Background


The conflict that erupted in December 2013, followed by the signing of the Agreement on the Resolution of the Conflict in South Sudan (ARCISS) in August 2013, was not only triggered by the political contentions within the ruling party-SPLM but stems from the historically accumulated grievances which remain un-addressed. These range from socio-economic and political differences as well as disparities in approaches and priorities to nation-building post the much celebrated independence in 2011.

Presently South Sudan is deeply polarized, people identify themselves first by their ethnicity, region of origin and lastly their national identity.  Alliances and relationships across all sectors for the economy are formed, strengthened and/or compromised along these lines; thus negatively impacting on unity of purpose in the work and economic spheres.  The split at the highest level of the party and government in December 2013 entrenched ethnic divisions, polarity and hatred. There is growing concern that even though the parties to the conflict signed the ARCISS in August 2013, the polarization within the people of South Sudan will remain for a long time.

Based on this understanding, a need for concerted efforts to re-unite the citizenry and support them in embracing diversity in order to move the country forward is strongly felt. Collaborative Leadership and Dialogue (CLD) was identified as a pathway to work towards the goal of greater unity and acceptance of diversity. The first CLD workshop was organized from 17 to 20 August 2015 in Juba, involving religious, traditional, political, government, civil society and key institutional leadership. A one day refresher workshop for the above participants as well as a second CLD workshop for various South Sudanese leaders is now being planned for February 2016.

Purpose of the Assignment

The facilitator will be required to design and facilitate a CLD training program for the second cohort of leaders in South Sudan and to conduct a one day refresher CLD workshop with the first cohort of leaders. The objectives of these workshops being to provide opportunity for South Sudan national peace actors and other key stakeholders to develop the mutual trust, greater understanding and appreciation of the other as well as relationships that will enable them to work collaboratively in the pursuit of peace in South Sudan.

Through these training workshop, the CSAC project will be contributing towards its project result of strengthening solidarity and cohesion across divisions.  It will contribute to a pilot which will inform the design of a five- year CLD training program for various categories of leaders in South Sudan to be implemented in the follow up phase of the current Community Safety and Arms Control (CSAC) project.

It is envisaged that once participants gain the skill of dialogue, they use it as a preventive approach to resolve the various types of conflict that perpetuate polarization and violence such as:

  • Inter-communal conflicts. In 2014, the leading cause of death in Lakes State was communal violence;
  • Resource-based conflicts;
  • Political differences on issues of governance and accountability at the National level.

Duties and Responsibilities

Scope of work:

The proposed four-day workshop will be residential where participants will have opportunity to bond and thus begin to remove some of the suspicions and mistrust that exists among them presently.

Working closely with the Chief Technical; Advisor, the  facilitator will be required to:

  • Design and deliver a one day refresher workshop for the first cohort of CLD training participants from South Sudan;
  • Design and deliver four-day Collaborative Leadership and Dialogue training course for the second group of South Sudanese leaders;
  • Lead the facilitation of the workshop supported by the CSAC team;
  • Prepare a reflective report on the process and make specific recommendations for long-term CLD training and activities.

Additionally, the facilitator will be required to provide inputs for the conceptualization of a long-term CLD training program targeting various leadership in South Sudan as follows:

  • Parliamentarians;
  • Council of Ministers;
  • State Governors;
  • County level leadership;
  • Top Civil Society Leaders;
  • Senior Civil Servants;
  • Religious Leaders;
  • Government Ministers, Permanent Secretaries and Undersecretaries;
  • Youth and Women leaders;
  • Women in Leadership positions.

Deliverables:

  • Workshop  design and facilitation of four-day CLD workshop;
  • Workshop design and facilitation of one-day refresher CLD workshop for previous participants;
  • Training materials;
  • Reflective report  briefly describing the process of both workshops but focusing more on the agreed to next steps and making specific recommendations on an implementation roadmap;
  • End of assignment presentation and de-briefing meeting with UNDP.

Required Skills and Experience

Education:

  • Master degree in Peacebuilding, International Relations or related discipline;
  • Qualification in experiential learning and process design.

Experience:

  • A minimum of 15 years’ experience with national- level peacebuilding in Africa is a requirement. Specific experience of peace building in a post-conflict setting is an added advantage;
  • The successful candidate will have demonstrable international  experience in facilitating similar high-level multi-stakeholder CLD workshops; consensus building and reconciliation processes;
  • Experience in the design of  long-term CLD program in Africa and/or other contexts; preferably in South Sudan
  • Proven ability to work sensitively with national stakeholders;
  • Strong writing and oral communications skills;
  • Strong analytical skills, including in the identification of key issues and how they relate.

Language:

  • Fluency in English (written and oral);
  • Knowledge of Arabic language is an asset.

Notes:

  • The information in the breakdown of the offered lump sum amount provided by the Offeror will be used as the basis for determining best value for money, and as reference for any amendments of the contract;
  • The agreed contract amount will remain fixed regardless of any factors causing an increase in the cost of any of the components in the breakdown that are not directly attributable to UNDP;
  • Approved local travel related to this assignment will be arranged & paid by UNDP South Sudan;The Contractor is responsible for arranging and meeting the cost of their vaccinations and medical/life insurance.

Criteria for the selection of consultants

The offer will be evaluated by using the “best value for money” approach (combined scoring method). The technical proposal will be evaluated at 70% of the total score, while the financial proposal will be evaluated at 30% of the total score.
