Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Somalia Joint Rule of Law Programme is the first UN Joint Programme developed under the United Nations Multi-Partners Trust Fund (UNMPTF) in Somalia. Aligned to the priorities and principles spelled out in the Somali Compact, the Joint Rule of Law Programme aims at supporting the Federal Government of Somalia (FGS) and responding to the Integrated Strategic Framework (ISF) towards achieving some of its objectives under the Somali New Deal Compact Peace and Statebuilding Goals (PSGs), in particular PSG2 on Security and PSG3 on Justice. Within this framework, the Joint Rule of Law Programme will also contribute to the Government efforts in implementing the National Strategic Plan for Justice Reform (NSP) as well as the Strategic Action Plan for Policing (SAP).

The Joint Rule of Law Programme builds on the positive gains, experience, expertise and added value of relevant UN partners under the Global Focal Point arrangement to advance rule of law and constitutes a key landmark to maximize impact of UN interventions, minimize overlapping activities and maximize UNMPTF resources and know-how of the UN to “deliver as one” to enhance justice and security for all Somalis.

The Joint Rule of Law Programme framework provides a harmonized, coherent and sector-planning approach to address justice, corrections and police within the broader framework of the rule of law. It ensures that collective UN action to enhance rule of law retains capacity building, gender equality and human rights principles as cross-cutting issues of this approach as outlined in the Somali Compact.

The Joint Rule of Law Programme responds to the strategic objectives articulated within the Somali Compact, namely:

  • Under PSG2: Establishing unified, capable, accountable and rights-based Somali federal security institutions providing basic safety and security for all;
  • Under PSG3: Establishing independent and accountable justice institutions capable of addressing the justice needs of the people of Somalia by delivering justice for all.

As the entity responsible for strengthening women’s access to justice in all settings, and within the context outlined above, UN Women is recruiting a Project Manager with extensive expertise in human rights law and gender in conflict settings to manage UN Women’s engagement in the Joint Rule of Law Programme as well as represent UN Women in the Joint Rule of Law Programme justice team.

Under the overall guidance and supervision of the Country Programme Manager, the Project Manager, Human Rights and Gender will work in close collaboration with the UNDP Rule of Law Programme Manager, UNSOM and UNDP Rule of Law project staff, UN Women Regional Office (RO) and other relevant UN partners, in managing UN Women engagements within the Joint Rule of Law Programme.

As part of managing UN Women’s engagement within the Joint Rule of Law Programme, the Project Manager will coordinate gender mainstreaming and oversee overall monitoring and evaluation of gender components; and coordinate between all UN entities and implementing partners in order to draw in the necessary resources, skills, expertise on gender needed to implement the Programme. In coordination with gender experts in UNSOM and relevant UN agencies, the Human Rights and Gender Project Manager will be responsible for ensuring that gender expertise is mainstreamed into areas of work of the UN in order to strengthen women’s access to justice across the Somali region; is responsible for the management of UN Women engagement within the Joint Rule of Law Program; and serves as a bridge between the justice team and UN Women networks, capacity and expertise at the country, regional and HQ levels.

The incumbent will be co-located with UNDP and UNSOM justice team in the UN Common Compound in Mogadishu.

Duties and Responsibilities

Provide technical advisory and programme development services to the Joint Rule of Law Programme:

  • Provide key advisory support and oversight for gender mainstreaming in the Joint Rule of Law Programme on all gender related issues within the programme, including a particular focus on deepening initiatives to address human rights;
  • Provide advisory support to government institutions with a specific focus on mainstreaming gender in key public institutions including the Ministry of Justice, the Ministry of Interior, the Somalia National Police, and others to enhance their engagement in rule of law and gender initiatives;
  • Provide technical input to the Joint Rule of Law Programme including but not limited to the Programme Steering Committee, within technical advisory services, reporting, and monitoring;
  • Provide overall advice and input to CO management regarding programme development and strategic direction;
  • Provide technical input to the further strengthening and development of the Joint Rule of Law Program documents, including identification of relevant rule of law programming going forward;
  • Identify strategic programme opportunities to broaden the scope of work within the programme; and develop further initiatives which include UN joint programming on specific gender equality and women’s empowerment issues, with an emphasis on addressing women’s access to justice and SGBV in conflict.

