Background

The Project “Gender Equality in Political Leadership and Participation in Turkey” aims to contribute to women’s increased leadership and political participation in Turkey by focusing on the Parliament as a model institution that is uniquely placed to drive changes and lead by example.

The Project works to achieve this goal by ensuring that:

  • Legal frameworks and policies to advance gender equality and women’s right to participate in decision making are reformed/adopted and implemented;
  • women’s leadership and participation in politics is promoted by gender responsive measures (parliamentary mechanisms, Processes and services); and
  • Legal frameworks and policies to increase women’s leadership and political participation are influenced by gender equality advocates.

Working closely with the Committee on Equal Opportunities for Women and Men (EOC) of the Grand National Assembly of Turkey (TGNA), the Project intends to enhance the Committee’s capacity to engage with a range of stakeholders both within the parliament and outside, in reaching the goal of gender equality. This will ensure that EOC is widely understood to be, and accepted as, the central focal point for gender equality in the parliament, and a key component of the Turkish national gender equality machinery.

The Project also aims to enhance the sustainability of the EOC’s work, by developing the methods and tools for gender mainstreaming across the TGNA as a whole, and broadening the range of beneficiaries to include not just elected members of parliament, whose electoral terms inevitably mean a high turnover of membership, but also the professional staff which support its work. Ultimately, this Project aims to contribute to women’s enhanced participation, both as members and leaders, within TGNA.

The Project is being implemented by UN Women, in partnership with the Inter-Parliamentary Union (IPU) (responsible party) and the EOC (beneficiary) and financed by the Swedish International Development Cooperation Agency (SIDA). Other key stakeholders include TGNA Secretariat, Leadership of Political Parties, Membership of Parliament, Other Parliamentary Committees, Legislative Experts, General Directorate on the Status of Women, Ministry of Foreign Affairs, Gender Experts from Academia and CSOs. There are two advisory mechanisms established in order to support project implementation with the participation of key stakeholders: The Project Steering and Implementation Committee (PSIC) reviews project progress and provides coordination and monitoring support; whereas the Project Advisory Board (PAB) provides oversight and advisory support in regards of overall progress in the project’s implementation and facilitation of knowledge sharing.

The Project Team is comprised of a Project Manager, a Project Associate and a Project Assistant who are based at the UN Women Programme Presence Office in Ankara. UN Women ECA Regional Office in Istanbul provides supervision and oversight for the project team.

UN Women utilizes Result Based Management as its corporate programme/project management strategy and uses Results and Resources Framework as the main monitoring tool. In agreement with the donor institution, UN Women Project Team decided to adopt Outcome Mapping as an additional monitoring tool to Results and Resources Framework, in order to better capture the changes generated by the Project. Outcome Mapping will be used complementarily to existing M&E framework and UN Women’s corporate M&E requirements.

Within this scope, UN Women wishes to hire an International Monitoring Consultant who will support utilization of Outcome Mapping as a monitoring tool and planning, implementation and reporting of Project based monitoring activities. For this assignment, International Monitoring Consultant will work along with a National Consultation for completion of the activities and submission of deliverables as defined in this ToR. 

Duties and Responsibilities

The overall purpose of the assignment is to utilize Outcome Mapping for internal monitoring of the Project by developing a monitoring work plan; implementing monitoring activities in line with this monitoring work plan, analysing and reporting monitoring results and delivering capacity building activities.

  • In order to utilize Outcome Mapping as an additional tool to Results and Resources Framework, review Project documents, meet with Project Team and recommend revisions to the Results and Resources Framework;
  • Develop a Monitoring Work Plan for the Project in line with revised Results and Resources Framework. Monitoring Work Plan will include relevant data collection tools, along with a time plan and task distribution to be agreed with the Project Team;
  • Increase the capacity of UN Women Project Team, donor and the responsible party through providing training and guidance for effective use Outcome Mapping. Also guide UN Women ECA Regional Office for integration of Outcome Mapping as a monitoring tool complementarily with corporate M&E requirements by highlighting lessons learnt and promising practises derived from this assignment;
  • Support Project Team in introducing Outcome Mapping, revised Results and Resources Framework and Monitoring Work Plan to key stakeholders by participating in stakeholder meetings, providing guidance and inputs quarterly to UN Women Project Manager as required;
  • Implement monitoring activities in line with the Monitoring Work Plan at the end of year 1 and year 2 of Project implementation;
  • Analyse data and present monitoring results by preparing Annual Monitoring Reports and participating in stakeholder meetings;
  • Provide inputs to Project reporting by documenting monitoring results. The Consultant may be asked to provide input for reports including, but not limited to, UN Women Annual Report and Annual Project Progress Report.

