of commercial buildings to comply to ECBC (10 days)

Consultant will:

  • Provide inputs to devise an incentive scheme for providing financial incentive to the buildings that comply ECBC the project;
  • Develop ToR/RFP to choose agencies as energy counsellors to provide technical assistance;
  • Support selecting the agencies.

Outputs will be:

  • Develop steps to release financial incentive for compliance to ECBC;
  • ToRs developed and 5 to 6 energy counsellors selected and support selection.

Facilitate Energy efficiency inclusion in academic/ technical education (15 days)

Consultant will:

  • Review sample curriculum to analyse what is included and what is not relating to building energy;
  • Plan and arrange a Workshop with VCs/Deans/Principals/Profs to discuss modalities, course curriculum, etc.;
  • Develop agenda, background note, identify institutions/invitees,  and send invitations;
  • Manage the workshop and prepare proceedings presenting the discussions and the way forward.

Outputs will be:

  • Prepare background material on existing curriculam on building energy efficiency [10 to 15 pages];
  • Facilitate a workshop for academicians and concerned in skill development;
  • Completion of proceedings and way forward.

Other relevant support (20 days)

  • Inputs to monthly, quarterly progress, etc.;
  • Inputs to finalise annual report;
  • Preparation of ToRs for consultants for terminal evaluation.

Required Skills and Experience

Educational Qualifications:

Essential:

  • Post graduate degree in Sciences or Engineering with Communication and documentation certification/degree such as PG Diploma, Communication, project management, etc.

Desirable:

  • PhD or equivalent.

Experience:

Essential:

  • Minimum 10 years of relevant professional experience in the field of energy, energy efficiency, renewable energy and energy policy;
  • At least 2 years of this should be in building energy;
  • Experience in the usage of computers and office software packages (MS Word, Excel etc.).

Desirable:

  • Consultant should have experience in implementing, facilitating implementation of building energy;
  • Previous work experience with UN, International Agencies is an advantage;
  • Have excellent documentation skills in English with at-least 3 reports documented and published.

Language:

  • Fluent in English.

Documents to be submitted by Consultants:  

  • Updated CV with contact details of 3 references;
  • Financial Proposal indicating all-inclusive per day consultancy rate. Prior approved travel expenses, if any, will be reimbursed as per actuals in line with UNDP rules.

Evaluation Criteria:
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as response and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%.
Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the financial evaluation.

Criteria for Technical Evaluation:

  • Qualification - 20 marks;
  • Relevant Work Experience in the field of energy and in building energy - 30 marks;
  • Experience of working in UNDP or other international organization projects - 20 marks.

Payment Schedule:

Payment will be made on monthly basis for the number of day worked on submission of progress report duly approved by Supervisor.

  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