Manage UN Women engagements within the Joint Rule of Law Programme and supervise the programme team:

  • Manage annual work planning, budgeting and implementation of UN Women Joint Rule of Law Program engagements;
  • Finalize reports on activities, outputs and outcomes; and manage the preparation of donor and UN Women reports;
  • Manage the submission of implementing partner financial and narrative reports,
  • Provide technical support to UN agencies’ efforts in capacity development of government institutions and their effort to implement national development strategies on addressing Sexual Gender Based Violence (SGBV) and to improve women’s access to justice;
  • Manage the application of a monitoring system to track progress on program results and indicators;
  • Provide overall supervision to the programme team.

Provide technical support to inter-agency coordination in Somalia:

  • Coordinate between the Joint Rule of Law Programme justice team and UN Women CO in integrating expertise, knowledge and capacity within human rights law with a focus on gender, for enhancement of rule of law and gender to the broader UN system in Somalia;
  • Provide strategic and operational input and advice to UN Women CO engagement in UNCT’s overall programmatic responses to address gaps in gender justice, including SGBV in conflict within the framework of the Joint Rule of Law Programme engagements;
  • Contribute to the UN Gender Team Group, support UNCT and UNSOM to develop specific action plans on monitoring SGBV in conflict and accountability measures in order to inform relevant programmatic responses by the UNCT;
  • Participate in relevant UNCT technical team meetings as well as donor consultation processes to ensure strategic partnerships; and strengthen collaborations with UN organizations and wide-ranging constituencies on the issue of protection of women and girls in conflict.

Provide technical support to strategic partnerships and resource mobilization for the Joint Rule of Law Programme:

  • Identify and build partnerships and mobilize resources within the context of the Joint Rule of Law Programme to promote implementation including the integration of gender sensitive indicators, baseline and targets in the new programme development to respond to the evolving situation and critical areas of concern;
  • Establish and maintain close working contacts with key national, regional and local stakeholders from government, civil society, regional organizations and other relevant international actors to build up and strengthen strategic alliances and partnerships with UN Women on gender and rule of law across the Somali regions.

Provide technical support to advocacy and knowledge building and management:

  • Monitor trends and issues affecting women in Somalia, including Somaliland, related to the impact of the crisis on women for a strategic response to opportunities and challenges within gender and rule of law;
  • Knowledge management, including developing guidance on aspects of women’s access to justice in post-conflict settings for dissemination and use in the Somali context;
  • Prepare analytical reports, briefing notes, background papers, summaries, talking points and others as requested by senior management of UN Women CO.

Key Performance Indicators

The Human Rights and Gender Project Manager will contribute significantly to the strengthening of gender mainstreaming in rule of law programming across UN agencies, through the provision of technical expertise; policy and programming advice; and the linking of resources and capacities on gender and rule of law programming.

It is also intended that the position will contribute towards strengthening UN Women CO’s capacity and visibility on women’s access to justice, allowing it to fulfill its mandated responsibility in this area. The Human Rights and Gender Project Manager will link country and regional level expertise of UN Women to the broader UN system through the GFP arrangement, leading to increased coherence and coordination of approaches and the sharing of good practice and lessons learned in strengthening women’s access to justice.

Required Skills and Experience

Education:

  • Master’s Degree in Law/Human Rights, preferably with specialization in gender and conflicts. Other educational background within social and political science may be accepted provided the candidate has demonstrated experience within human rights, justice and gender.

Experience:

  • Minimum 7 years’ experience in project management, gender, rule of law, with specific expertise in human rights, justice, police and/ or corrections, with a demonstrated ability to promote change;
  • Technical expertise and experience in project design and implementation in the area of rule of law (specifically justice, police, corrections) from a gender perspective is required;
  • Relevant experience from a conflict setting preferred, and experience from Somalia/countries with Sharia law or knowledge of Sharia law an advantage;
  • Demonstrated ability to remain calm and professional under stress, and to strengthen capacity of staff and counterparts in multi-cultural settings;
  • Excellent communication skills required;
  • Familiarity with the UN system and knowledge of UN Women an asset.

Language:

  •  Fluency in English (oral and written) is required.
