Background

The AGORA Portal for Parliamentary Development (www.agora-parl.org) is an interactive knowledge hub that seeks to help parliamentarians, parliamentary staff and development practitioners access information, seek advice, and share and develop knowledge. The AGORA partnership is jointly managed by UNDP, the World Bank Group, International IDEA and the National Democratic Institute, and is fully operational in English, French and Arabic.

AGORA has been engaged to develop a second e-learning course for the EU-funded Pro-PALOP-TL ISC project, which aims to strengthen the capacity of Supreme Audit Institutions, national parliaments and civil society in the Portuguese speaking states of PALOP and Timor-Leste.  This course will focus on open budgets and citizen engagement in the PALOP countries and Timor-Leste, drawing on the information and feedback shared at the High-Level seminar organized in Sao Tome and Principe in November 2015.  In addition, AGORA’s ‘Parliaments in Practice’ induction course will be made available in Portuguese to ensure maximum outreach to stakeholders. Finally, two e-learning modules will be produced on extractive industries and budget committees.

AGORA has also been engaged to launch a ‘Parliaments in Practice’ e-learning course and mobile app for the regional parliaments of Myanmar.  This course will be developed in coordination with the UNDP Myanmar Country Office and will be available in English and Burmese.  

Duties and Responsibilities

  • Create storyboards and designs for eLearning tools based on content provided by the AGORA team, with the support of the Pro-PALOP TL ISC and UNDP Myanmar teams;
  • Technical implementation of online eLearning courses, accessible to the major desktop and mobile platform and providing basic content management functionalities;
  • Technical maintenance of the LMS (learning management system);
  • Development of mobile applications. 

Deliverables:

  • Storyboarding of Open Budgets e-learning course – 15 days;
  • Development of Open Budgets e-learning course in English/Portuguese - 27 working days;
  • Development of Parliaments in Practice course in Portuguese - 5 working days;
  • Development of the contextualized ‘Parliaments in Practice’ course for Myanmar sub-national parliaments – 25 days;
  • Development of the ‘Parliaments in Practice’ mobile app for Myanmar sub-national parliaments – 13 days;
  • Maintenance of the LMS Portal – 3 days;
  • E-learning module on Extractive Industries - 15 days;
  • E-learning module on Parliamentary Budget committees - 15 days.

Required Skills and Experience

Education:

  • Minimum BA (or related Diploma) in Information Technology/Computer Science, Multimedia, or related field. 

Experience:

  • Minimum 5 years of work experience in developing web applications, including e-learning tools;  
  • Experience in front-end web development, server-side scripting, database systems and software architecture patterns;
  • Experience with designing, storyboarding and implementing eLearning applications;
  • Strong knowledge of languages for mobile development like Swift and Java, and web technologies – PHP(or Python and Ruby), JavasScript, MySql, HTML, XML;
  • Experience creating REST APIs;
  • Good knowledge of software architecture patterns (MVC and ORM) and use of version control system (Git preferably);
  • Experience with LMS and CMS;
  • Experience in video, sound and animation techniques;
  • Experience in graphical design, Photoshop, Illustrator and video production is a plus;
  • Experience with Linux server environments is a plus;
  • Experience/familiarity with the UN system is an asset.

Language:

  • Fluency in English, essential;
  • Knowledge of another UN official language an asset. 

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical (desk reviews based on cv) and financial criteria specific to the solicitation. 

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation 

  • Criteria A: E-learning: Minimum 5 years of work experience in developing web applications, including e-learning tools, and experience in front-end web development, server-side scripting, database systems and software architecture patterns. Experience with designing, storyboarding and implementing eLearning applications: 30 points;
  • Criteria B: Web & Mobile app development: strong knowledge of languages for mobile development like Swift and Java, and web technologies – PHP(or Python and Ruby), JavasScript, MySql, HTML, XML; Experience creating REST APIs; good knowledge of software architecture patterns (MVC and ORM) and use of version control system (Git preferably): 20 points;
  • Criteria C: Graphic Design: Experience in video, sound and animation techniques;Experience in graphical design, Photoshop, Illustrator and video production: 15 points;
  • Criteria D: Experience/familiarity with the UN system: 5 points.

Financial Criteria - 30% of total evaluation.
