Background

The UNDP Country Office (CO) in Chad is a key partner to the Global Fund to fight Aids, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of NFM Malaria Grant in Chad. UNDP CHAD was confirmed by the Global fund and the Country Coordination Mechanism in its role of principal recipient for administering the Malaria grant worth Euros 58 678 293 for the new wave of funding period January 2016 to June 2018.

In the role of Principal Recipient, UNDP is responsible for the financial and programmatic management of the grant as well as procurement of pharmaceutical, non-health items and required services. Malaria is a major public health problem in Chad, and represents the leading cause of morbidity, being the reason for 28.21 percent of consultations at health centers. Children under the age of five and pregnant women are the most affected by the disease and malaria is the major cause of morbidity and mortality in children under five. The aim of the new program is to consolidate the gains of the last years and contribute to improving the health of the population of Chad including the refugees.

Specifically, the objectives of this program are to (1) achieve a reduction of 30 percent in both malaria morbidity and mortality by the end of 2016, (2) achieve an additional reduction of 20 percent in malaria morbidity and mortality between 2017 and 2018 in comparison with 2013 and (3) successfully complete 80 percent of malaria control support interventions by the end of 2018. The key activities to achieve these objectives include (1) vector control through the 2017 mass campaign and continuous distribution of LLINs, (2) prevention measures through IPT for pregnant women and Seasonal Malaria Chemoprophylaxis (SMC) for children aged 3 to 59 months in selected areas, (3) case management and patient care through RDT and ACT in health facilities, (4) integrated community case management, and (5) routine reporting and community system strengthening.

For the implementation of the Global Fund program, UNDP Chad is establishing a Program Management Unit (PMU) that will coordinate the implementation and provide general guidance on Global Fund rules and procedures to all Sub Recipients participating in the implementation of the project.

The Grand will be implemented in a particularly complex situation. Chad is under additional safeguard policy imposed by Global fund to mitigate the risks related to mismanagement issues that occurred in the precedent grant. Due to severe capacity constraints of some national partners and deficiencies in Management Health Information System the challenges are maximum to implement and deliver in a timely manner. Moreover, Chad is one of the twenty countries which shall be assessed for absorption rate by June 2016, it is critical that the uptake of the program is well prepared in advance and able to start at the very beginning to avoid reputational damage to the institution.

For all these reasons, the financial, programmatic and reputational risks for UNDP are very high and consequently the PMU should be led by an experienced Programme Coordinator to meet the challenges and the tight deadlines.

The Coordinator leads, supervises and coordinates GFATM team (Global Fund to fight Aids, Tuberculosis and Malaria) under the overall guidance of the Resident Representative, direct supervision of the Country Director and in close collaboration with the Deputy Country Director for Operations and provides strategic direction for the development and provision of support services in order to ensure:  i) the achievement of planned targets and ii) the effective and transparent execution of the financial resources iii) the timely reporting on results.

In all areas of implementation, the programme coordinator will provide capacity development services to relevant institutions, sub-recipients and implementing partners.

The coordinator will provide technical leadership to the implementation of the grants, in collaboration with the Government, UN Agencies, donors and other partners, to ensure that the implemented actions will contribute to the broader national development strategy.

Duties and Responsibilities

Implementation of Global Fund Grants focusing on achievement of the following results:

