Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is the UN organization dedicated to gender equality, established in 2011 to accelerate the attainment of the rights of women globally. UN Women supports women’s equal participation in all aspects of life by working with UN Member States to develop and apply global standards and frameworks for achieving gender equality, and supports national governments and the civil society to design and develop laws, policies, programmes and services needed to implement these standards.

In 2012, UN Women established a Humanitarian Unit anchored within the Women, Peace and Security pillar that works to consolidate and support humanitarian work, including DRR- disaster risk reduction, preparedness, risk prevention and mitigation, at the global, regional and national levels. Our engagement in humanitarian action and DRR is to ensure consistency and sustainability in addressing gender equality concerns across the humanitarian-development continuum.

Kenya faces a wide range of natural and human-induced hazards such as, drought, floods, landslides, human and animal disease, pests, urban and forest fires that impact negatively on her development agenda and reduces the full realization of the benefits anticipated from Vision 2030. The magnitude, frequency, and impacts have become more severe aggravated by climate change and human-induced factors such as insecurity, environmental degradation, urbanization and others. Annually, it is estimated that 1.5 to 2 million Kenyans are affected by disasters.

Disasters and emergencies affect and impact on women, men, boys and girls differently. The consequent disaster losses can be substantially reduced if all men, women, boys and girls are aware of their responsibilities and are involved in developing and implementing measures that can reduce the risks. The importance of gender integration in DRR/DRM is embedded in the United Nations Security Council Resolution 1325, the ground breaking resolution that acknowledges the impact of conflict and disasters on women, recognizing the importance of utilizing women’s contribution and active participation in conflict prevention, peace-building and also relief and recovery and DRR/DRM. UN Women works government, humanitarian and disaster risk reduction stakeholders to achieve Resolution 1325 and to ensure that women, men, boys and girls have equal responsibilities to manage disaster risks, to respond and recover from emergencies.

Kenya has made significant strides in Disaster Risk management (DRM). The constitution of Kenya (2010) integrates articles that support DRM down to the county government level and offers in it an opportunity to propagate DRR activities down to the communities. The country has developed a draft DRM policy which is in the process of enactment. The creation of DRR institutions such as National Disaster Operations Centre (NDOC), National Drought management authority (NDMA), National disaster management unit (NDMU, the Parliamentary Caucus, and the National Platform for DRR are evidence of initiatives undertaken by the government. The county governments have gone further to develop County Integrated Development Plans (CIDP) that have integrate some elements of disaster risk management and peace and security while others have gone further to develop disaster management related policies. Overall, the country had made efforts to create an enabling environment for the implementation of the Sendai Framework for Disaster Risk Reduction (SF DRR 2015-2030).

Duties and Responsibilities

The UN Women’s Humanitarian and DRR work in Kenya seeks to advance and support government’s efforts and priorities identified within MTP II in the area of disaster risk reduction, humanitarian response and recovery. Specifically, UN Women focuses on support to government and key stakeholders in the development and implementation of gender responsive Humanitarian and DRR policies, strategies and programmes, to promote women leadership and participation in key decision making, build the capacity of key stakeholders including women led community based organization to ensure equal participation of women and men in the humanitarian and DRR work, strengthen and coordinate gender mainstreaming amongst different stakeholders including the UN system. In this context, UN Women’s Peace & Security, Humanitarian action and DRR unit seeks to hire an expert to map out Women led CBOs engaging in DRR and Humanitarian work in the 23 ASAL counties. In addition, the consultant will identify active women led organizations in each of the 23 ASAL counties, identify their capacity gaps and challenges in implementing gender sensitive DRR and Humanitarian work, establish a database of these organizations and their physical contacts and provide key recommendations towards building leadership and promoting their participation in DRR and Humanitarian work in their respective counties. It is expected that the selected consultant will prepare a comprehensive report that will meet the standards and expectations of UN Women in terms of structure and content.

Specific tasks and responsibility

Under the overall supervision of Humanitarian and DRR specialist and working in close consultation with the County National Drought Management Authority officers, the Consultant will be expected to undertake the following:

  • Undertake a scoping study and map out Women led CBOs engaging in DRR and Humanitarian work in the 23 ASAL counties;
  • Identify three active Women led CBOs engaging in DRR and Humanitarian work in each of the 23 ASAL counties;
  • Undertake a capacity assessment and identify the capacity gaps and challenges in implementing DRR and Humanitarian work;
  • Provide recommendations  towards building leadership and promoting their participation in DRR and Humanitarian work;
  • Produce a report on the existing Women led CBOs in the 23 ASAL counties and three active ones from each county, the general capacity needs as well as the challenges encountered in their engagement in DRR and Humanitarian work and recommendation and opportunity for engagement;
  • Presentation of findings to UN Women.

Usage of findings:

  • The report will be used in developing a capacity building programme for the Women led CBOs.

Deliverables:

  • TOR execution work plan;
  • Report of the scoping study and mapping of Women led CBOs in the 23 ASAL counties;
  • Background information of the identified three Women led CBOs;
  • The capacity assessment report;
  • A draft consolidated report to be submitted to UN Women for review and comments;
  • A final Project Report (Max 20pages) to be submitted to UN Women no later than one week after receipt of comments on the first draft. The final output of the assignment specifically addressing the following issues, among others.
  • Quantitative and qualitative analysis of the operating environment of Women led CBOs in the counties;
  • A brief analysis of Women led CBOs engaging in DRR and Humanitarian work, their capacity gaps, challenges encountered and recommendations towards building leadership and promoting the participation of women in DRR and Humanitarian work in the 23 ASAL counties.

Methodology:

The assignment will be conducted through:

  • Desk review of relevant documents;
  • Interviews with the women and NDMA field team on their involvement of women in DRR and Humanitarian work Survey of experiences and perception of the locals on the engagement of women in DRR and Humanitarian work;
  • Interviews with women led institutions/programs engaging in DRR and Humanitarian work;
  • Interviews with women reps and women MCA to get their views on the support DRR and Humanitarian work in their respective counties as well as their awareness of the Sendai Framework;
  • Any other methodology deemed by the Consultant as appropriate for the task objectives.

Required Skills and Experience

Education:

  • Master’s degree in social sciences, gender and development, Disaster risk reduction and humanitarian studies, or related field.

Experience:

  • At least 5 years of relevant professional field experience;
  • Must demonstrate extensive knowledge of DRR and Humanitarian work as well as women participation in DRR and Humanitarian work;
  • Research experience;
  • Full computer literacy;
  • Working experience with UN system is desirable.

Language:

  • Excellent written and verbal communication skills in English and Kiswahili.
