Background

The objective of the UNDP/GEF full-sized project Improving Energy Efficiency in the Residential Buildings Sector of Turkmenistan is to reduce greenhouse gas emissions by improving energy management and reducing energy consumption in the residential sector in Turkmenistan.

The project has been designed to:

  • Strengthen building codes and associated normative documents on energy efficiency in buildings;
  • Identify end-use energy savings in existing housing stock and implement investments to reduce end-use energy consumption;
  • Introduce and demonstrate best practices in energy-efficient building design, construction, and renovation to major housing designers and developers;
  • Replicate these measures through protocols for energy-saving measures in prototype buildings and through mainstreaming EE issues into state construction and housing policies and programs.

At present, neither new construction nor refurbishment projects consider the energy performance of the buildings involved. The buildings being constructed and refurbished now without any attention to energy efficiency are effectively “locking in” patterns of energy consumption – and associated greenhouse gas emissions - for the next several decades at needlessly high levels.  Even before the construction boom, emissions in the residential sector totaled more than 3 million tons of CO2, or nearly 10% of total CO2 emissions from fuel combustion. Now, these emissions play an increasing role in the overall share of greenhouse gas emissions in Turkmenistan, and the residential sector is the third largest source of emissions in the country. Without intervention, these emissions will continue to grow unchecked.

Duties and Responsibilities

The International Chief Technical Advisor (ICTA) will provide regular oversight and strategic advice on project planning and implementation across all project components.  The ICTA will also provide technical support with regard to specific research and activities, and will support the Project Manager in ensuring the timely output of high-quality reports, publications, and other communication from the project, including those associated with the completion and final evaluation of the project.

Functions

The ICTA will be tasked with the following duties and responsibilities:

Review, written commentary, and approval of key documents generated by the project, including the following:

  • Draft and final versions of National Action Plan on energy efficiency in buildings;
  • Project Implementation Review (to be completed around August 2016, for the year ending June 30, 2017);
  • Final report on monitoring of energy savings in 6 pilot buildings – 3 new construction and 3 retrofits;
  • All deliverables of other International Consultants of the project;
  • Publicity materials about project activities and accomplishments;
  • Other materials as needed.

Editing of all English-language materials generated by the project (translations to be done separately by hired translators, with some translation directly by ICTA, by mutual agreement).

Preparation of a final report in English on project accomplishments and lessons learned (approximately 20-25 pages).

Regular support of the Project Manager in project oversight, resolution of emergent issues, and justification of key project decisions and strategy.

Develop behaviour change program to promote the need for energy efficiecy fordifferent groups (Government, residents of typical houses and residents of „eleite“ houses) in Turkmenistan.

Two missions to Ashgabat:

  • Around November 2016, focusing on preparation of the 2017 Annual Work Plan;
  • Around May 2017, focusing on the final evaluation and closing conference of the project.

Outputs

Written commentary and final versions of key documents:

  • Written commentary on draft, then final version in Russian and English of National Action Plan on energy efficiency in buildings;
  • Final version of Project Implementation Review;
  • Written commentary on draft, then final report on monitoring of energy savings in 6 pilot buildings;
  • Written commentary on deliverables of other International Consultants of the project (all reviewed documents to be listed under Output 2 below);
  • Written commentary on publicity materials about project activities and accomplishments (all reviewed documents to be listed under Output 2 below).

List of all materials reviewed and edited by the ICTA, including list of documents for which ICTA did the majority of the translation work (to be combined with biannual reports – see output 4 below):

  • First list of materials (covering January-June 2016);
  • Second list of materials (covering July-December 2016);
  • Third list of materials (covering January-May 2017).

Final report in English on project accomplishments and lessons learned (approximately 20-25 pages);

Biannual reports summarizing all activity of the ICTA in support of project management, plus analysis and recommendations on key project issues:

  • First biannual report (covering January-June 2016);
  • Second biannual report (covering July-December 2016);
  • Third biannual report (covering January-May 2017 – this report will be brief, enumerating the ICTA’s own activity only, with analysis and recommendations about the project to be covered in Output 3).

Develop behaviour change program to promote the need for energy efficiecy for different groups (Government, residents of typical houses and residents of „eleite“ houses) in Turkmenistan;

Mission reports.These reports will be brief, enumerating the ICTA’s activity during each mission, but leaving analysis and recommendations to be covered separately in biannual reports and final report (Outputs 3 and 4):

  • First mission report;
  • Second mission report.

Deliverables and timeframe

The following deliverables and indicative schedule are expected from the consultancy contract. The final schedule will be agreed upon in the beginning of consultancy assignment.

Timeframe: May 2017, 13 days.

Payment conditions:

This is a lump sum contract that should include costs of consultancy and travel costs required to produce the above deliverables. Two missions to Ashgabad for a total of 4-5 working days each are envisaged. Payment will be made in 5 installments upon submittal and approval of deliverables, as follows:

  • 1 installment (20% of the total contract amount) to be made upon approval of Phase 1a, Phase 1b and Phase 1c deliverables;
  • 2 installment (10% of the total contract amount) to be made upon approval of Phase 2a deliverable;
  • 3 installment (25% of the total contract amount) to be made upon approval of Phase 2b deliverables;
  • 4 installment (10% of the total contract amount) to be made upon approval of Phase 3a deliverable;
  • 5 installment (35% of the total contract amount) to be made upon approval of Phase 3b deliverables.

Installments may be combined if deliverables are completed in close succession with each other, as is expected with Phase 2a and 2b, and Phase 3a and 3b.

Competencies

  • Technical expertise in building science, thermal engineering, and energy performance modeling in buildings;
  • Wide familiarity with current best practices in energy-efficient building design, with regard to both heating and cooling as well as other relevant issues;
  • Excellent organizational, analytic, communicative, time-management, and teamwork skills.

Required Skills and Experience

Education:

  • Advanced degree (master’s level, equivalent or higher) in the field of energy, environment, engineering, architecture or construction.

Experience:

  • At least 10-15 years of practical experience on energy efficiency policies and programs in the building sector;
  • At least 7-10 years of practical experience in implementation and energy monitoring of energy-efficiency buildings;
  • Working experience in Turkmenistan and other CIS countries is an asset;
  • Proven experience in preparing and conducting training relevant to building codes.

Language:

  • Fluency in English, excellent analytical and presentation skills;
  • Fluency in written and spoken Russian.

Others:

  • Good understanding of local construction materials and practices. Outstanding time-management, organizational and interpersonal skills.

Evaluation:

The offerors will be evaluated against a combination of the Offerors’ qualifications and financial proposal:

Technical criteria - 70%, which includes:

  • Appropriate education -15;
  • Relevant experience – 25;
  • Methodology - 20;
  • Additional skills (language, etc.) - 10.

 Financial proposal – 30%

Additional requirements for recommended contractors

Recommended contractors aged 62 and older, and if the travel is required, shall undergo a full medical examination including x-ray, and obtain medical clearance from the UN-approved doctor prior to taking up their assignment. The medical examination is to be cleared by the UN physicians, and shall be paid by the consultant.
