Background

The Volunteer Knowledge and Innovation Section (VKIS) is responsible for advancing the understanding of the value, and strengthen the contribution, of volunteerism to sustainable development as well as to enhance UNV’s proactive capacity to mainstream volunteerism into peace and development initiatives through:

  • Strengthening the knowledge base on volunteerism through deepening research, measurement and convening volunteer involving organizations (VIOs) and civil society organizations (CSOs), as a means to convert this knowledge into policy and practice thereby contribution to an enabling environment for volunteerism;
  • Leading and promoting the production of the State of the World’s Volunteerism Report as a flagship report for showcasing the contribution of volunteerism to peace and development;
  • Building the capacity of UN Volunteers and UNV personnel to optimize the impact of volunteers and volunteerism;
  • Fostering innovation in UNV’s contribution to volunteerism, drawing upon good practices and concrete results achieved in the field and stimulating ideas for new approaches to volunteerism emerging from within and beyond UNV;
  • Positioning volunteerism as a credible solution for the Sustainable Development Goals (SDGs).

Reporting to the Chief, Volunteer Knowledge and Innovation Section (VKIS), and functionally accountable to the Chief of Human Resources Section (HRS) on UNV Personnel, the Team Leader, Capacity Development and Learning manages the development and delivery of UNV capacity development and learning for UN Volunteers and UNV personnel. S/he is responsible for developing and supporting strategies and programmes that address the overall capacity needs of the UNV Programme in terms of volunteerism and development, and helps enhance the skills and personal and professional development of UN Volunteers and UNV personnel.  He/she is responsible for the development and implementation of an organizational learning strategy within the context of the UNV strategic framework, UN Volunteers capacity development and learning strategy and UNV Human Resources strategy.

Duties and Responsibilities

Lead  the design and development of UNV capacity development and learning for UN Volunteers and UNV personnel

  • Lead the development  of UNV capacity development and learning strategies for UN Volunteers and  for UNV Personnel;
  • Lead the assessment and analysis of development and learning needs across the organization including for UN Volunteers, using corporate priorities and organizational performance objectives to maximize the impact of UN Volunteers for sustainable development, and for managing talent;
  • Identify key areas r development and learning of distinct groups of UN Volunteers and for UNV personnel, within the context of volunteerism, and in collaboration with all UNV sections/units in HQs and in the field;
  • Strengthen the linkage between required skills/competencies and learning activities for UN Volunteers as well  as for UNV personnel, Oversee the design and continuous improvement of UNV’s Induction and Orientation Programmes for UN Volunteers and for newly hired headquarter and field personnel;
  • Establish and maintain UNV learning policies and procedures to support learning and development activities, applying instructional design best practices and formulating and testing new and innovative approaches, processes and techniques, to include blended, on-line programmes as well as  coaching/mentoring;
  • Build and maintain consistent overview of relevant external learning and training offers and potential collaborating partners.

Manage the implementation of UNV capacity development, learning and knowledge sharing for UN Volunteers and UNV personnel

  • Lead and manage  the implementation e of UNV capacity development and l learning strategies for UN Volunteers and UNV personnel  and provide regular reports to UNV management;
  • Oversee the delivery of customized learning programmes for UN Volunteers and UNV personnel, based on the respective learning strategies, corporate priorities  and UNV Strategic Framework;
  • Oversee the design and development of training guides and material, including web-based modules, to meet the changing organizational objectives and learning needs of UN Volunteers and UNV  personnel ;
  • Lead the preparation of  annual training plans, and coordinate learning activities within UNV to meet the organizational needs and priorities;
  •  Provide advice on  learning and training opportunities that would contribute to  personal and professional development of UN Volunteers and UNV personnel as well as enhance organizational performance;
  • Support evaluation of the effectiveness of learning and training programmes for UN Volunteers and UNV Personnel;
  • Promote knowledge sharing on new approaches, thinking and techniques to learning across UNV.

Support UNV personnel career development and performance management

  • Provide support to career and personnel development mechanisms, and to the performance appraisal and development system;
  • Guide the development of new approaches on professional and personal development  of UNV personnel, and/or modify of existing ones, based on best practices;
  • Coordinate career development related initiatives such as competency development and succession planning;
  • Build external and internal partnerships and keep abreast of new developments, approaches and best practices in and outside the UN system in the areas of learning, career development and performance management;
  • Liaise with appropriate partners and institutions and contribute to the development of inter-agency learning initiatives.

Management

  • Manage the Field Unit Capacity Development and Learning Facility and UN Volunteers Learning Funds, ensuring  accurate planning, tracking, monitoring and reporting of expenditures, as per UNV delegation of authorities, responsibilities and accountabilities;
  • Manage the staff of the team including supervision, performance  assessment and capacity development;
  • Establish and monitor implementation of annual work plan for the Capacity Development and Learning team;
  • Create a motivating, supportive, collaborative and positive working environment;
  • Acquire and manage the services needed to implement projects satisfactorily.

Required Skills and Experience

Education:

  • Master’s degree in education, human resources management or other related discipline with a direct relationship to instructional design, adult learning and human resources development.

Experience:

  • At least 7 years of responsible experience in human resources management related to learning, capacity development, and talent management in either public or private sector or international organizations;
  • Extensive experience in project management and managing teams is required.

Language:

  • Fluency in English;
  • Working knowledge of a second UN language is an asset.
