Background

While UNDP does not have a normative nor monitoring role in regard to human rights, it has an important role in capacity development of state and non-state actors for the promotion and protection of human rights. UNDP also works to promote a greater engagement of National Systems in the International Human Rights machinery.

NHRIs through their mandate in advancing human rights and their emphasis on most marginalized and vulnerable groups, are central for a strong national human rights system along with an independent judiciary, effective parliamentary oversight mechanisms, and fair administration of justice, dynamic civil society and free and responsible media. In order for countries to be better equipped to strengthen the realization of human rights on the ground, UNDP Country Offices have increasingly been involved in building the capacities of National Human Rights Institutions. Since 2008, 84 UNDP country offices have been working with NHRIs on various capacity development efforts which have included trainings, strategic planning, capacity assessments, evaluations, the development of operating procedures and the provision of technical expertise in specialized areas depending on each country’s needs.

UNDP Regional Hub in Amman in cooperation with the Arab Network of Human Rights Institutions is supporting capacity building efforts of Arab National Human Rights Institutions. The areas of work identified for 2016 include human rights and elections as well as reinforcing NHRIs capacities in the Universal Periodic Review Process.

As such, two regional workshops will be organized in 2016 that will bring together all members of ANNHRI and other key stakeholders. The skills of a consultant with sound expertise on capacity building of NHRIs is sought to support the preparation and organization of both workshops.

Duties and Responsibilities

The objective of this assignment is to provide technical support for the organization of two regional workshops with National human Rights Institutions members of ANNHRI. The workshop on Human Rights and Elections is expected to take place in March and a second one is expected to take place in late Q2 early Q3 and will focus on the role of NHRIs in the UPR process.

This assignment’s objectives are to support

Produce an assessment of the role that various NHRIs in the Arab States have played in elections. The paper would focus on the region but would bring other examples around the world if/when relevant to illustrate the potential role of NHRIs in conducting fair and credible elections, ensuring they are inclusive and in line with international norms and practices. The paper would also advise on different entry points for different NHRI in the region on how they could engage in the future in the area of elections. The paper would be used as background for the workshop and for follow up work with individual NHRIs.

Provide advice to the organizers in the design of the workshop on Human Rights and Elections, participate therein and deliver a session focusing on the main findings of the ‘background paper’.

Produce the summary report of the workshop. The organizers will assign rapporteurs for the sessions, and the consultant will be in charge of producing a summary report with a list of concrete recommendations;

Produce an analysis of Arab NHRIs involvement in the 2nd cycle of the UPR process and in the implementation of recommendations of the 1st and 2nd cycles. The paper will highlight good experiences in the region and beyond and will draw recommendations for NHRIs with different status for future involvement in preparation of reports but also in the implementation of recommendations. The paper will be used to prepare the workshop on NHRIs and the UPR process and to organize targeted clinics based on the identified needs during the workshop.

Provide advice to the organizers in the design of the workshop on NHRIs and the UPR.

Given the expertise of the consultant on capacity building of NHRIs, he/she will also support identifying key actors that should be involved in both workshops and side consultations / working meetings that will be conducted to supplement the preparation for both workshops.

Required Skills and Experience

Eduction:

  • Advanced Degree (MSc) in Law, Business Administration, Development Studies, Social Sciences or academic equivalent.

Experience:

  • At least 10 years professional experience working on capacity development of National Human Rights Institutions at national, regional and global level;
  • Extensive experience worki;g with NHRIs in strengthening their involvement in the International Human Rights machinery and advising United Nations organizations for closer collaboration with NHRIs;
  • Experience in addressing sensitive human rights issues with governments and facilitating dialogue between governments and human rights bodies, civil society, development partners and community based organizations;
  • Demonstrated expertise in conducting advocacy that is able to influence policy and programmatic change relating to Human Rights;
  • Substantive previous experience working with the UN, donors, multilateral organizations and NGOs an asset;
  • Previous experience with UN system is preferable including knowledge of UN terminology, language and style;
  • UN Experience.

Language:

  • Fluent in English, knowledge of Arabic would be an asset.

Applications will be first screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:

  • Master’s degree in in Law, Business Administration, Development Studies, Social Sciences or academic equivalent;
  • Mandatory submission of CV or UNDP Personal History form (P11);
  • Brief description of why you consider yourself as the most suitable for the assignment, AND one sample of work that show your competence to undertake this assignment;
  • Competences and qualifications based on the UNDP P11 form submitted by each candidate;
  • Shortlisted Candidates will be then assessed and scored against the following evaluation criteria.

Evaluation of Candidates (max 100 points):

  • Work sample and motivation letter demonstrate expertise in working with NHRIs, and the candidate show ability to explain complex topics easy to understand with clear, coherent and concise argumentation and analysis and able to build the capacity of NHRIs – 40%;
  • At least 10 years professional experience working with NHRIs – 30%;
  • Extensive experience working with governments, human rights bodies, civil society, development partners and community based organizations – 30%.         

 Step II: Final evaluation:

The final evaluation will combine the scores of desk review and financial proposal with the following weights assigned to each:

  • Shortlisting: 70%;
  • Financial proposal: 30%