For this assignment, International Monitoring Consultant will work along with a National Consultation for completion of the activities and submission of deliverables as defined in this ToR. Consultants will be jointly responsible for submission of the majority of the deliverables (Deliverable 1, Deliverable 2, and Deliverable 3) within required timeframes. While the International Monitoring Consultant will lead the activities, provide coaching and oversight, finalize and submit deliverables; the National Monitoring Consultant is required to provide timely inputs, with special focus on the Turkish political/ public context. The National Monitoring Consultant will facilitate activities such as interviews and focus group meetings which need to be run in Turkish. The final deliverable (Deliverable 4) is the sole responsibility of the International Monitoring Consultant.

Scope of Work:

Activity 1: Review of Project framework and adoption of Outcome Mapping as a monitoring mechanism

  • Provide training for the Project Team and responsible party on Outcome Mapping, conduct stakeholder meetings as required to develop Outcome Mapping Report (Ankara - 5 working days);
  • With inputs provided by the National Monitoring Consultant, prepare Outcome Mapping Report including revised Results and Resources Framework and Monitoring Work Plan (Home-based - 6 working days);
  • Participate in stakeholder meetings in order to present revised Results and Resources Framework and Monitoring Plan and provide guidance for key stakeholders (Ankara - 5 working days);
  • Finalize Outcome Mapping Report with inputs provided by the National Monitoring Consultant and feedback received from the project team and key stakeholders (Home based - 4 working days).

Deliverable 1: Outcome Mapping Report

The Outcome Mapping Report shall contain below sections:

  • Introduction;
  • Description of Methodology used for outcome mapping;
  • Findings for Project formulation and implementation?;
  • Analysis of the situation with regard to the outcome, outputs and the output-outcome linkages;
  • Conclusion.

Annex 1: Proposed revised Results and Resources Framework

Annex 2: Proposed Monitoring Work Plan (including relevant data collection and reporting tools and time plan)

Activity 2: Monitoring of Project Results for year 1

  • In line with the Monitoring Work Plan and in cooperation with the National Monitoring Consultant, develop monitoring tools/content and implement monitoring of the Project results at the end of the first year, using desk review, interviews, stakeholder meetings and utilization of other data collection methods as required (Home-based: 5 working days and Ankara: 5 working days);
  • With inputs provided by the National Monitoring Consultant, prepare Monitoring Report for year 1 (Home-based: 10 working days);
  • Participate in stakeholder meetings to present and discuss the findings of the first year’s monitoring (Ankara: 5 working days);
  • With inputs provided by the National Monitoring Consultant, finalize Monitoring Report for year 1 (Home-based: 10 working days);
  • Conduct capacity building activities as required (Ankara: 5 working days);
  • Provide inputs to UN Women’s global, regional and project based reporting, as required (Home based: 10 days).

Deliverable 2 - Monitoring Report for year 1

The Monitoring Report shall contain below sections:

  • Executive summary;
  • Description of Methodology;
  • Key findings (including best practices and lessons learned);
  • Conclusions and recommendations.

Annexes: field visits, people interviewed, documents reviewed, etc.

Activity 3: Monitoring of Project Results for year 2

  • In line with the Monitoring Work Plan and in cooperation with the National Monitoring Consultant, develop monitoring tools/content and implement monitoring ofthe Project results at the end of the second year, using desk review, interviews, stakeholder meetings and utilization of other data collection methods as required (Home-based: 3 working days and Ankara: 3 working days);
  • With inputs provided by the National Monitoring Consultant, prepare Monitoring Report for year 2 (Home-based: 7 working days);
  • Participate in stakeholder meetings to present and discuss the findings of the second year’s monitoring (Ankara: 5 working days);
  • With inputs provided by the National Monitoring Consultant, finalize Monitoring Report for year 2 (Home-based: 8 working days);
  • Conduct capacity building activities as required (Ankara: 5 working days);
  • Provide inputs to UN Women’s global, regional and project based reporting, as required (Home based: 10 days).

Deliverable 3 - Monitoring Report for year 2:

The Monitoring Report shall contain below sections:

  • Executive summary;
  • Description of Methodology;
  • Key findings (including best practices and lessons learned);
  • Conclusions and recommendations;
  • Annexes: field visits, people interviewed, documents reviewed, etc.

Activity 4: Provide Recommendations for Utilization of Outcome Mapping:

  • Prepare a Final Assignment Report in order to guide UN Women ECA Regional Office for integration of Outcome Mapping as a monitoring tool in complementarity with corporate M&E and reporting requirements of UN Women(Home-based: 15 working days).

Deliverable 4: Final Assignment Report

The Final Assignment Report shall contain below sections:

  • Description of Outcome Mapping;
  • Summary of the Assignment (objectives, activities and results);
  • Lessons learnt and promising practices derived from the Assignment;
  • Conclusion.

Duty Station

This is a home-based assignment with frequent field visits to Ankara. Throughout the Assignment, the Consultant is expected to conduct 6 field visits to Ankara with 38 indicative working days to be spent in Ankara.

Duration of the Assignment and Expected Deliverables against Timeframes:

Duration of the assignment is from 1 March 2016 to 15 December 2017. International Monitoring Consultant is expected to spend a total number of 126 working days on a non-consecutive basis throughout the assignment. Please note that the number of working days, as detailed in Section 3. Scope of Work, is indicative and may change.

