Background

The ACP-EU Development Minerals Programme is a €13.1 million capacity building program that aims to build the profile, and improve the management, of Neglected Development Minerals (industrial minerals; construction materials; dimension stones; and semi-precious stones). The program is an initiative of the African, Caribbean and Pacific (ACP) Group of States, financed by the European Union and UNDP, and implemented by UNDP. The mining of Neglected Development Minerals has important implications for sustainable development, however, they have not to date received adequate attention for their potential to impact livelihoods and few development programmes have provided support for this mining sub-sector. Often referred to as Low Value Minerals and Materials (LVMM) due to their low price as a function of their weight, and their relatively low value to international commodity markets, Neglected Development Minerals provide crucial inputs for domestic economic development (infrastructure, manufacturing, construction and agriculture to name a few) and have the potential to be high value in terms of domestic development.

Programme implementation and management

The ACP-EU Development Minerals Programme will build the capacity of key stakeholders in the sector, including public stakeholders such as regulatory agencies and local governments; private stakeholders such as small-scale mining enterprises, intermediaries, transportation and logistics service providers, construction companies; business development stakeholders such as mining and quarrying associations, chambers of mines, training centres, universities, consulting companies; and social stakeholders such as civil society organizations and community groups.

The programme is being implemented at both regional and country levels. Regional level activities such as training will involve forty (40) countries from the 6 ACP regions; while in-depth support at country level will be provided for 6 countries namely: Cameroon, Fiji, Guinea (Conakry), Jamaica, Uganda and Zambia. Training and support will be provided in the following thematic areas of importance to the sector: 1) mine and quarry management; 2) environment, health and safety; 3) entrepreneurship skills; 4) market analysis and investment promotion; 5) geo-data and maps design; 6) community relations and addressing grievances.

Development of website and design of other knowledge products

The programme is seeking a graphic designer to assist in the development of design and graphics for a new website and as well as a wide variety of knowledge products. The products will target the following constituents:

  • Participants of the capacity building activities (namely, public stakeholders; private stakeholders; business development stakeholders; and civil society stakeholders);
  • Interested sector specialists, including, key regional institutions in the ACP, multi-lateral and bi-lateral institutions, development partners, research institutions, academia, international and national NGOs, civil society actors, the financial services sector, private equity firms and other UN agencies.

Duties and Responsibilities

The ACP-EU Development Minerals Programme requires a graphic designer to support the operationalization of a new website through the development and improvement of its design as well as branding and lay-out. The programme has also embarked on the development of a wide range of knowledge products that will require enhancement in design, lay-out and branding in-line with the UNDP Graphic Standards. These knowledge products include: Quarterly newsletters, leaflets, pamphlets, calendars, communiqués, press releases, brochures, policy briefs, working papers, reports, factsheets, snapshots, banners, display panels, audio-visual productions such as short video pieces etc.

The Graphic Designer will work under the supervision of the Programme Specialist of the ACP-EU Development Minerals on the other knowledge products and in cooperation with a Project Manager/Web developer who is charged with the development of the programme’s website. (S)he will also work in collaboration with the UNDP programme implementation team in the development of graphics for the website and other knowledge products.

In this regard, the Graphic Designer will:

  • Support the design of innovative, cutting-edge, interactive products and the development of new graphic solutions for the website, print and interactive presentations - in the implementation of the programme’s communication and visibility strategy;
  • Ensure the adherence to, and implementation of the UNDP Graphic Standards as well as the Communication and visibility strategy of the ACP-EU development minerals programme to all knowledge products.

Key deliverables

The Graphic designer will undertake the following functions:

Development of design elements for website and interactive products

  • Design graphic elements for the ACP-EU development minerals programme’s website in close collaboration with the Project manager/Web developer;
  • Deliver creative graphics and animations for illustrative purposes (such as animation of maps and rolling banners) according to the specifications of the website design;
  • Design creative graphics and technical products for use in social media (facebook, twitter).

Design and lay-out of knowledge products:

  • Design templates for new publications and knowledge products in close cooperation with the UNDP programme team, and in accordance with the Communication and Visibility strategy of the ACP-EU Development minerals programme as well as the UNDP Graphic Standards;
  • Enhance, edit and improve art-works, charts and other graphic elements for the website and other knowledge products;
  • Custom photo editing (restoration, tonal adjustments etc.) for use in the knowledge products;
  • Create animations for illustrative purposes such as presentations and more advanced solutions (graphic digitalization);
  • Maintain design templates and provide technical support for their use;
  • Lead and support the design process of reports and other knowledge products for printing, electronic distribution and live delivery.
  • Detailed specifications for each assignment will be given to the graphic designer as and when the designer’s services are needed.

Functional Competencies:

  • Highly-skilled practical background in graphic design software (such as Adobe design premium, In-design, CorelDraw)  as well as knowledge and use of  web design software/tools such as Dreamweaver and Flash;
  • Basic knowledge of web programming applications such as Drupal, PHP, JavaScript, CSS, HTML5, JQuery, and MySQL;
  • Basic Knowledge of GIS and database management systems;
  • Proven experience in graphic production from start to published/printed product, with knowledge of printing processes (offset and digital) and color management;
  • Knowledge of standard software packages including: MS-Office, MS-Access, MS-Visio, Adobe Acrobat;
  • Good understanding of digital platforms as well as new and evolving technologies;
  • Commitment to excellence in producing quality work;

Required Skills and Experience

Education:

  • Bachelors’ degree (or higher) in Graphic design; Media and communication; Fine Arts or related discipline.

Experience:

  • At least 4 years' experience in graphic design for website development for a wide range of clients (corporate, UN, NGOs) is required;
  • Proven experience in web design software such as Dreamweaver and Flash;
  • Knowledge of online video publishing, animation software and GIS is required;
  • Design experience for web programming applications such as Drupal, PHP, JavaScript, CSS, HTML5, JQuery, and MySQL required;

Language:

  • Fluency in English;
  • Knowledge of French and Spanish an asset.

Submission of Financial Proposal

Applicants are instructed to submit their financial proposals in US Dollars for this consultancy to procurement.be@undp.org using the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780. The proposals should be sent via email with the following subject heading: “Financial Proposal for Graphic Designer_Development Minerals Programme latest by February 15th, 2016. Proposals received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal.  No travel expenses will be involved as this is a home-based assignment.

Application Evaluation Process

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.
  • Technical Criteria weight: [70%];
  • Financial Criteria weight: [30%].

Only Individual Consultants obtaining a minimum of 49 points (70%) on the Technical evaluation will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 100 points:

  • At least 4 years' experience in graphic design for website development for a wide range of clients (corporate, UN, NGOs) is required – 25 points;
  • Proven experience in web design software such as Dreamweaver and Flash – 20 points;
  • Knowledge of online video publishing, animation software and GIS is required – 15 points;
  • Design experience for web programming applications such as Drupal, PHP, JavaScript, CSS, HTML5, JQuery, and MySQL required – 20 points;
  • As part of the technical evaluation the shortlisted candidates will receive a graphic design task to demonstrate skills, technical proficiency and design instincts – 20 points.

Financial Criteria – 30% of total evaluation – maximum 30 points:

The following formula will be used to evaluate financial proposal:

  • p = y (µ/z), where;
  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

UNDP will apply a fair and transparent selection process that will take into account both the technical qualification of Individual Consultants as well as their price proposals.
