Background

This project aims to strengthen the Philippines’ Bureau of the Treasury’s  (BTr) ability to perform its debt management functions.  The project takes a holistic approach to strengthening the Bureau by addressing both the overarching organizational issues as well as the key operational tasks that impact its debt operations.  It will strengthen the operational, strategic and managerial functions, including its medium-term debt strategy and its risk management framework, its information technology structure and its linkages with the broader Government Integrated Financial Management System, its human resources capacity, and its operational functions of recording and reporting on the debt of the Government.

The National Project Officer will be responsible for facilitating the overall successful delivery of BTr-UNCTAD project "Strengthening debt management (and ancillary services) at the Bureau of the Treasury" (PHI 0T ABK), in all of its phases: planning, execution, monitoring/controlling and closing.  He/she will also be responsible for facilitating all administration related to recruitment, procurement and travel in close collaboration with UNCTAD's Project Manager, based in Geneva, Switzerland.   With the support of BTr management, he/she will be responsible for managing the Project Support Office in the BTr.  This will include developing and maintaining the appropriate project environment in order to support implementation of the overall project, and each of its sub-projects.  

The NPO will carry out his/her duties under the general direction of the Chief, DMFAS, Programme and in coordination with the Treasurer of the Philippines. He/she will be under the direct supervision of UNCTAD Project manager assigned to the project.

Duties and Responsibilities

Project Support Office

  • Maintaining the project support office environment: With the support and facilities provided by the Bureau of Treasury, uphold a conducive working environment that allows project teams and consultants to work closely and efficiently to deliver project outcomes and outputs;
  • Managing the provision of project services (advice, guidance, training, facilitation, support) to sub-project delivery teams throughout the lifecycle of the overall project, facilitate the adoption of a common project management approach and methodology, based on best and approved practices; 
  • Providing an information and administrative hub to the project through the centralized management of project documentation, communications, schedule tracking, procurement, recruitment, travel, training events organization as well as financial reporting; 
  • Organizing and facilitating regular project planning and progress meetings, including meetings’ minutes;
  • Facilitating other project meetings, as appropriate;
  • Supporting internal and external project's audits and evaluation;
  • Supervising administrative assistance support provided to the project in BTr.

Planning and technical support

  • Supporting the Government's sub-project teams by facilitating the phased elaboration of comprehensive plans that clearly define each sub-project’s deliverables, work programs, schedule, detailed budget forecasts, procurement packages, risks, and quality requirements;  
  • Supporting the Government's project teams in the day-to-day implementation of project activities, in conformity with agreed project planning, and in accordance with the relevant UNCTAD and government procedures;
  • Supporting the progressive elaboration, monitoring and evaluation of outputs resulting from any changing requirements within the project, and incorporate approved changes into overall project framework.

Reporting and Communications

  • Assisting the UNCTAD Project Manager in preparing project status reports and project change requests for the project's Steering Committee's consideration, in close collaboration with the Sub-Project's Coordinators;
  • Preparing, organizing and attending  meetings of the Project's Steering Committee (PSC), intervening as required, and organizing meeting minutes;
  • Ensuring project visibility through various PR actions, and through effective communication and relationship building.

Financial

  • In relation to local project expenditures, monitoring local project budget and financial expenditures and their conformity to the work-plan;
  •  Processing payments and advance requests relating to the local budget and preparing project budget revisions;
  • Liaising with UNDP Office on financial and administrative matters in relation to the local budget, and ensuring that all administrative and financial transactions are properly carried out according to the requirements of UNDP and UNCTAD;
  • Producing financial reports on the project's local budget and submitting to UNCTAD Headquarters quarterly;
  • Communicating with the HQ on the financial issues relating to the local budget, including budget revision and new developments at the national level.

Other

  • Facilitating cooperation and synergy with other relevant programs, projects and activities within BTr in order to maximize benefits and avoid duplication, in coordination with the Chief Technical Advisor;
  • Other functions, as assigned.

Competencies

  • Knowledge of supporting different types of training activities, including of organizing workshops, seminars and retreats, on-the job training, regional and international activities;
  • Knowledge of the UN system and familiarity with the UNDP procedures;
  • Proven achievements in management of a project office;
  • Respect for diversity and ability to work effectively with people from all backgrounds, including cultural, gender, religion, race, nationality and age;

Required Skills and Experience

Education: 

  • Advanced Degree (Master) or equivalent in Business Administration, Public Administration, Economics,  Social Sciences, or related field;
  • Bachelor’s Degree or equivalent in Business Administration, Public Administration, Economics,  Social Sciences, or related field.

Experience:

  • With Advanced Degree (Master), at least seven (7) years progressively responsible professional work experience in project administration, monitoring and evaluation;
  • Of which a minimum of four (4) years experience in managing a project office in complex environments;
  • With Bachelor’s degree, at least nine (9) years progressively responsible professional work experience in project administration, monitoring and evaluation;
  • Of which a minimum of six (6) years experience in managing a project office in complex environments.

Language requirements:

  • Fluency in the English and national language.
