Background

The Bureau of External Relations and Advocacy (BERA) leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP. Within BERA, the Communications Group leads and manages external communications through strategy, media, digital communications, marketing, branding and global storytelling.

The Communications Associate is part of the Online and Digital Communications team, responsible for supporting implementation of a digital communications strategy, including UNDP’s multi-lingual corporate web site and all aspects of digital media channels. S/he will be responsible for supporting and implementing cutting-edge multi-media and social media approaches, products, services, and platforms, including current and future digital channels with increased attention to mobile platforms.

Reporting to the Manager, Online and Digital Communications, the Communications Associate is responsible for producing and supporting digital and social media production, supporting country offices, and supporting the Online Team. S/he is expected to have good administrative skills and strong written and verbal communications skills.

Duties and Responsibilities

The consultant will specifically be called upon to support UNDP’s communications efforts in the following areas:

Supports the implementation of online and multimedia communications strategies:

  • Copy-edit and post stories, tweets, images and videos on the corporate website using various tools including the global Content Management System, and social media such as Twitter, Facebook, Flickr and YouTube;
  • Support country office digital operations by providing information to communications and web focal points in offices worldwide;
  • Support to increased awareness of UNDP’s mandate and goals through dissemination of information, organization of public events;
  • Researches and retrieves data from internal and external sources; and
  • Provide suggestions, inputs, content development, coordination of online communications services.

Support to knowledge building and knowledge sharing:

  • Participate in corporate trainings for Communications and/or Operations staff at HQ and share knowledge with colleagues;
  • Collaborate closely and on an on-going basis with the pool of Communications Associates to acquire and share knowledge through undertaking of common projects, trainings and/or backing up functions across Teams; and
  • Share knowledge around online and communications best practices to various stakeholders throughout the organization.

Provide Operations-related support to the Digital Team:

  • Provide administrative support to the team as needed, including recruitment processes, preparation of travel and meetings, payment of invoices in Atlas and other operations-related duties as required; and
  • Act as leave monitor for the Team.

Expected deliverables:

  • Assist in recruitment processes by August 2016;
  • Update and create web pages by September 2016;
  • Monitor and answer social media requests by August 2016.
  • Assist in updating guidelines and web platforms as requested.

Required Skills and Experience

Education:

  • Completion of Secondary Education;
  • A University Degree in Communications, Economics, Political Sciences and/or Social Sciences would be desirable, but it is not a requirement.

Experience

  • Minimum of 6 years of relevant experience; familiarity with the UN system preferred;
  • Excellent administrative and computer skills, including Microsoft Office;
  • Familiarity with web-based platforms and content manager;
  • Good research and writing skills; and
  • Familiarity with the Communications/media environment.

Language:

  • Fluency in English is required;
  • Knowledge of French and Spanish an asset;
  • Working knowledge of another UN language an asset.

Other:

  • Familiarity with Microsoft Office Package required;
  • Familiarity with social media platforms required; and
  • Knowledge of business management software systems an asset.

  • Candidates short-listed for this position will be requested to submit a “Letter of Confirmation of Interest and Availability” form, which includes the financial proposal, with “all-inclusive” daily fee.

All-inclusive” implies that all costs (excluding mission travel) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal.

Evaluation

Shortlisted candidates will be rated according to the following criteria:

  • Proven administrative skills 50%;
  • Demonstrated experience in communications, social media and/or web 30%;
  • Demonstrated professional experience in the UN system or similar global organizations  20%;
  • Total 100%.

NB: Only candidates obtaining a minimum of 70% in the Technical Evaluation would be considered for the Financial Evaluation

Cumulative Analysis will be used in determining the best candidate for this assignment. When using this weighted scoring method, the award of the contract is made to the individual consultant whose offer has been evaluated and determined as responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria:
