Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDDI/KNDP) project, UNDP and GSSCPD attempt to support public entities to increase technical expertise and institutional capacities for strategic planning and implementation of Kuwait National Development Plan.

Within this context, the GSSCPD and UNDP aim to enhance the capacity of The Central Agency for Remedying Illegal Residents’ Status (CARIRS) which is known as ‘the illegal residents Committee’, the administrative body responsible for reviewing illegal residents claims to nationality which was established In (2010) by Decree No. (467 for the year 2010)

CARIRS’ mandate is to address the situation of the illegal residents group through cooperation with various state agencies and dealing with the issue of illegal residents on humanitarian grounds, when the Kuwaiti Council of Ministers issued on (March 6, 2011 ) Resolution No. ( 409/2011 ) which aims to execute CARIRS’ mandate, through providing benefits, services and facilities in the humanities and social and civic areas of illegal residents.

As for those who want to fix the conditions from the class of illegal residents and show the original passports, CARIRS’ grants these individuals a number of special privileges, including access to free instant stay for the whole family for a period of five years in accordance with Article (24) (if the resident acts as their own sponsor), subject to renewal. Moreover they are also given some services for a period of five years giving them the right to education and free treatment as well as other privileges such as access to a residential card and priority in employment after Kuwaiti nationals in the government sector as well as exempting them from the terms of obtaining a driver’s license and vehicle registration.

The GSSCPD and UNDP are seeking to recruit an Information technology (IT) specialist, to ensure efficient and effective use of the information systems implemented in CARIRS, which is considered a highly confidential database to improve and enhance the structure of IT systems.

Under the direct supervision of the Chief Executive Officer in cooperation with the IT Department of CARIRS and with close coordination with the Project Manager of the GSSCPD, the IT Specialist will develop and enhance a fully automated system that will enable its users to maintain electronic records of data that is integrated with a GIS component in line with CARIRS’ strategic goals.

Duties and Responsibilities

The tasks carried out are highly dependent on the nature of the project, they include but are not limited to:

  • Conducting an assessment on the current state of IT operations;
  • Collecting data and facts relevant to the IT Specialist’s frame of work in order to develop a fully functioning system, and enhance the existing systems that are able to serve the needs of the different departments within CARIRS;
  • Evaluating existing hardware and networks and their compatibility with newly developed and under development software, and adjusting accordingly;
  • Preparing a feasibility study which outlines and analyzes the current IT framework taking into consideration the needs that have surfaced and newly defined requirements in a fully integrated and developed manner;
  • Creating integration and migration database plans based on the feasibility study;
  • Translating business requirements into technical development solutions;
  • Assigning priorities to the different needs and requirements of several IT projects;
  • Assembling a digital strategy that includes all IT project management components within it;
  • Implementing the newly developed IT solutions using the programming language of CARIRS;
  • Preparing technical, system administrative and user manuals;
  • Hosting training sessions at a technical level and a user level;
  • Applying IT project management, resource mobilization and basic budgetary concepts;
  • Determining a proper time-frame and schedule for all stages of the project, whilst maintaining budgetary constraints in mind;
  • Providing technical advice on IT-related procurement.

Required Skills and Experience

Education:

  • Masters in Information Systems, Technology, Computer Science or relevant;
  • PMP, ITIL is preferable.

Experience:

  • 15 years experience in information systems development including ERP, analyzing information, staffing, problem solving, data center management and budgets development;
  • Of which at least 5 years experience in IT project management, strategic planning, quality management and technical management;
  • Good experience in GIS;
  • Work experience in identifying and mitigating risks in project including development of risk mitigation plans;
  • Experience in Application upgrade and database migration, integration and transformation.
  • Experience in working with government institutions in GCC countries/Arab region and UN, is an added advantage;

Language

  • Fluency in Arabic and English is a must.
