Background

Eritrea is a roll-out country for a new UN cooperation framework with the Eritrean government. The implementation of the new Strategic Partnership Cooperation Framework (SPCF) is planned to start from 2017 to 2021. In this process, the UN RC Office seeks a consultant to support, strengthening of coordination mechanisms specifically related to the roll-out of the new collaboration framework including the initiation of an aid coordination architecture, the Eritrea Development Partners Forum EDPF).

In January 2013, the United Nations System in Eritrea and the Government of the State of Eritrea (GoSE) signed a cooperation agreement –The Strategic Partnership Cooperation Framework (SPCF): 2013 – 2016. The SPCF focuses on five strategic areas of cooperation over a period of four years, namely: Basic Social Services, National Capacity Development; Food Security and Sustainable Livelihoods; Environmental Sustainability; and Gender Equity and Advancement of Women in Eritrea.  The SPCF was developed as a rolling framework designed to accommodate other relevant emerging issues with the Government.  The framework therefore, provides a platform for broader engagement and cooperation with the Government in a wide range of priority areas. The process of rolling out a new SPCF 2017-2021 has started.

Since the signature of the current SPCF, a number of positive developments  have taken place pointing  towards more efforts from the  Government of Eritrea to enhance partnership, cooperation, and engagement with, not only the UN family, but also other development partners and the international community at large. The consultant would therefore be expected to support the strengthening of ongoing process; including UN-GoSE coordination mechanisms necessary to come up with a new SPCF. He/she would help in setting up aid coordination architecture through a Development Partners Forum, to facilitate dialogue and collaboration between the UN and other development partners on the ground.  

Duties and Responsibilities

The consultant is expected to provide effective support to RCO in their efforts to coordinate various mechanisms accompanying the roll-out of the new country program. An important part of this includes strategic support to national dialogue, coordination of different working groups involved in the development of the SPCF and ensuring  the existing drafting consultancy and team  relevant information and  from the thematic groups and other teams set up to accompany the SPCF formulation. The consultant would also be expected to support in setting up coordination functions for a Development Partners Forum, to facilitate dialogue and collaboration between the UN and other development partners on the ground on aid coordination.

Deliverables

Support the setting up of coordination structures, outcome groups accompanying the SPCF Roll-Out: SPCF 2017-2021 and supporting various workshops meetings to ensure the drafting consultancy and team get enough support.

Eritrean Development Partners Forum Coordination Mechanism in place.

Reports on the above and suggestions for sustainability including training of  regular staff members for follow up.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Economics, Social Sciences, International Relations, Political Sciences or related field.

 Experience:

  • 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects;
  • Experience with  UN coordination and understanding of UNDG’s guidelines, rules and procedures;
  • Previous experience with UNDAF Roll-Out Processes;
  • Experience in aid coordination structures or development partners forum;
  • Experience with working in a Delivering as One setting desirable;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

 Language:

  • Fluency in English.
