Background

The vision of the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), is a world where societies are free of gender-based discrimination, where women and men have equal opportunities, where the comprehensive development of women and girls is ensured so that they can continue to be active agents of change, where gender equality and women’s empowerment are achieved and where women’s rights are upheld in all efforts to further development, human rights, peace and security. 

UN Women’s South Sudan Country Office was established in 2012, following the GA resolution that established UN Women as an entity in July 2011. Since its inception, UN Women has developed two Strategic Notes- 2012-2013; and 2014-2016, and developed Annual Work Plans, 2012, 2013, 2014 and 2015, aligned with the UN Women Global Strategy, the current being 2014-2017; the South Sudan Development Plans 2011-2014 which was extended to 2014-2016 and the United Nations Development Assistance Framework (UNDAF) 2014-2016. Targeted gender equality and women’s empowerment interventions have been undertaken to address Women’s leadership and participation; women’s economic empowerment; and women’s peace building and security. 

In response to the recent crises in South Sudan and resultant consequences on women, men, boys and girls, the Country Office initiated programmes to respond to the humanitarian situation, and full participation of women and girls in the peace process, with the 2014-2016 strategic note and subsequent annual work plans.
Every year UN WOMEN South Sudan office prepares its Annual Report, a document in English documenting what programmes the country office supported during the year. UN Women has successfully implemented the Annual Work Plans for 2012, 2013, 2014 and 2015, and wishes to document achievements, results, partnerships responsible for results and challenges in these years.

This proposed document is intended to highlight UN Women in South Sudan since her inception and will cover the following:

  • A brief overview of the situation of women and girls including achievements and lessons, programme structure, the programme strategy, programme component results and challenges. Changes in programme design in response to changes in the country context will also be highlighted;
  • Human interest stories showcasing how UN Women and partners are changing the narrative for women’s empowerment and positively impacting on the lives of women and their families.

UN Women South Sudan would like to hire a consultant for 60 calendar days (Between February –March 2016) to develop a document of achievements of the Country Office, putting together in analytical manner information provided by UN Women programme, communications, operations and fundraising; and including human interest stories

Duties and Responsibilities

The specific tasks of the consultant are to:

Document the work of UN Women South Sudan and partners in 2012-2013, 2014 and 2015, including human interest stories and photographs;

Methodology

For the documentation, the following process is expected:

  • Develop an inception report for discussion and approval by the CO. the inception report will also have an activity plan with time lines and tools for key informant interviews;
  • Review the AWPs for 2012, 2013, 2014 and 2015; project documents; programme implementation reports, programme evaluation reports, and Country office quarterly and annual reports;
  • Develop outline for the document for approval by Country Representative;
  • Interview relevant staff members and partners including women, for each section of the documentation;
  • Provide a first draft for review by technical UN Women staff members based on the guidelines provided by the country office;
  • Modify the first draft based on feedback from UN Women staff members and provide a second draft;
  • Finalize the final document.

Outputs:

  • Inception Report;
  • Tools for Key Informants Interviews and Human Interest Story;
  • Draft Report on Documentation of UNWOMEN Key Achievements in South Sudan;
  • Final Report on Documentation of UNWOMEN Key Achievements in South Sudan.

Required Skills and Experience

Education:

  • A postgraduate degree in social sciences, women’s studies or related discipline.At least five years progressively responsible experience in the field of women’s empowerment and gender equality in post-conflict or least developed countries.

Experience:

  • Significant experience in research and data collection on women’s empowerment;
  • Excellent writing skills and prior experience of compiling high level quality documents;
  • Experience with implementing ethical research methodologies in conflict-affected populations, especially with women and girls. 

Language:

  • Fluency in written and spoken English is extremely important.

  • Brief explanation (up to 300 words) why the consultant is the most suitable for the work, and what the availability of the consultant for the planned work is;

Evaluation of proposals

The award of the contract will be made to the team leader or consultant team whose offer has been evaluated and determined as having received the highest combined score of the technical and financial scores.
Technical Criteria weight; 70%.
Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 70 points out of 100 points at the technical evaluation will be considered for the financial evaluation.
