Background

The main objective of the Promoting Sustainable Employments (PSE) project is to support national institutions to better plan, implement and monitor active labour market measures (ALMMs). More specifically, UNDP supports the implementation of the Operational Plan on ALMMs, in areas of Self-employment; Support the growth of Micro and Small Enterprises (MSEs) for new jobs creation; Training in skills demanded at the labour market and Community Works/services. As of July 2015, the Government in partnership with UNDP has started with implementation of the self-employment measure for people with disability. The Programme covers a range of activities aimed to better and more effectively support those that have an entrepreneurial skills and are willing to start-up their own small business.
The employment programme provides support in raising awareness of the benefits and opportunities and motivating the unemployed to take part in active labour market measures offered by the Government. It has a complex communication strategy in order to ensure that all interested candidates are well- informed about the available employment measures for which implementation UNDP is one of the responsible partners. It aims at increasing the awareness on potential employment opportunities and presenting the benefits that these measures offer.
The programme is implemented in close collaboration with the Ministry of Labour and Social Policy (MLSP), Employment Service Agency (ESA) and Agency for Promotion of Entrepreneurship (APE).

Under guidance and direct supervision of the Project Manager, the IT Support Officer will act in accordance with the stipulated tasks and duties as stated below.

Duties and Responsibilities

Summary of Key Functions:

The incumbent’s duties are outlined below and will be fulfilled in line with prevailing UNDP rules and procedures as well as with due respect given to the UNDP internal control framework:

  1.  Coordinate the development of an integrated data management system that will enable streamlined collection and processing of received data from several institutions
  2.  Coordinate the process of development and maintenance of the Data Base (DB) to ensure regular and timely reporting
  3.  Administration of the Project WEB site and mobile applications
  4.  Leadership and technical guidance, including initiating innovative solutions
  5.  Project related IT support

Specific tasks and responsibilities:

1. Coordinate the development of an integrated data management system that will enable streamlined collection and processing of received data from several institutions

  •  Ensure consistency of data received from ESA, APE and Central Register and other Project Partners;
  •  Lead and monitor implementation of different segments of the integrated data management system, foreseen under the employment programme. The System is envisaged to ease the collection of different type of data coming from different national institutions, aiming to provide on-line presentation of project results and related details to the project partners (MTSP, ESA, APE, MES);
  • Liaise regularly with the ESA and APE IT and Analytical Unit according the needs and requirements.

2. Coordinate the process of development and maintenance of the Data Base (DB) to ensure regular and timely reporting

  •  Provide IT related support to internal and external partners in collecting and processing data in all phases of the project cycle;
  •  Coordinate and engage external companies if required to review, adapt and implement a DB model to provide real time overview of the status of planned activities and achieved progress, which would complement the information from the corporate financial management system.

3. Administration of the Project WEB site and mobile applications

  •  Provide support in administration of the project web site and mobile application;
  •  Review, propose adaptations and administer WEB oriented solutions;
  •  Propose different modules for collection and dissemination of information related to the employment measures;
  •  Together with the Communication specialist propose web solutions for better presentation of project results;
  •  Work together with national partners on designing of mobile applications for supporting the implementation of active employment measures implemented by UNDP.

4. Leadership and technical guidance, including initiating innovative solutions

  •  Propose new and innovative tools for collection as well as dissemination of data and project results based on the DB and Web site input data;
  •  Initiating and managing implementation of different segments (applications) that could internally automate certain processes and enable better and faster completion of some project tasks (to be used by the project team).

5. Project IT related support

  •  Meet the project needs in day to day use of office computer and communication network, SE DB functions and related software tools;
  •  Participate in project-level technical committees and working groups;
  •  Liaise with UNDP CO on the Project Team on  IT infrastructure related issues.

PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS:

   The incumbent performance will be measure based on the following indicators of success:

Required Skills and Experience

Education:

  •  University Degree in Information Technology, Computer Science, or Software Engineer
  •  Master degree in IT related field is a strong asset.

Professional experience:

  •  Minimum of 2 years relevant professional experience
  •  Knowledge in advanced technologies in development/usage/administration of databases will be an asset
  •  Experience in using friendly report generator and of WEB Page design and development
  •  Knowledge in data modeling and data flow analysis for information systems
  •  Experience in design, development and implementation of other software applications including mobile applications, monitoring/administering tools and e-services will be an asset;

Language Requirements:

  • Language proficiency in both written and oral English and Macedonian.  Knowledge of other local languages shall be considered an asset.
