Background

The main sectoral policy in relation to the environment and climate change in Kosovo  is the Law on Environmental Protection (Law No. 03/L-025) which was adopted in February 2009. The purpose of this law is “to promote the establishment of a healthy environment for population of Kosovo by bringing gradually the standards for environment of European Union.” The law defines basic terminology, principles and instruments for environmental protection and sets out relevant documents and responsible parties for actions. Relevant strategic documents in Kosovo in the area of environmental protection include: the Environmental Strategy for Kosovo (2010-2015), Kosovo Environmental Strategy and the National Environmental Action Plan (2011- 2015), the Strategy for Air Quality (2013 - 2022), and the Climate Change Framework Strategy_CCFS (2014 - 2024). In addition, the Kosovo Disaster Risk Reduction Strategy is being finalized with the support of UNDP.

The Climate Change Framework Strategy, was developed with a strong gender component. It aims to reduce inequalities within society and has a focus on marginalised groups, including women. Kosovo’s law on gender equality, Law No.2004/2, establishes gender equality as “a fundamental value for the democratic development of the Kosovo society.” The project adheres to and promotes this law by aiming for equal gender participation and gender-responsive policy outputs.

On the regional level, Kosovo is a contracting party to the Energy Community and has a responsibility to meet the requirements under the Energy Community Treaty. The treaty requires contracting parties to implement various EU energy laws and develop an adequate regulatory framework. It also sets out targets for the share of renewable energies. As Kosovo is a candidate for EU membership, various EU standards on the environment are also guiding principles for Kosovo.

At the international level, the United Nations Framework Convention on Climate Change (UNFCCC) is the most relevant guideline. Although Kosovo is not yet a party to UNFCCC, it’s Ministry of Environment and Spatial Planning (MESP) has adopted the Climate Change Framework Strategy (CCFS) for Kosovo and established a Climate Change Committee in order to fulfil its future obligations under the UNFCCC and as a member of EU.  The strategy is comprised of a low emissions development strategy and an adaptation strategy, and its implementation has started, with its action plan being drafted.   This project will support the development of the Climate Change Strategy Action Plan, and a monitoring plan for its implementation, thereby enabling the effective realization of the Strategy.

The main projects beneficiaries are MESP, the Ministry of Agriculture, Forestry and Rural Development, the Ministry of Economic Development, the Ministry for European Integration and the Climate Change Committee will be the main beneficiaries of the project, together with relevant Civil Society Organizations (CSOs) and the private sector.  MESP is the owner of the project results and, as such, it shall ensure effective coordination among involved ministries and agencies, proactive participation of relevant staff in every phase of the project, and access to data and information for project implementation.

Objectives of Assignment

The objective of the assignment is, through provision of international expertise, to support development of capacities of the key actors in relevant central institutions to develop and monitor the implementation of the Climate Change Action Plan.

Duties and Responsibilities

The expert will be guided by and report directly to  the Project Manager and Portfolio Manager for Environment, Energy and Disaster Risk Reduction in UNDP Kosovo and works in coordination with MESP.

The expert will ensure provision of adequate training that contributes to capacities of targeted officials in relevant institutions who are responsible for development of the Action Plan for CCFS, development of its monitoring plan with an appropriate set of indicators and for development of adequate progress monitoring mechanisms. Moreover, he/she will provide expert’s advice and assistance to relevant stakeholders on doing analyses of obstacles to monitoring and their possible countermeasures, support the analyses of Kosovo’s legal framework and development of the updated report,  , provides on-the-job training for MESP staff to conduct similar analyses in the future, as well as provide a detail plan for the study visit for Climate Change Committee, to learn best practices from successfully operational Climate Change Committees (or similar mechanism) in EU.

This international consultant will:

  • Train officials for environmental and water protection, Ministry of Environment and Spatial Planning and the Kosovo Climate Change Committee (its Technical Secretariat) on developing and finalising the Action Plan including its monitoring plan with appropriate set of indicators and designing proper mechanism to monitor progress, in participatory and gender balanced manner.
  • Provide assistance on analysis of obstacles to monitoring, current gaps and possible measures to overcome these obstacles.
  • Provide on-the-job training, with equal participation across genders, for analyzing the legal framework on climate change issues and developing appropriate policy measures.
  • Conduct analysis and develop a report of the Kosovo’s legal framework in the climate sector vis-à-vis the requirements of the EU Climate legislation.

  • 4 Trainings/workshops with MESP staff on developing the Action Plan.

Presentation of Offer

The following documents need to be submitted:

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • Financial Proposal that indicates the all-inclusive fixed total contract price, as per template provided. The lump sum amount is all-inclusive; and the contract price is fixed regardless of changes in the cost components.

If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Payment on is made on upon confirmation of deliverables by the Programme Analyst UNDP Kosovo.

  • 50% upon delivering: Draft Action Plan with Draft Monitoring Plan and Analysis Report Obstacles to monitor;.
  • 50% upon delivering: On-the-job training Analysis Report of the Kosovo’s legal framework.

Criteria for Selection of the Best Offer

Required Skills and Experience

Education:

  • Master’s degree or equivalent in climate change, social, environment science or a closely related field.

Work Experience:

  • Minimum 7 years of professional experience, preferably in climate change and environment/or other related subjects; experience on drafting the action plans, indicators and monitoring plans;
  • Knowledge in environmental institution-building;
  • Knowledge of issues related to climate change;
  • Experience in the policy development process associated with climate change issues;
  • Knowledge in EU enlargement processes in Central and Eastern Europe;
  • Minimum 3 years of professional experience in Kosovo;
  • General experience in providing training sessions;

Language requirements:

  • Fluency in English;