The following summarizes main activities and expected deliverables against delivery deadlines and indicative working days to be invested by the Consultant.

Please note that UN Women Project Manager may request additional sub-deliverables in order to monitor the progress of the assignment.

Activity 1 - Review of Project framework and adoption of Outcome Mapping as a monitoring mechanism:

  • March-April 2016 , Home-based: 10 working days , Ankara - 2 field visits/10 working days;
  • Deliverable 1 - Outcome Mapping Report - 1 May 2016.

Activity 2 - Monitoring of Project Results for year 1:

  • May- November 2016 , Home-based: 35 working days , Ankara - 2 field visits/15 working days;
  • Deliverable 2 - Monitoring Report for year 1 - 1 December 2016.

Activity 3 - Monitoring of Project Results for year 2:

  • January- November 2017, Home-based - 28 working days, Ankara - 2 field visits/13 working days;
  • Deliverable 3 - Monitoring Report for year 2 - 1 December 2017.

Activity 4 - Provide Recommendations for Utilization of Outcome Mapping:

  • January- November 2016 , Home-based - 15 working days;
  • Deliverable 4 - Final Assignment Report  - 1 December 2017.

Payment Schedule

The Consultant shall be paid upon successful completion of the each deliverable. The payment shall be effected only if the deliverables in this TOR are submitted to UN Women Project Manager within the timeframes stipulated in the TOR and they are approved by UN Women Project Manager. Without submission and approval of the deliverables, the Consultant shall not receive any payment even if he/she invests time for this assignment. 

The deliverables will be submitted in English. International and National Consultants are jointly responsible for the timely completion of deliverables. Estimated lead time for UN Women Project Manager to review deliverables and give comments is 15 days. This time should be considered for finalization of the deliverables and completion of the assignment within the required contract duration.

The International Monitoring Consultant be paid in USD in line with the payment schedule below.

Deliverable 1 - Outcome Mapping Report:

  • Target Date - 15 May 2016;
  • Payment Amount : 20% of total contract amount.

Deliverable 2 - Monitoring Report for year 1:

  • Target Date - 15 December 2016;
  • Payment Amount - 35% of total contract amount.

Deliverable 3 -  Monitoring Report for year 2:

  • Target Date - 15 December 2017;
  • Payment Amount - 35% of total contract amount.

Deliverable 4 - Final Assignment Report:

  • Target Date - 15 December 2017;
  • Payment Amount - 10% of total contract amount.

Services and Facilities to be provided by the UN Women 

The Consultant will work under direct supervision and oversight of UN Women Project Manager for day-to-day management of assignment related activities.

UN Women Project Team will provide Project documents and background information for the Monitoring Consultant. The meetings and the workshops planned for the assignment will be organized by the project team.  During assignment related missions, the Consultant may use the facilities of the Project office (i.e. internet access, printing, copying, local phone calls, etc.) However, the Consultant is expected to use his/her own personal computer.

Required Skills and Experience

Education:

  • An advance university degree (Master) in gender studies, social sciences, or a related field.

Experience:

  • Minimum 5 years of professional experience in developing and implementing M&E-related tools, systems and methodologies for development projects and/or programmes is required;
  • Experience in quantitative and/or qualitative data collection and analysis at the country, regional or global level, utilizing participatory methods (participatory observation, focus group, etc.) is required;
  • Professional experience using Outcome Mapping for project/programme development, monitoring and evaluation is required;
  • Sufficient knowledge and experience of using Microsoft excel, data analysis function of Microsoft Excel, word and power point is required;
  • Experience in providing training/coaching and oversight functions on monitoring and evaluation is an asset;
  • Experience in mainstreaming gender in M&E work is an asset;
  • Professional experience in the field of gender equality is a strong asset;
  • Professional experience with UN organizations is an asset;
  • Previous working experience with Turkish stakeholders/ knowledge of Turkish political context is a strong asset.

Language:

  • Written and oral proficiency in English is required.

Evaluation of Applicants:

International consultant will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical criteria and evaluation– 70 % of total evaluation:

Criterion A – Relevant education (Max points: 15)

Criterion B – Language skills (Max points: 10)

Criterion C – Relevant Experience (Max 75 in total for all of the following criterion):

  • Minimum 5 years of professional experience in developing and implementing M&E-related tools, systems and methodologies for development projects and/or programmes is required (Max 15 points);

Only candidates who have obtained at least 70 % of the points under the technical evaluation will qualify to be considered in the financial evaluation round.

Financial evaluation – 30 % of total evaluation

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

S - score received on financial evaluation;

Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F - financial offer under the consideration.

 

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

Lump Sum Amount

The price proposal should indicate a "lump sum amount" which is "all-inclusive"; All costs (professional fees, living allowances, communications, consumables, travel and accommodation expenses during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

Contract price is fixed to activities/deliverables indicated in the ToR, regardless of the changes in the cost components (such as days invested for completion of the deliverables.)
