Background

The overall objective of the project “Building national and local capacity for the treatment of healthcare waste in countries impacted by the Ebola epidemic” is to support Governments of Ebola epidemic affected countries in improving their capacity to manage and treat healthcare waste resulting from the care for Ebola infected patients, using environmentally safe solutions. A major component of the project will deal with reducing the likelihood of Ebola Virus Disease (EVD) transmission by improving the capacity of countries and healthcare facilities to manage and treat Ebola infected waste, through the use of autoclave technology. The project is also expected to provide sustainable long-term ability for these countries’ health sectors to implement healthcare waste treatment strategies for key health programmes.

In order to support UNDP’s work on this project, a technical consultant with knowledge of the technical aspects of the project and with experience working in developing countries is being sought.

Duties and Responsibilities

Under the direct supervision of the Director of UNDP’s Montreal Protocol Unit/Chemicals and in collaboration with the Country Offices, the consultant will perform the following tasks:

  • Upon request, provide technical support on any aspect of the activities taken place in Sierra Leone and Liberia, such as determination of type of equipment required to meet beneficiaries needs, support in waste treatment operations, in Infection control, providing technical comments on guidelines on HCWM, etc…;
  • Provide technical guidance to the MPU-Chemicals team and to COs upon request in the area of medical waste , such as drafting equipment specifications, providing support in the bid review process, etc;
  • Any other project activities that may be required.

Duration:

  • The contract will enter into effect upon signature of both parties and is expected to last through 31 July 2016, with a maximum of 34 working days.

Travel:

  • One 5 days mission to Sierra Leone;
  • Two 5 days mission  or one 10 days to Liberia;
  • The Advanced and Basic Security in the Field II courses must be successfully completed prior to commencement of travel;
  • Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director;
  • Consultants are also required to comply with the UN security directives; 
  • Consultants are responsible for obtaining any visas needed in connection with travel with the necessary support from UNDP;
  • The consultant will be responsible for making his/her own mission travel arrangements in line with UNDP travel policies.
  • All costs for mission travel (round trip economy fare ticket, terminals, etc.) should be included in the financial proposal.

Fees:

  • The consultant will receive payment based on his/her all inclusive daily rate. Travel cost must be quoted separately.

Required Skills and Experience

Education

  • Advance university degree in engineering, public health, or health sciences (PhD or MD desirable).

Experience:

  • At least 15 years of international experience in the area of Medical Waste Management , specifically in medical waste treatment plant operations in combination with experience in Infection Control, Clinical Microbiology and Biosafety;
  • Experience in the application and use of healthcare waste treatment autoclaves, particularly in the context of UN projects and in developing countries, preferably in Africa;
  • Familiarity with the Stockholm and Basel Conventions;
  • Substantial, relevant and practical working experience in developing countries in the design, implementation and monitoring of healthcare (waste) projects;
  • Experience in working with National Ministries of Health as well as national health partners in developing/reviewing health (waste management) related national policies, plans, strategies and treatment standards;
  • Familiarity with the goals and procedures of international organizations, in particular those of UNDP and its partners in this field of work (such as WHO, UNICEF, MSF, etc…) is desirable.

Language:

  • Fluent in English.

Evaluation Method:

  • A Best value for Money approach will be used in the evaluation of the applicants, and will lead to a combined score for technical capabilities and the financial offer;
  • Combined weighted scoring: Technical (70%); Financial (30%) ;
  • Candidates with less than 49 points after Technical evaluation will not be considered.
