Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Caribbean Court of Justice (CCJ) – Government of Canada/Department of Foreign Affairs, Trade and Development (DFATD) supported Judicial Reform and Institutional Strengthening (JURIST) Programme seeks to improve court administration and the administration of justice by strengthening the ability of the courts and the judiciary to resolve cases effectively and fairly in the Caribbean region. Further, the CCJ and Government of Canada are seeking to integrate key gender equality principles in the implementation of the JURIST Project.

To this end, under this programme, CCJ and UN Women have entered into a partnership to support improved, gender-responsive court administration and justice. Phase I of this partnership will focus primarily on supporting the integration of gender equality principles into the CCJ’s JURIST programme  and build capacity of judges, court administrators and court personnel at the national level and within the CCJ to deliver services in a gender sensitive and responsive way. The CCJ JURIST programme is being piloted in seven (7) countries in the Caribbean.

The post has an impact on the overall implementation of UN Women’s access to justice interventions and activities, including support to the CCJ JURIST Project, all of which impact in turn on the overall effectiveness of UN Women’s programme in the Caribbean. By helping ensure effective design, planning, implementation, and M&E of access to justice, and building networks and helping mobilize resources for this area, the incumbent enhances the organization’s capacity and credibility in implementation of highly effective programmes with strong impact.

Duties and Responsibilities

  • Housed in the Project Team of the CCJ’s JURIST Programme (Port of Spain, Trinidad and Tobago), under the overall supervision of the UN Women Representative – MCO Caribbean, and day to day with the Deputy Representative,  and in close consultation with the Project Team of the CCJ’s JURIST Programme, the Gender Coordinator will be responsible for delivery of the following functions:

Support the coordination of the implementation of the UN Women/CCJ partnership agreement under the JURIST Programme

  • Support and monitor the implementation of the gender-related components of the JURIST programme;
  • Support the coordinated development of gender responsive and gender sensitive strategies on access to justice for both the CCJ’s JURIST Programme and UN Women’s broader work on access to justice in the Caribbean;
  • Facilitate effective and regular two-way information exchange among the CCJ and UN Women, so as to ensure strong coordination with UN Women’s broader area of work as it relates to access to justice;
  • Facilitate the coordinated provision of technical support to CCJ in the area of gender equality and women’s human rights, and relating to international and regional norms and standards in this regards;
  • Act as information focal point for CCJ as well as all national and international partners on the gender components of the JURIST Programme;
  • Provide technical support and/or identification of national/international experts to the CCJ in the area of gender equality and women’s human rights; and
  • Support the compilation of progress reports in coordination with CCJ on the implementation of the JURIST project, as per the schedule agreed to with CCJ and within cost-share agreements.

Provision of gender expertise and support to the Caribbean Court of Justice, national partners and UN Women implementing gender-responsive access to justice programming

  • Provide thorough analysis and research on access to justice and the gender responsive administration of justice in the Caribbean;
  • Support all programme monitoring, under the duration of the UN Women/CCJ JURIST Project partnership;
  • Support UN Women, CCJ and the UN in consulting with other organisations to determine on-going interventions targeting access to justice and rule of law reform which require strengthened focus on gender equality, so as to ensure the UN’s work compliments on-going investments and strategies; and
  • Support review and analysis of the programme environment, timely readjustment of programme interventions, after consultation with the CCJ and UN Women.

Partnership development, planning and coordination related to integration of gender equality into the CCJ’s JURIST Programme and UN Women’s overall programming on Access to Justice in the Caribbean;

  • Support UN Women and CCJ in strengthening and building partnerships with government,  non-governmental and international organisations in support of the JURIST Project’s implementation;
  • Ensure sharing of information, tools and best practices with national and international partners working in support of gender responsive access to justice; supporting citizen security; and supporting rule of law reform;
  • Support and contribute to the implementation of UN Women resources mobilization strategies towards the Agency’s broader work on Access to Justice in the Caribbean; and
  • Prepare analytical and regular progress reports on UN Women´s programme experiences in support of access to justice.

Advocacy support and Knowledge building and management

  • Support the coordination of joint advocacy and joint activities with CCJ and other partners;
  • Support the establishment of advocacy networks at national and regional levels and linkages to international networks related to the sectorial/thematic areas assigned;
  • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners;
  • Support the development of strengthened knowledge on access to justice in the Caribbean;
  • Identify and synthesis best practices and lessons learnt directly linked to the JURIST project and general policy goals in the area of access to justice; and
  • Proactively contribute to knowledge networks and communities of practice in the region.

Required Skills and Experience

Education:

  • An undergraduate or post graduate degree in International Development, Gender, Human Rights, Public Administration or other related Social Sciences is essential.
  • A law degree is a strong asset.

Experience:

  • Minimum 3 years relevant experience at the national or international level working with development projects providing hands-on experience in design, planning, implementation, monitoring and evaluation of development projects; and supporting relationships among international organization and national governments, in the field of human rights and access to justice;
  • Ability to facilitate formulation, implementation, monitoring and evaluation of development programmes and projects, particularly with experience in ending violence against women;
  • Relevant experience in coordination the work of multi bodies/organisations and in team building, fostering collegial and open work environment;
  • Gender and Development experience in the areas of ending violence against women and girls considered a strong asset;
  • Prior experience in the UN System and the Region will be an asset. 

Languages:

  • Excellent written and spoken English.
  • Working ability in another UN language is an asset.

Duty Station:

  • The position will be based in Trinidad and Tobago.
