Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; the achievement of equality between women and men as partners and beneficiaries of development; human rights; as well as humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women has been active in Albania since 2007 and has worked closely with the government and civil society to design and implement the laws, policies, programmes and services needed to improve the status of women and achieve global standards for gender equality. Within the One UN Programme in Albania, UN Women Albania leads on gender equality issues, and provides coordination and support to related activities.

UN Women focuses on initiatives in four priority areas that are fundamental to women’s equality and that can unlock progress for everyone in Albania:

  • Women political participation
  • Economic empowerment
  • Ending violence against women
  • Planning and budgeting

UN Women in Albania is involved in making various types of publications, reports, studies, posters and promotional materials for advocacy. In addition it is very present and active in social media showcasing UN Women’s work and impact as well as advocating for the elimination of discrimination against women and girls; empowerment of women; and achievement of equality between women and men.

UN Women aims to improve the quality of its audio-visual reporting materials, as the existing pictures are not comprehensive of the whole organization’s portfolio and initiatives.

The agency is currently searching for high quality professional photographers to capture its interventions and activities.

Duties and Responsibilities

UN Women in Albania is seeking to hire a professional photographer for 10 months, March 2016 – December 2016 up to 45 working days, travel maight be requred as well.  Photos will be used to engage the different audiences we are trying to reach, from civil society to governments, from policy-makers to delegates, journalists, women and girls, men and boys.

Under the overall guidance and supervision of the Communications Specialist the photographer shall provide the following services:

  • At the request of the UN Women Country Office, photo document project activities, mostly campaigns and awareness raising activities ensuring that a photo collection provides a comprehensive visual report of the photo opportunity.
  • Photo collection of beneficiaries or women conveying important messages. Photos should show empowered women and girls in simple, bold, optimistic images. People will be identified by UN Women programmes.
  • An optimized edit of 15-20 of the best photos from each assignment. In addition, the full take of all the original images should be delivered to the Country Office recorded on a CD following the assignment.
  • Ensure the high quality of the photo materials suitable for printing, publishing and web / design purposes.
  • Work in close co-operation with and report to the UN Women Media and Communications Specialist and National Programme Officer
  • Abide with the UN Women copyright rules and regulations. Refrain from providing any photo materials taking under the UN Women assignment to any media outlet, publishing agency, organization or personality.

 Expected Key Deliverables:

  • Portrait format photos (faces)
  • Photos of women at work
  • Photos of women/men in the household
  • Photos of groups of people in their habitual community environment (special attention should be paid to women’s activities in the community)
  • An album of photos per each programme area at the end of the assignment

Duration and remuneration:

The duration of the consultancy will be from March 2016 – December 2016 with an estimated 45 working days.

Duty Station:

The successful contractor will be required to perform tasks with physical presence in Tirana, Albania. Some travel to other regions for project activities might be required when authorized by the UN Women Representative. UN Women Albania will cover these travel related costs based on UN Women travel policies.

Required Skills and Experience

Academic Qualifications:

  • University degree preferable;
  • Professional qualification on photography and digital imaging is an advantage.

Work experience:

  • At least 5 years of professional experience working for news agencies, media, international organizations and other institutions;
  • Professional photography portfolio that demonstrates expert-level knowledge of digital photography, including lighting, composition, color quality, and aesthetics across an array of client environments, including editorial and catalog
  • Experience in making photos on social issues and working with renowned development organizations. Equipped with up-to-date hi-tech digital cameras and lenses.
  • Experience with similar/related assignments

Language requirement:

  • Excellent communication  and writing skills in English

Other skills:

  • Very good computer skills and knowledge of main photo editing software’s

Evaluation of Applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal as per which maximum obtainable points is 100 out of which 70 points go for technical evaluation and 30 points for financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of below defined technical and financial criteria.

Applications will be assessed according to the following technical criteria:

  • Professional qualification on photography and digital imaging is an advantage (max. points 10);
  • At least 5 years of professional experience working for news agencies, media, international organizations and other institutions; (max. points 20);
  • Professional photography portfolio that demonstrates expert-level knowledge of digital photography, including lighting, composition, color quality, and aesthetics across an array of client environments, including editorial and catalog; (max. points 30);
  • Experience with similar/related assignments (max. points 10);

Only candidates obtaining a minimum of 70% (49 points) in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. The calculation formula applied is as follows:

p = 30 (µ/z); where: p = points for the financial proposal being evaluated; µ = price of the lowest priced proposal; z = price of the proposal being evaluated.

  • Please note that the financial proposal shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, and any other relevant expenses related to the performance of services). Travel, accommodation, and per diems incurring in the framework of the foreseen mission to Albania will be financially covered/arranged by the UN Women office in Tirana.
  • Payment will be made as per the payment schedule in the contract upon (i) satisfactory completion of task; and (ii) provision of deliverables specified in the ToRs, and (iii) submission of timesheet, and invoice.