Programme planning, management, monitoring and oversight

  • Oversee and coordinate programmatic and financial management of the grant;
  • Support the formulation of an implementation strategy; clarifying and defining roles/responsibilities of all stakeholders (Sub–recipients, National Programme, CCM, health centers, Civil Society, etc.);
  • Establish working procedures related to the management of the grant and oversee their compliance during the duration of the program;
  • In coordination with the Sub Recipients and all partners, ensure timely execution, based on the workplan defined with the Global Fund;
  • Coordinate the overall delivery of the project in an effective and efficient manner; working closely with the Ministry of Health (MoH);
  • Provide strategic direction and leadership in the areas of the grants;
  • Liaise with national counterparts and donors on project implementation;
  • Ensure proper coordination with the Country coordinating Mechanism (CCM) and other in-country stakeholders, in particular coordinate with the cooperating partners to ensure harmonized support, in particular on capacity development initiatives to strengthen national systems and processes;
  • Assess the programmatic impact and oversee the appropriateness and the accuracy of methods used to verify progress and the results;
  • Ensure timely submission of financial and narrative reports to the Global Fund as well as adequate financial management of allocated resources;
  • Oversee timely preparation of reports for UNDP and the Local Fund Agent (LFA);
  • Coordinate with corporate UNDP services to ensure that expected results are delivered in a timely manner;
  • Ensure annual audits of GFATM sub-recipients;
  • Conduct visits to regions and districts sites to supervise the governmental and non-governmental activities supported by the Global Fund;
  • Undertake any other activities as designated by the CO management as needed.

Support in the implementation of the capacity building plan:

  • Coordinate the design of the capacity development plan of implementing partners;
  • Provide support to the implementation of the capacity development plan and the transfer of capacity from UNDP to a designated national Principal Recipient;
  • Participate in technical committees of the CCM and provide advice on Global Fund procedures to these committees, as required;
  • Coordinate the organization of information events and fora in the areas of the grants.

Ensures facilitation of knowledge building and knowledge sharing in the UNDP Global Fund Unit focusing on achievement of the following results:

  • Organize trainings for the National Programmes, Sub Recipients, and Project staff on programme management;
  • Disseminate best practices for management of Malaria projects at the local level and share experience/ best practices on the UNDP- GFATM partnership network;
  • Provide synthesis of lessons learnt and best practices in project management;
  • Access global best practices, share them with other local and international stakeholders and ensure their incorporation into the health portfolio and project design process.

Partnership and resource mobilization:

  • Coordinate and build partnerships with the National Malaria Programme, Ministry of Health, UN Agencies, Financial and Technical Partners and other implementing partners as well as with international and local stakeholders to ensure transparent and effective implementation of the programme;
  • Maintain effective partnership with government and regional institutions, implementing partners and UNDP colleagues to exchange critical and technical information and resolve programme/ project implementation issues to ensure results are achieved as planned,.
  • Develop and implement partnership and resource mobilization strategy in this area. Lead and coordinate resource mobilization efforts of the project. In this regard identify funding opportunities and lead project resource mobilization efforts with donor partners, including the development of advocacy/communication tools in support of resource mobilization;
  • Manage, monitor and report on financial resources allocated to and delivered by the project to contributing partners and donors;
  • Collaborate with internal and external partners, stakeholders and clients to advocate and promote organizational and program issues;
  • Submit recommendations for resource mobilization to encourage donor interests and increase funding;
  • Establish dialogue with donors, partners and stakeholders to maintain effective working relationships, sustain interests and cooperation.

Impact of Results

The key results have an impact on the overall project management, smooth running of activities and success in implementation of the project strategies and particularly:

  • Smooth implementation of Global Fund grants;
  • Coordination with activities/interventions carried out by UNDP/GF and UN Agencies and other stakeholders and bilateral (Financial and Technical Partners, World Bank, etc.);
  • Involvement of all stakeholders in implementation of grants.

Required Skills and Experience

Education:

  • Master’s degree (BAC + 5) in medical sciences or project management, Public Administration or any development related field;
  • Prince 2 Certification will be an asset.

Experience:

  • 10 years’ experience in the project Management/ public health in a developing country;
  • Experience in planning, programming, monitoring and evaluation of projects;
  • Previous work with UN or UNDP experience will be an added advantage;
  • At least 5 years of which, experience of GFATM Grant Management;
  • Experience in building and management of partnership: MoH (Ministry of Health), and  donors.

Language:

  • Fluency in French with good verbal and written skills;
  • Knowledge of English essential.
